>> reporter: battle lines drawn. partisan fights breaking out. no one talking about the path forward. instead, everybody talking about who is to blame for the shutdown by all accounts looks like it will happen. the issues are not new. democrats want some type of daca resolution or daca deal attached to the short-term spending bill. mcconnell said there is a short-term spending bill to allow the daca discussions. they should pass that and move forward. as long as those are not bridged, a deal is not on the table to bring the parties together and bring the white house into play. there is no path forward anytime soon. the big question is how will they figure this out? as i talked to democratic aides and republican aides in the house and senate, right now, nobody has a great idea and everybody is predicting at midnight a shutdown will begin. christine and dave. >> phil, thank you. 60 yes votes are needed to pass the bill and keep the government
