incorporated some of them in miami. why is there so much or a total lack of almost regulation of these cruiseships? >> well, i think they have gotten away so far from having regulation but there is a variety, a spectrum of cruiseship companies and i hope that the whole cruiseship industry is not judged by this one incident that just happened. this is like the wal-mart of cruiseships as i understand it. it is -- they have lower rates and so on and so they get away with a lot more than the more sophisticated ones would. here is the crest in my mind, why did this fail, this engine fail in the first place because they had one fail before, two years ago off mexico, carnival lost one as well. >> the splendor. this is not unusual. they go adrift all the time. is there any deterrent to or any punishment to these people
