Fed bonus payments offset state fines for nearly 4 out of 5 Texas nursing homes cited for inadequate infectious control

DALLAS — Nearly four out of five Texas nursing homes cited for inadequate infectious disease control practices during the COVID-19 pandemic had those state fines offset by federal “quality incentive” payments, a WFAA review shows. 
Since early 2020, Texas regulators fined about 268 of the state’s 1,200 nursing homes for infectious disease control deficiencies that ranged from failing to provide staff with personal protective equipment (PPE), to failing to separate or isolate COVID-19 positive residents from uninfected residents, state Health & Human Services Commission (HHSC) records show.
