The Record The discussion on the issue of homelessness increased significantly after the 2009 Great Recession when a 10-year plan to end homelessness in San Joaquin County was prepared. But, despite the investment of millions of dollars, there has yet to be any quantifiable impact, outcome or progress toward addressing homelessness. Fast-forward from 2009 to 2015, the newly formed San Joaquin County Homelessness Task Force drafts a 10–year plan to end homelessness update. In 2016, a grand jury report on homelessness was released, along with a second Grand Jury Report in 2019. The city of Stockton drafted a response to that report, and Stockton City Council authorized the creation of a homeless action plan and created an affordable housing task force that submitted a presentation to the council in the spring and fall of 2019.
