is that what you are offering in exchange? >> not as part of the negotiation. what i've said, this budget is 3.6 billion dollars short because of federal stimulus aids, balance that budget, we need to have these tools. in doing so, we could save 300 million dollars, to pay government employees alone, equivalent of having to lay-off 5 1/2 thousand employs. i'm not laying off or doing furloughs. things that have been done in the past would not be done. but these people will no longer have union dues automatically docked. that's a five, six hundred or more savings. there's a lot that i don't think all of them are aware of. >> historic note why this might be raw, the american federation of state county municipal employees was founded in madison, wisconsin in 1936.
