You are beginning in a lot of cities from san ramon to napa to novato in the 40s. So there is a bit of a chill in some of our cities that jacket is needed, but you can get rid of it pretty quickly today because we do have mild temperatures and sunny skies on the way. The coastline in in the mid 60s, we will see a lot of sunshine even along the coast as well. But the week ahead, it gets hotter around here. Even area wide. By thursday. Its in the counter commute direction. Eastbound 80 before American Canyon road. Our second crash is going to be in really an updated location. Now the chp was originally reporting it in richmond. Its an el sobrante westbound 80 at hilltop drive. We have an overturned vehicle in that spot. Speeds down to around 11mph. And then we will end here with a live picture in the south bay where its nice and clear on 87 in san jose, reggie, thanks, jobina. New developments this morning and the replacement for the late california senator dianne feinstein. Governor newsom was facing pressure for months to pick a possible replacement. But ever since the late senator ran into failing health, she died last week at the age of 90. Governor newsom is appointing Democratic Party strategist Laphonza Butler to serve out the remainder of senator feinsteins term until the 2024 election. Butler is the current leader of the Political Action committee emilys list. That Group Supports Democratic Women candidates who favor abortion rights, notably, she served as an advisor to the Kamala Harris 2020 president ial campaign. Butler will be the only black woman to serve in the senate and the first openly lgbtq person to represent california in that chamber. Governor newsom says butler will move from maryland back here to california and reregister to vote before shes sworn in on wednesday. Meanwhile the officer of senator feinstein is releasing plans for her funeral arrangements this week. Feinstein will lie in state for public viewing at San Francisco city hall on wednesday from 9 a. M. To 7 p. M. A private Funeral Service is scheduled for thursday at the war memorial theater that will be broadcast to the public at city hall. Feinstein then took her final journey back home to San Francisco on saturday. Her body, accompanied by her daughter, catherine, and former House Speaker nancy pelosi. People are out paying their respects all along the way. She got everything together. It was a beautiful city. Its still a beautiful city. But she was very well known and she took care of San Francisco. She led during a dark time in the city and brought a beacon of light and hope to us. And she will be sorely missed at that was what we heard all throughout San Francisco that senator feinstein loved the city and fought for it. A book of condolences will be available for you to sign at city hall through wednesday. Many were calling for Governor Newsom to tap longtime bay area representative barbara lee to fill that seat. She tweeted in part saying, i quote , wish laphonza be well and look forward to working closely with her to deliver for the golden state. California deserves an experienced senator who will deliver on progressive priorities. Thats exactly what i am running to do. And then theres this statement from the current california senator welcoming butler as his new colleague, alex padilla, saying in part, quote, throughout her career, Laphonza Butler has been a strong voice for working families, lgbtq rights and a champion for increasing womens representation in politics. Im honored to welcome her to the United States senate to make sure youre up to date with the latest news. As it unfolds. We used to always say, if dianne and i ran against each other, my daughter nancy would probably vote for dianne. That was the love that existed. But love is a good word for her because she loved people. She loved california. She loved america. And to bring her home in the grand way that we did this new federal funding deal keeps the government running for another 45 days. Well, the deal may have gotten done, but it might cost House Speaker Kevin Mccarthy his job. Florida House Republican matt gaetz is threatening to introduce a motion that would allow house members to eject mccarthy from the speakership with a majority vote. Gates does not happy with mccarthy for brokering a deal with democrats and, quote, not reining in spending. Its unclear if that motion would have enough support to remove mccarthy, but some democrats said they are in favor of it as well. The plan includes 16 billion in disaster aid relief and forgoes funding for ukraine a nonstarter for many House Republicans who instead want to boost Border Security spending. Republican Lindsey Graham ■sayig senators are working on legislation to fund both priorities to the republicans who say ukraine doesnt matter to us, youre wrong. Respectfully, lee, youre wrong. The war gets bigger, not smaller. New york House Democrat Jamaal Bowman is fighting republican accusations that he was obstructing the houses work after setting off a fire alarm on saturday. Bowman is calling it a, quote, innocent mistake, saying he was rushing to make a vote and didnt know it would activate the whole building. Capitol police are now investigating the fire alarm incident at koumassi. Thank you, jobina. Happening today is the beginning of another fleet week in San Francisco. And because of that bill to avoid a Government Shutdown, the events are going on as planned. Well we do have a very special Vantage Point right now to kick off fleet week. We are on the flight deck of a ship that just arrived here from san diego yesterday. And im joined now with a representative from the navy this is Lieutenant Commander chloe morgan. And we appreciate you being awake early for us, chloe, this morning. Tell us a little bit about the ship that we are on. I know we saw a view from below in our last live shot. Tell us about this boat. Yeah. So this is the uss john p murtha. The ships had a very busy year. So in june, they came back from a seven month deployment in the indopacific. This summer they were working with nasa, actually working on orion recovery procedures and the most recently, they were all the way up north in the bering sea working with the navy seals. So the ships done a lot of missions. But the most exciting mission yet, maybe the most fun will be San Francisco fleet week. So were very excited to be here. And so how can people here in San Francisco sort of get involved and maybe even come see this ship for themselves . Absolutely. So well start having public ship tours here at pier 30, 32 on wednesday. So i invite everyone to come out here, interact with our sailors. But even more so, were going to have sailors and marines on liberty all throughout the city. Were going to have bands do performances. So theres a lot of great opportunities for the citizens of San Francisco to meet their military. Perfect. And i know you were just showing me some of the numbers here that this is a ship that can fit between 300 to 350 navy sailors. Is that correct . Absolutely. And then what makes it so amazing is its an amphibious ship. So we actually bring marines, part of a Marine Expeditionary unit on board during a deployment. In fact, behind us right there, we have a marine helicopter. Were on a large flight deck that can fit multiple aircraft. And then even below us, theres a well deck. So marines are very well suited to this kind of ship. And we Work Together as a blue green team. And what are you looking forward to most about fleet week this year . I think its just honestly interacting with everybody. You know, its a beautiful time. Theres no better time than fall in San Francisco. Laphonza butler will fill the vacant Us Senate Seat held by the late senator dianne feinstein. Nine. Butler is no stranger to politics. She is a democratic strategist and a former adviser to Vice President Kamala Harris. Butler will be the only black woman serving in the us senate and the first openly lgbt plus person to represent california in the chamber. Governor newsom keeping his pledge to appoint a black woman if the seat became available, he issued this statement reading in part, quote, lafonds will carry the baton, left by senator feinstein. Continue to break glass ceilings and fight for all californians in washington, dc. The with butler selection to the senate, she will step down from her role as president of emilys list, a Political Organization that supports Democratic Women candidates who favor abortion rights. Shes also a former labor leader with seiu 2015. For a time, butler was also a partner at San Francisco based bear star strategies. Newsome top Political Consulting firm butler could be sworn in as early as tomorrow when the Senate Returns to session. Reggie jobina, thank you. Former President Trump is expected to be in new York State Court this morning for Opening Statements in his civil fraud trial. Hes not expected to speak during the proceedings, but he will appear when the state calls him as a witness in the case. The new York State Attorney general accuses trump and his Family Business of inflating his net worth by more than 2 billion. That led insurers and lenders to give trump better terms. Opening statements are scheduled for 7 a. M. Our time. Man accused of stabbing and killing tech executive bob lee is back in court today. Nima momeni pleaded not guilty to a murder charge back in august. The hearing today will set a date for an upcoming trial. The judge could also rule among many requests for release as well. Many waived his right to a speedy trial, giving his attorneys more time to prepare. A man is under arrest in San Francisco for what Police Believe are four random assaults , three of them stabbings. Officers say they responded to a report of an assault near market and battery streets yesterday morning. Police didnt give details about the attack, but around that same time, officers say they got reports of a stabbing near fourth and market just a half mile away. Police detained a man at the scene and believe that he is a suspect in both attacks. All four people were taken to the hospital. We dont know their condition. A man missing in the waters off the marin county coast is believed to have been attacked by a shark. The first 911 messages came from Satellite Communications at 1030 yesterday morning. Callers were at wildcat beach, north of bolinas, in a remote part of the point raised National Seashore there. A witness said a man was in the water with a group when a shark attacked him. Other members of the group managed to get out of the ocean. One ran to a camper. That happened to have a Satellite Phone that helped to bring an air medical chopper to the scene. There was was a group that went up there for to celebrate someones wedding and that it was someone with the group that went out into the water and got attacked. This is not a typical attack that weve heard of. It does create some complications when you cant find someone in the water. Usually a shark attack victims make it back to shore. So they can be helped. Coast guard tells us the search for the victim is ongoing. This year marks 30 years since 12 year old polly klaas was kidnaped. It happened october 1st, 1993, when polly was having a sleepover with her friends. She was abducted at knifepoint from her home in petaluma. And she was found dead two months later. Today her murderer has had a profound effect for missing children and crime prevention. Her father started the polly klaas foundation, which works to protect children from repeat offenders. Steven clark is a legal analyst and says the three strikes law is among the most notable of changes. Allen davis was a career criminal and he was out of jail. And what the three strikes law did as a result of the polly klaas case is said, were going to be putting people away for ever who commit a series of violent felonies. The case is also credited with helping lead to the establishment of the amber alert. The care act starts today in california. Its a program meant to get more people with Mental Health disorders into treatment , even if the person does not want that assistance. San francisco will be one of the first of seven counties in california to implement the new program. Governor newsom signed the care act into law last year. The idea is to have courts step in for people with untreated Mental Illness to try to get them stable housing and other services. Thousands of people on the city streets might qualify care. Court allows for a wide range of petitioners, including first responders, family members, neighbors, somebody who lives with an individual whos worried about them. Its voluntary in that the court cannot force you to take medications or put you into a locked facility, but youre still having to come to court. The courts still going to order a treatment plan for you. Its been a Controversial Program because judges have the last say in ordering a treatment plan. San franciscos Public Defenders Office is preparing to represent many people in court. Fleet week kicks off in San Francisco today. A lot of excitement over the blue angels and the parade of ships. Abc7 News Reporter lena howland is live on board. One of those ships taking front and center this week. Hi lena. Hey, reggie, good morning to you. We are on the flight deck of one of those ships that just arrived yesterday. And we are joined live by captain doug langham. He is the Commanding Officer for this ship. So hes kind of the brains behind all of this. Doug, tell me a little bit about what fleet week is for those who have never gotten to experience it here. Well, lena, its a true means for us to engage with with the community. And were so excited about that. Were going to get out here. Were going to show you the navy, the Maritime Force of the navy and the marine corps out there engaging the community and showing them what were all about. And talk to me about why this is so important and so special to you and your team here. Well, the navy is made up of a volunteer force, same as the marine corps. So we get out there and let them see our side of the business as well. As we get a recharge, our batteries when we get out and engage the community and feel that appreciation for their service. And its a great opportunity for us to show them what were all about. Were going to get out there and engage in several different events throughout the community and its going to be exciting for everyone. Yeah, and tell us whats so special about your ship. So this is a san antonio class, amphibious transport dock. Its used to. Our weapon is the marines. We put the marines ashore and support them. Were standing on the flight deck. A big capability there. We have a well deck below us with several transport ships that can come in and out of the out of this ship. But thats our main weapon is putting the marines ashore and supporting them. Amazing. And today, i know you were just telling me behind the scenes, you guys will be working on an exercise today with maybe some local crews as well. Can you talk to me about what that is . You bet. So its defense support to civil authorities. Were going to set up our equipment out in town. And its a Communications Exercise thats going to use the marine corps, the navy, coast guard as well as your local Police Department and Fire Department are going to all Work Together in this exercise in case of a disaster response. We would be there ready to engage in, provide our support. Amazing. All right. Well, so much to look forward to. And my last question i wanted to ask you about. There is a lot of live music opportunities for folks to enjoy throughout the week. Tell me a little bit about that. You bet. We have the navy band and marine corps band throughout the community, several different engagements where were going to also have sailors and marines there to carry on a conversation. By wednesday, you can see these temperatures going above average. We expect a lot of 80s around the bay shoreline, 90 soquels in our warmest spots inland. But by thursday, thursday is the warmest day we have on the 70 forecast. You can see why were going into the low 80s along the coast, mid 80s for the city and then for the most part, were going into the 90s across a huge portion of the region from the north bay to the south bay to the east bay. Youre going to feel that warm weather even by friday. Theres very little change to our temperature. So we are in store for a pretty warm and sunny week ahead.
