The rain is a welcome sign. No rain in our forecast at least not here. A pleasant day ahead, but that heat is arriving by the weekend. Kari has a look at our forecast. That will be looming in our forecast as we get a look at our air quality. I want to talk about that today. Weve started to see some moderate air quality returning, but its still good for the microclimates. Well have to watch the north bay and east bay as we start to see the smoke drifting back in. Today our temperatures are going to be great. In fact, a little bit cooler than normal for this time in september. And were reaching up to 81 degrees in livermore as well as napa. 73 today in oakland and some upper 60s along the coast in spots like morgan hill. Were in the low 80s and 85 in antioch today. But this weekend, once again, the fire danger comes back as the heat ramps up. Ill talk more about that coming up in a few minutes. Lets head over to mike and how is it looking for the morning commute . Kari, ive been staring at the live camera at the san mateo bridge. Theres some slowing that hammed on the sensors. I saw flashing lights heading west away from us towards the high rise and i do think we still see one set of lights but traffic continues to move well here and on our maps the Speed Sensors where i circled are improving a tad bit coming down the decline so i think it may be taking care of whatever business is over there. Business at the bay bridge toll plaza we see a little backup. I showed you as it was forming no metering lights registering. Theres recovery on the incline. Its interesting to see movies and music, fashion even making a comeback. Not that i lived through those. You have your mc hammer pants on today, mike . Thats right. Cant touch it. Cant touch that. Speaking of 80s and 90s lets talk about some temperatures because, kari, we might get closer to the 90s this weekend. Yeah, even along the coastline as we are talking about a big heatup for San Francisco and the inland areas. A live look out there this morning as were seeing that fog rolling on by to start out and were also getting a stronger ocean breeze as we see the storm system passing to the north of us. But what will happen once that moves out, High Pressure moves in and its going to really cause our temperatures to ramp up, and we are also going to get an offshore wind that will heat up our temperatures and also increase our fire danger. Really going to be concerned about that because once the High Pressure gets in here its not going to move and then well see our winds shifting coming from the west and then turning more northerly as we go into today. A northerly wind will bring in more smoke. Our air quality will be an issue. Then as the winds pick up to 20 to 30 Miles Per Hour we are going to have the potential that it will continue to dry out a lot of our hills and all of the vegetation there will make it very easy for something that gets ignited to spread rapidly. So we have the concern of a high fire danger and going into sunday its still going to be breezy with some of our mountains will have gusts up to 50 Miles Per Hour. We are going to have a red flag mountains moving inland as well, a lot of our elevations above 1,000 feet and a red flag warning from Solano County extending to the east with the high temperatures and low humidity but i know a lot of people will be trying to escape the heat. If youre going to the coastline, heads up there will be the potential of rip currents and sneaker waves throughout the weekend because of the storm systems weve seen moving to the north of us. There are still going to be high waves at times. And then looking at our air quality thats going to be another thing well have to deal with because in the north bay and east bay today well see our air quality becoming moderate. People who are sense tetch to t sensitive to the smoke will notice those issues going into the weekend anywhere across the bay area. Were watching out for that as well as the heat, and our temperatures that will reach into the 80s today will become 90s tomorrow in the valleys and then highs up to 100 degrees on sunday. And were just seeing the heat sticking around through at least the middle of next week with highs reaching into the 90s through next wednesday and thursday and its also going to be hot in San Francisco with some upper 80s for the start of the new workweek. I think some spots in the city that reach over 90 degrees. Well really have to watch out for that. Mike, what are you watching for for the morning commute . Im watching for delays. Folks across the san mateo bridge, lets take a look, you are going to be delayed. Consider the dumbarton bridge. Westbound we dont have any problems now. We are moving smoother now. Lets look at the sensors at the high rises. More focus at the high rise. Ive been watching this the last 15 minutes. Whatever was happening, because no incidents reported by chp, it might be clearing. The dumbarton is clearing at 84. At the bay bridge toll plaza a slower drive across the span. No metering lights registered yet. Well show you that coming up. Back to you. Sounds good. 6 22 right now. Up next on today in the bay nbc bay area responds. This is an nbc news special report, remembering Ruth Bader Ginsburg. Heres savannah guthrie. Good morning, everybody. It has been one week now since the news of Ruth Bader Ginsburgs death. A week filled with powerful tributes. There was that unforgettable scene on wednesday at the Supreme Court. More than 100 of her former law clerks, people who worked closely with her in her chambers over 27 years at the court were there greeting her casket. She laid in repose at the court for two days. Thousands came out to honor her will become the first woman ever to lie in state. In a moment we expect her to be carried up the steps into the capit capitol. This is the first time a woman has laid in state at the capital. She will be the first jewish person to lie in state here. This is statuary hall. This is on the side of the house of representatives, overseen by democratic speaker nancy pelosi, who herself, the first ever woman speaker of the house and currently the most powerful woman in washington. And that theme will be reflected through today underscoring just how much rbg meant to the women here in congress in terms of blazing trails that they were able to follow to ultimately be elected and become members of congress and to women and girls across the country for whom she was an iconic figure and somebody mourned across the country. In this case, House Speaker nancy pelosi, the minority leader, Kevin Mccarthy as well as the Majority Leader Mitch Mcconnell and the minority leader shuck schumer on the senate side will atten, we will Mitch Mcconnell or Kevin Mccarthy. Im told that Mitch Mcconnell is on the list of regrets that was extended of the invitations that were extended to members for this private ceremony thats going to take place in statuary hall. So that seems to be something of a sign of our divided times. I asked Mitch Mcconnells office why he would not be attending today. They have said they dont have any updates on his schedule. He has been going home to kentucky most weekends to campaign for his senate seat. Well keep you updated if we learn anything more along those lines. This reflects just how divisive this process has become to fill Ruth Bader Ginsburgs seat. This is the moment her casket will be carried into the east side of the capitol. An honor never received before by any woman at the u. S. Capitol. Rosa parks did lie in honor, what is reserved for civilians, but we have not seen a woman lie in state. This honor marks another first for Ruth Bader Ginsburg. Lets watch. Present. As we watch this scene unfold, we want to tururn to nbcs longtime justice correspondent, pete williams, who was there on wednesday when we saw a similar scene unfold at the court, who has spent many years listening to arguments at the court and watching Ruth Bader Ginsburg. It was such an outpouring, pete, and the remarks made about Ruth Bader Ginsburg from the chief justice, john roberts, were particularly warm the other day. It was. You know, chief Justice Roberts did not like to see as any chief wouldnt, see members of the court trying to basically steal the limelight outside the court. But he really was, i think, delighted, amused a little bit and delighted by her notoriety as a cultural icon. And there was a great warmth in his remarks. The line to see her, to walk past the casket, was continuous on wedne of course she lay in repose at the court yesterday and the line was supposed to shut off at 10 00 last night. I think they finally closed it down at 11 00 last night. Im sure it would have continued. I know when i got to the court yesterday morning before dawn there were still people there were already people in line waiting to see. The difference today, of course, is that this ceremony will be entirely indoors. There will be no chance for the public to walk past the casket in front of the capitol. You know, its fitting that that was done at the Supreme Court, on which she served for so many years. Its also, i think fitting as casey noted, that this woman who did so much to advance the cause of womens rights, this is really an allwoman ceremony today. Introductory remarks from the House Speaker, nancy pelosi. Well hear from the rabbi who was so eloquent at the ceremony on wednesday. And well hear from denyce graves, the soprano, the International Opera star who was a great friend of Justice Ginsburgs. It brings together her family, the law, and excuse me. And opera. Kind of a tough day here. Pete, take a breath. So many people feel a connection to Ruth Bader Ginsburg over the years as she has become, you know, an icon in many ways. A cultural figure. Andrea mitchell was one who covered her over the years, but also who developed a personal friendship. Andrea, we really see that this is a very fitting tribute as pete mentioned to a woman who spent so much time working on behalf of equality for women across this country. I believe that today the House Speaker has given preferential treatment to the women members of congress who will pay their respects first. Its a fitting tribute to Ruth Bader Ginsburg. That is correct. I can relate to petes emotion at this, watching the flag waving over the capitol at half staff and the flagdraped casket being brought in. The fact she is the first woman, the first jewish person, that she was such a mentor to so many. Weve seen the pictures of the little girls dressed in black robes with the lace collars and big fake eyeglasses. Just seen so much that as we wait for the doors to open to statuary hall and see Speaker Pelosi and the women beginning to parade in and other members will be able to come later after the ceremony and after the official ceremony, before her official departure around 12 30, 12 45. But as youve noted, this will be an allwoman event. Denyce graves, a particular favorite. As you know, her passion for opera as the chief justice said the other day, this was passionate about oprah, about sports, clueless. In listening and reading what people said about her, so people so xwloclose to her, the other justices and her former clerks,. As much as she was a leader in many aspects of the law, voter rights, gender rights for men and women. Affirmative action. Rights in the military. Lgbtq rights. What she means to women of all types, even republican women and women who might not follow her idealogically, she just opened up so many doors for all of us. And i know i would not have had my job if not for the work she did before she entered the court in the 70s, arguing those five cases successfully before the allmale Supreme Court. There you see statuary hall with people distanced and masked. The bidens will be there today. One of their rare visits to washington. They were here, of course, for john lewis. We saw a shot of jill biden and joe biden a few moments ago. I want to bring in a former acting solicitor general of the United States, whose job then called for him to argue cases on behalf of the United States before the Supreme Court. Whose job now has him litigating before the Supreme Court. Neil, you have appeared before Justice Ginsburg and her fellow justices many, many times. What was it like when you knew you had to convince Ruth Bader Ginsburg . It was always a challenge. She always came in loaded for bear. She always asked the first question, almost always at argu argument. She was an extraordinary woman. On wednesday we were talking about how fitting it was to see her image coming up her casket coming up the Supreme Court steps when the inscription on the court was equal justice under law. She has had so many firsts. First woman of the harvard law review as a student. First woman to win the equal protection clause requires heightened scrutiny on discrimination, even in death the first woman to lie in state. The first person of jewish descent to lie in state. Abraham lincoln was a tall man from illinois, shes a tiny woman from new york, she continues in her tradition. Theres no american in our lifetime who deserves that honor of lying where Abraham Lincoln lied than her. Justice ginsburg was sometimes asked whats the difference between a bookkeeper in brooklyn and a Supreme Court justice of the United States, she would say one generation. When she graduated from law school at the top of her class, she couldnt even find a job, such was the situation there at the time. Pete, ill send that one to you. What you said was so beautiful. So many changes here. I think we also have to note that this tradition of lying in state really began in 1852. And not Many Americans have received this honor. This is the statuary hall, this is the old house chamber. The current place where the house meets is just beyond this. This is where the house used to meet. A great deal of history here. Shes the second Supreme Court justice to receive this honor. The first was William Howard e court because of health reasons. Of course, he had also been president of the United States. Shes the first person to receive this honor strictly for her service on the Supreme Court. We watch as the minority leader, democrat leader from the senate, chuck schumer, House Speaker, nancy pelosi, who presides over this ceremony today and has organized many of the details as weve been mentioning this morning are a tribute to women and the work that Ruth Bader Ginsburg did on behalf of women. Neil, as you think about her legacy and you think about how the court may change, are there aspects of the work of Ruth Bader Ginsburg that will stand the test of time . What impact does she have on the law . I think absolutely. She may not always have five votes, but i think in 200 years shes one of the few americans alive today that people 200 years ago will know by name. She stood for something profound. You know, actually outside statutory hall where her casket is, there a quote from fdr which is we must remember any oppression, any unjustice, any hatred is a wedge designed to attack our civilization. Thats right outside statutory hall. She will be remembered for git in the law. R generation as a someone who had the imagination to understand that law is a profoundly human endeavor that can make the country better. In her incremental, careful plotting and brilliant way, her lifes work made that a reality. Lets pause and watch this scene unfold
