She was a passionate advocate for gun reform and a driving force on the judicial and intelligence committees she had been declining in health in recent months causing her to miss significant time in the senate. At both the white house and the capitol today, flags have been lowered to halfstaff in her honor, this all coming as tributes pour in from the most powerful people in our country. May she rest in peace. She left voting the last day. Earlier this morning, we lost a giant in the senate. Senator Dianne Feinstein was one of the most amazing people who ever graced the senate, whoever graced the country. She was an historic figure, a trailblazer for women, and a great friends. I know you covered feinstein throughout your entire tenure there in washington, and tell us a little bit more. Reporter the tributes are pouring in, justifiably this morning, for Dianne Feinstein, she really was a trailblazer as you point out. She passed away overnight at her home here in washington. She was the longestserving woman in Senate History. Her last vote was just yesterday morning on the continuing resolution. President biden and the first lady called her a cherished friend and a true trailblazer who made history in many ways. Writing, that our country will benefit from her legacy for generations. Majority leader Chuck Schumer you just saw wrote, she is in a class by herself. Dianne feinstein, a leading woman senator for generations, whose political career in california was launched by tragedy. November, 1978, San Francisco mayor george musconi and board of supervisors member harvey milk, were assassinated in the city hall. Then board of supervisors president , Dianne Feinstein, tried desperately to save milks life. Mayor musconi and supervisor harvey milk have been shot and killed. Reporter the events cementing her passion for gun reform. She was elected mayor and became a national figure. On democratic nominee walter mondales short list for running mate before he chose geraldine ferrero. Ive had an opportunity now to be the first woman and the first mayor to be asked to go through an interview process, and i view that as a major opening of the door, and something that is very important to do. Reporter it was the Clarence Thomas hearings before an all male Senate Judiciary committee in 1991 that got feinstein to the senate as she recalled in 2018. What did i see but an all male Senate Judiciary committee grilling anita hill. And it was not nice. And it was not what one would like to see. And that was my incentive to run in 1992. Reporter after her decisive senate win, then senator joe biden made her the first woman on the Judiciary Committee. In congress, she quickly made an impact, leading the charge for an assault weapons ban in 1994, and Senate Intelligence chair, she took on the c. I. A. s water boarding of prisoners, Holding Hearings into the bush administrations harsh interrogation techniques. In later years, colleagues faulted her performance during Supreme Court confirmations, praising republican Lindsey Graham for getting trunk nominee Amy Coney Barrett confirmed, just weeks before the 2020 election. This has been one of the best Senate Hearings that ive participated in. Reporter but through political and personal trials, Dianne Feinsteins legacy as a trailblazer endures. She is really extraordinary in so many ways. And she is someone who brought people together, both sides of the aisle. And people feel a lot of attention, today, tonight, and in the future, about the role she played, and she was a very good example that we should follow. An important reflection. An important legacy. Well, the deadline for congress to take action and avoid a Government Shutdown is coming up pretty quickly, with no real resolution in sight at the moment. If a deal is not reached before tomorrow at midnight, the impact of a shutdown will be immediate and also pretty widespread. More than 2 million civilian federal workers will be sent home or forced to work without pay until that shutdown resolves. That includes 17,000 air Traffic Controllers and 60,000 tsa employees who will be charged with keeping our sky safe while not collecting a paycheck. It is also going to impact 1. 3 million military personnel. Those on active duty. They will be forced to report without compensation. The pentagon warns a shutdown could have profound impacts across the globe. One group of people who will remain paid during the shutdown, well, lawmakers on capitol hill. We have it all covered with nbc news capitol hill correspondent ali vitali, nbc news correspondent tom costello and nbc News Pentagon correspondent Courtney Kube. Ali, lets start with you. Where do negotiations stand right now . Reporter theyre at a standstill, morgan. Thats because we watched the rule pass, which would have allowed them to move on to the stopgap spending bill, that would have averted a Government Shutdown and bought legislator plors time to figure out spending levels and their budgeting plan. But then when the actual vote on that continuing resolution, the stopgap measure happened, thats when things fell apart once again. More than 20 republicans voting against the wishes of their leadership, and a plan that their colleagues put together, to fund the government for a set period of time. They in many ways were the never see r caucus, never going to vote for a continuing resolution caucus. And thats what i asked Speaker Mccarthy about. The idea for this group of people, the goal was to stop this cr plan, because they were never going to get behind it. Watch. If they stop the cr they recognize i dont need their vote. So i think what is striking there, while mccarthy ignores the substance of the question of what happens after this fails, which is where we are squarely now, what is instructive there, morgan, is the way that he is saying that the people within his conference, who are voting against this, are voting with democrats. Hes effectively trying to make the politics point and cede a little bit of leverage, it is a reminder though of the way mccarthy may try to play, they may try to come out of it and say hey, i have tried everything to appease the people within my conference, its not work, the government shut down in a different way, well see more answers at 4 00, because when the republicans will be huddling then and we will see what happens. And that is already in the play book and when skeed biden for the meeting, biden said no and effectively trying to throw the blame on the democrats but are the democrats worried about an optics issue here and are they worried about the president refusing to meet with mccarthy that the voters will ultimately blame the Biden Administration if there is a shutdown. Theyre afraid of that and thats why theyre trying to make that the reality here, but squarely speaking, morgan, House Republicans are at odds right now, with senate, house, senate and house democrats, as well as House Republicans, and thats why were watching mccarthy try to shift the blame, because really, this is all a result of infighting within the conference. Wow, ali vitali, our thanks to you. Meanwhile travelers are warning the potential shutdown could cause staffing shortages as well as disruptions at airports across the country. Our very own tom costello has more. Reporter with a Government Shutdown all but inevitable, the Ripple Effect at the nations airports could soon be on the horizon. The consequences would be disruptive and dangerous. Reporter from tsa checkpoints to airport control towers, front line workers who keep the flying public safe could be forced to work without pay. Even as members of congress continue to take home a paycheck. Thats 100 wrong. If theyre not going to pay the necessary employees to do the work, they shouldnt get paid either. You just wonder whats going to happen and where the money is going to come from. Reporter the faa is already short, at least 2500 controllers. Forcing many to work 10hour days, and sixday weeks, as new controller goes through training. A shutdown would immediately hamper evers to bring those controllers on board. You would immediately have to stop training new air Traffic Controllers and furlough another 1,000 controllers who are already in the pipeline. Reporter all of it adding new Financial Stress to an already High Pressure stressful job. A day or two is frustrating, and difficult. A pay period or two, it is untenable. Is it infuriating, rich . Its frustrating this. Industry relies on us. Reporter for now, passengers likely wont see changes at the airport, but that could change if the situation drags on. Experts warn, we could see a repeat of the 2019 partial Government Shutdown. I wouldnt be surprise if it takes, you know, another 20 or 30 minutes before we become airborne. Reporter when air traffic slowed significantly when controllers missed two paychecks and many called out sick. After going without pay, some tsa screening officers went looking for other jobs. Leading to longer security lines. The Tipping Point in 2019 came when new yorks la guarda airport came it a virtual standstill forcing President Trump to end the shutdown. There is the active duty and the reservists on federal active duty all affected here and continue to be required to come to work without getting paid. Now at the same time, the civilians, the d. O. D. Civilians, the majority of them, will not be coming to work. They will be furloughed. Not getting paid. And that means there will be a whole vacuum of people and jobs that are not going to be filled during this time. But some of the things that weve been asking around here, the d. O. D. Has provided some sort of broad idea of some of the things that will be accepted from this Government Shutdown. That Means Services that will continue. Those include things Like Department of defense schools. The ds schools. They will continue to operate. Military hospitals will continue to operate. The u. S. Military members, civilians, and everyone of their dependents will continue to get prescriptions. But all of that beengz said, Elective Medical Services will not continue. And the concern is Something Like pharmacies, prescriptions, yes they will continue to be open but if theyre starved by civilians and they go weeks and weeks and weeks without pay, will they start to see staffing shortages and that could start to impact member was the military and their families. Today a judge ruled that a michigan teenager can in fact be sentenced to life in prison without parole for killing four of his classmates back in 2021. You may remember, Ethan Crumbley there on your screen was 15 years old when he opened fire at Oxford High School nearly two years ago. He pleaded guilty to all charges last year. Nbcs Shaq Brewster is following the latest in the case. Shaq, thanks for joining us on this. First off, what is the latest in the judges ruling . What he did say. Reporter the big thing is the sentencing will be in december. And thats the key moment to watch for. But this was a key decision from this judge because he was determining if the maximum sentence possible, that life without parole, was possible for this 15yearold, he is now 17, but someone who was 15 years old when he committed these murders. Now, he pleaded guilty to these murders. That process is done. The trial is done. But in terms of that sentence, the judgment, 25 point, his maturity and age when he committed the murders, but his family background, how serious that murder was, two of the students were shot execution style, so he went through all of the details of that and made the decision that he was able to stand trial and that he would be able to get that life without parole when the sentencing happens in december. You can see some flowers and cards that people have left this morning thanking the senator for her Public Service. One of the women who left a bouquet this morning, we spoke to her. She said the senator was a trailblazer. It was important for her to show her gratitude for the senators work to advance women and beyond. That Public Service work began right here in San Francisco where feinstein began her political rear. After serving as president on the board of supervisors, she became the first female mayor of San Francisco in 1978. She ran for senate in 1992, motivated by the Clarence Thomas confirmation hearings. She won decisively. Then senator, now President Joe Biden made her the first woman in the senates Judiciary Committee and the first several years as senator, Dianne Feinstein quickly made an impact, most notably on the assault weapons ban she spearheaded and passed. Were following breaking news out of las vegas, Law Enforcement officials tell nbc news that police have arrested a suspect in connection with the killing of rapper tupac shakur. Tupac was a global superstars in the Music Industry and gunned down in a driveby shooting in las vegas back in 1996. The man arrested is 60yearold duane pchlz davis, and he is believed to be the last surviving person allegedly in the car from which the shots were fired. According to the associated president , a nevada grand jury indicted davis on murder charges. A tennessee judge terminating the conservatorship between former nfl player michael oher and the couple who took him in when he was just in high school. The judge said she was pretty disturbed that the agreement was ever reached in the first place, and that she was not going to dismiss the case. Oher has filed a lawsuit accusing the tuohy of using his name and image and likeness for personal profit. The tuohyss said oher new he was in a conservatorship and they denied profiting off of the game, he was the subject of the hit movie blind side. And lizzo, the grammy Award Winning singer and the production company, they are requesting the Court Dismiss the case with prejudice meaning the case cannot be refiled. Three of the former dancers claim they had been subjected to Sexual Harassment and a hostile Work Environment while on tour. The singer denies the allegations and has called them false and outrageous. Lizzo and members of the team are facing a lawsuit by a fashion designer, accusing them of bullying, harassment, and racial discrimination. Right now, the northeast is getting hit pretty hard by torrential rain. There are states of emergency in effect right now here in new york, and also in new jersey. Just take a look at there video. This is from brooklyn, new york, cars are trying to make it through these rushing waters, thats just a regular street turned into a river. This is video from the east side of manhattan. You can see a water geyser right there in the middle of a highway. That video taken by one of our very own producers here, ben zander. As you can imagine, this rain is just completely overwhelming new york citys subway system. Some train lines, theyre just shut down entirely. Commuters stuck inside those busy stations, capturing flood waters as they burst through the walls there. All caught on camera. Lets go and bring in nbc news correspondent george solis in new yorks central park. George, you have been following this from different parts of the city today. What you are seeing . It looks like things are getting a little bit better behind you. Reporter yes, thats right. The calm that weve been waiting for. It has been happening throughout the afternoon. But this is what officials warn. They dont want people to fall into a false sense of security, because this is still an ongoing event. Were here in central park right here. Ordinarily here, you might see a large swath of runners and bikers. And now there are still some people outenjoying this break right now but obviously nowhere near as many people as you might ordinarily see when it is dry and beautiful and sunny out. Officials here at the park are telling us some of the water here has been draining which is why you dont see the large pools but the central park zoo is closed because of some Flooding Issues from what weve been told. And right now in the city, four to seven inches of rain have been falling. And even more rain is expected to come in the following days. I spoke with a new yorker a little built earlier today about the rain. Here is what he had to tell me about his impression about all of this. Well, here, it aint bad. Plus we need some rainy days. Despite ongoing talks with the nations big three automakers, around 7,000 more United Auto Workers union members, they have just joined the picket lines. The two facilities are a gm plant in lansing, michigan and a ford plant in chicago. And the union decided to leave out stellantis that includes chrysler and jeep with the expansion. About 70 of the union now picketing at facilities across the country and today marks two weeks exactly since the first walkouts began. Nbc news correspondent maggie vespa is in wayne, michigan where workers are on strike outside a ford plant. What do we know with the negotiations going in and also why was stellantis excluded from this particular expansion . I know, i know, morgan, each time around, you can hear the report, it is still strong two weeks in, with a rolling strike strategy. Last week, they left out ford and there week theyre leaving out stellantis from the latest strike expansion to. Back up a little bit, what this says today, about the situation, the negotiations, overall, is that the union feels it is still talled enough, with two of the big three, those two being ford and gm, that they need to expand the strike, and for 7,000 workers, making it roughly 25,000 total across the country. California to massachusetts. That are now on strike. Stellantis they said was left out, largely because of latebreaking developments this morning before that 10 00 a. M. Before this broadcast, stellantis made significant progress on the 2008 cost of living allowance, the right to not cross the picket line, as well as the right to strike over product commitments and plant closures and outsourcing moratoriums. Brian, what do people who owe these Student Loans need to know right now, especially if theyre worried about making those payments as early as there weekend . I will give you some options in a second but to rehash as you mentioned 43 Million People are going to be impacted by this. The median borrower has between 20 to 25,000 dollars in outstanding debt. The average Monthly Payments are expected to be about 203 dollars. This is very significant. And even more significant when you consider that Students Loans are the largest nonhousing debt. So if youre not including mortgages, that most households will face, more than auto loans, more than credit cards, more than other types of loans. The red line here. 1. 7 trillion in Student Loans out there. And now, what are your options . As these payment does begin. Just remember, even if you dont make a payment, the department of education says they wont report to you credit agencies through september 2024. So it wont ding your ability to get a mortgage or a car loan up until that point in time. Also consider auto pay options. That could save you 0. 25 on those Interest Rates that youre paying, if do you set up an auto pay. Again, if you can afford to do so. But lastly, consider incomedriven repayment plans, there are things called save, which could actually reduce your payments from 10 to 5 , and again the way that these plans work, they just take a portion of your paycheck out, and after 20 to 25 years, they will just forgive the rest. These are all options that borrowers should consider as we get to that october 1st date. Again, the first payments in over three years, morgan. I didnt realize that they werent going to report you to the Credit Agency until september of 2024. What does this all mean for inflation as a whole and just the direction of our economy . Well, certainly, there are a lot of Students Loan borrowers out there. Talking about 43 Million People, but estimates out there are not necessarily that this is going to tilt us into recession. This will be a resumption of payments that were being made prior to the pandemic anyway but again that 200 per household, pretty impactful. When you talk to a number of borrowers that were saying you know what, this is going to be very difficult for us to pay. Take a listen to what one borrower told us. The reality that youre telling me is that i have to start paying in october, the reality that im telling you is i dont have the money. And so im not going to be paying. And again, a lot of people are facing that. Which is one reason why the department of education is saying they will offer that grace peer. But again that is only one year. Georgia Officials Say the facility enhances the neighborhood protections, but protesters say the facility is actually evidence of police militarization. Zinhle essamuah has more. I was arrested the evening of march 5th in atlanta, georgia. Priscilla green spent a month in ddkalb county jail with no bond. She is part of the movement fighting against construction of a Police Training facility in the south river forest outside atlanta. Now the 49yearold alleges protesters civil right were violated and that her charges are an attempt to silence her. They would withhold food from us. Lights were always on. The doors were always slamming. She is one of at least 61 people charged in september with violating georgias rk tear influenced and corrupt organization act, also known as rico, also one of three dozen protesters charged with domestic terrorism, called violent agitators for allegedly vandalizing Government Property and attacking officers back in march. It is generally rare to are for a protester to be charged with domestic terrorism and it is a lot easier for incitement to rite or assault. The American Civil Liberties union says the use of rico charges is are overly broad, allegedly used to stigmatize and target those who disagree with the government. In response, the georgias attorney general says they continue to protect the right to peaceful protest but that quote violence is not speech. According to the group, depend the atlanta forest, individuals experienced Police Harassment and arbitrary arrests while attending what they call a quote Music Festival in the forest. All of us in the area, we were screaming at the guards to come and get her because they she was locked in her room and they were laughing as they came to get her out. The Sheriffs Office says they will not responds to allegations by formally incarcerated individuals directing jail inmates to file their complains treengcally. Grim says she did use the jails complaint system while incarcerated but never heard back. She was released in april and today, like many other protesters, awaiting trial.
