The public is going to be having a completely different experience than they have had the last two years. Reporter commuters were warned months in advance doyle drive would be shut down. Chp put out a warning it could take up to four hours traveling in and out of San Francisco through this area during peak commutes. But coming back didnt see any traffic or seeing theres no traffic i think lots of people listened to you. I thought i was going to see heavy traffic lombard packed with cars but actually emptier than normal. Reporter thats not the case now. We are at the peak of rush hour. But right now construction workers are keeping an eye on the rapidset concrete. It dries as fast as you lay it down. The hope is monday morning this area will be open for cars. Of course, developers are certainly hoping that it will open earlier but right now, its still too soon to say. Live by the new presidio parkway, cate caugiran, kpix 5. No mistakes pouring that concrete. A big alternate route is 19th avenue. Its where mobile5 is right now. Kind of stop and go but traffic is moving. It is heavy though and considering it can get backed up on a normal day especially the weekend, its likely to stay congested over the next couple of days. Our Gianna Franco is in the Traffic Center without the alternates are holding up. Reporter we are seeing a backup in the alternates especiallyalong the eastshore freeway. But heres a live look from chopper 5 right now. The Golden Gate Bridge is where our heaviest traffic is out of marin county north of the tunnels really starting to bog down stays slow across the span as you head into San Francisco. Alexander to the Golden Gate Bridge toll plaza, typically a three to fiveminute commute looking upwards of 25 to 30 minutes. It stays slow through the detour. But once you get around that, it improves quit a bit. In fact, jumping to our maps right now if you want to get around this mess the bay bridge, Richmond San Rafael bridge, ferries, those are your best bets. We are starting to see a bit of a backup though at the bay bridge so do plan for that heading into San Francisco. Eastshore freeway delays build right around berkeley. The Richmond San Rafael bridge though is actually a very nice ride right now so you can cut across there with no troubles through that portion. But again our biggest delays out of marin county. Thank you. You know, we also checked the ferry traffic out of San Francisco this evening. And it really wasnt all that bad. Youre looking at passengers who took the 5 00 ferries towards marin. We are told these boats werent even at capacity. And one man even stopped to tell us the friday even lines are normally a lot worse. Another doyle drive update a little later in the newscast. Da lin reports on one close call in a bedroom. Reporter a home surveillance camera captured a serial burglar opening a gate and walking into a backyard. Police say he has hit about 10 concord homes in recent months sneaking in overnight as families slept steps away. He doesnt have a sense of fear anymore. And, um, thats the scariest. Reporter teresas husband scared him off. Her neighbor wasnt so lucky. Last monday night she said the same guy came face to face with her teenaged daughter. My daughter woke up and he was in her room and she had made eye contact with him and he fled out the back door. Reporter she says her daughter was terrified and screaming for help. Its been very hard to sleep at night. She has had nightmares and she is having a very hard time. Reporter Concord Police identified him as Jason Lee Harris a convicted burglar who is out on probation. They have a warrant out for his arrest again. Neighbors are also warning others about harris, posting flyers in this neighborhood right next to the concord bart station. We passed this around to everyone who was answering the door. We put them up on trees. Reporter Ashley Nelson believes harris is the same person who snuck into her bedroom two weeks ago while she was asleep. He ran off with her purse and two wallets. He could do harm to someone. He could hurt anyone. Thats the thing is i felt so violated. I felt so victimized. Reporter neighbors hope the cops will catch the guy before he strikes again. He is going into houses where people are in there. Im afraid something will escalate. Reporter remember to lock your gate and doors. Concord police say the cat burglar is getting in through unlocked doors and windows. They believe he is hitting homes in other cities, as well. In concord, im da lin, kpix 5. This is whats left of a truck that hit a home in san jose. One person was killed. It gives you an idea how violent it was. Len ramirez reports. Reporter police say at this time speeding appears to be the main cause for the crash. Theres no evidence of alcohol or other factors involved. The white pickup with two men on board smashed through a concrete wall at high speed and into a house that backs up to ruby avenue. It was like bang, bang and then boom my wife thought it was like large fireworks. Reporter the passenger was ejected and died at the scene. The driver was taken to Regional Medical center after being cut out of the cab by rescue teams and neighbors who also helped put out the fire with a garden hose. The family who lives in the house on spruce gate court was upstairs at the time. Sitting in front of my computer and then i heard something really loud, really loud noise. And then i heard the glass broken. And then i went downstairs and i saw a car inside of my backyard and there was a fire. Reporter a paving crew working half a block away said the pickup came speeding through their caution zone just before the crash. One worker said it was on the wrong side of the road and took out one of their caution flags before striking the wall. He said there were no other cars involved. Police are still investigating why the driver was speeding and what may have caused him to veer off the road. In san jose, len ramirez, kpix 5. New details are emerging about a grisly murder at the California State Prison in vacaville. An inmate was brutally beaten and sawed nearly in half. In may the body of 24yearold Nicholas Rodriguez was found several hours after a riot. His body had been stuffed into a garbage can. His cellmate 46yearold jesus perez is considered a suspect. Investigators have not talked about a motive. They are still trying to figure out how it happened. Ballistics have confirmed a gun pulled from a San Francisco bay is the weapon used in the deadly pier 14 shooting. 32yearold kate steinle was killed july 1 while walking along the pier with her father. 45yearold Francisco Sanchez was arrested a short time later. He was in the United States illegally. He had been deported five times. Meanwhile, San Francisco sheriff Ross Mirkarimi is defending his decision to let sanchez go. Mr. Sanchez was legally released from sf county jail. I. C. E. , immigration customs and enforcement, did not provide the San Francisco Sheriffs Department with a warrant or judicial order to hold him for proceedings. The feds asked the Sheriffs Department in march to pick sanchez up on a decades old drug warrant. But when a judge dismissed the case in april, mirkarimi said he had no legal basis to hold him. And thats because all of sanchezs prior convictions were for nonviolent offenses. And under the citys due process for all ordinance, the jail had to let him go. The feds fired right back saying they were never notified sanchez was being let go. In a statement, they said, had i. C. E. Been notified as requested, the agency would have taken this individual into custody and removed him from the country. The Mayors Office is also pinning the blame on the sheriff tonight saying, this is a tragic incident that never should have happened. Reporter hillsdale boulevard is one of san mateos busiest thoroughfares and in less than a week every home along this road between highway 101 and El Camino Real will be in a flood zone. Homes on nearby side streets are also impacted by a new flood zone analysis ordered by the federal Emergency Management agency. Or fema. If im required to buy it, then ill have to buy it. Reporter Kerry Alexander said she never had Flood Insurance before but she is pretty sure of one thing. Expensive. Im sure. Just like anything else. Reporter the change is coming because fema ordered san mateo to conduct a study of several creeks including laurel creek which runs near hillsdale. Theoretically it could flood based on information that we have, yes. Reporter san mateo public works director Brad Underwood says the flood zone maps were last updated two years ago and the changes are based on new information. With the new data thats out there as far as better elevation data thats out there, the consultant used that and did the study and so found these properties to be in that zone. Reporter the city did do the study and did send out notices to neighbors. But says it really cant do much because floodplain maps and Flood Insurance requirements are all directed by fema. Its not our process or procedure thats causing this to happen. Its a fema federal process. Reporter but no matter who is doing the study, residents say they are largely puzzled because they have never had any problems before. I havent really experienced any, um, problem with water. I mean, we have had heavy rain. But unfortunately, nothing is happening. Reporter city Officials Say lenders will also be provided with this new flood zone information and will likely be in touch with their customers in the area very soon to make sure they have all purchased Flood Insurance. It turns out the water actor tom selleck is accused of stealing from a fire hydrant was actually paid for. A Water District sued him saying a tanker truck filled up at the hydrant and took the water to sellecks ranch more than a dozen times. Records show a meter was put on the hydrant two years ago. The Santa Barbara beach sullied by Massive Oil Spill with soon be back open to the public. Back in may an underground pipeline operated by plains all american pipeline ruptured spewing more than 100,000 gallons of oil along refugio state beach. Tar balls from that spill surfaced as far south as los angeles county. After a 92 million cleanup effort, Officials Say the beach will reopen one week from today.
