At least 15 people are dead after a series of devastating mudslides struck Southern California. Many more are missing. This disaster began with a storm that dumped nearly 9 inches of rain in 15 minutes. The Montecito Community near Santa Barbara is in the burn zone from the thomas fire. Right now, rescue workers continue to pick through mud and debris as they look for survivors. They have already been there have already been some dramatic rescues made involving people trapped in the mud for hours looked like a world war i battlefield. It was a carpet of mud and debris everywhere. Now, evacuation orders had been issued for some communities but its not clear how many heeded that warning. That Group Includes a lot of potential firsts for the position potentially the first asian or africanamerican female mayor or the first openly gay mayor of San Francisco in mark leno. In the meantime, unless the board names an interim mayor, london breed will continue to be acting mayor and board of supervisors president. There are calls for a new appointee, though, who will do only the mayors job. At least six of the 11 Board Members would have to agree on who that person would be. And that is a tall order politically because things are split down the middle and no supervisor can vote for him or herself. Thats going to be a special meeting on that matter next tuesday. One side is city hall and the city council and environmentalists, on the other a developer who wants to bring coal through the port of oakland. The big legal question, the big legal battle centers over whether, um, the city council can ban the port of oakland from being used for the storage and handling of coal. Back in 2016, the city Council Voted to bar shipping coal through the city Marine Terminal citing environmental and health concerns. We are adamantly opposed to coal coming to oakland, california. Reporter the developer phil tagami calls the citys regulations unconstitutional. The developer also says his plan for a new 250 million terminal at the old Oakland Army Base will bring thousands of jobs to the port of oakland. Today, both sides head to San Francisco and federal court where they will be debating whether or not this case can move forward and theres also going to be a rally outside of the San Francisco federal courthouse and environmental groups, labor groups that part of the no coal oakland coalition. Its crowded westbound out of hayward to foster city. A look at our hidef doppler, im tracking some scattered showers out there but very light as we see across northern california. Nothing like what we saw the past monday, tuesday. So this is whats left of a storm. We have seen the rain activity obviously yesterday calm down a lot and today scattered showers with a system to the north is working its way down into california. But the Pacific Northwest they are the ones getting most of the action. Eureka, garberville, you just saw rain pass through but its winding down towards redding. To the south, light drizzle east of san jose. Some of the hills are seeing some rain and just south of monterey it looks like. We are watching a little bit right along the coastline and that could make its way towards land here shortly. Also, on the water, we are seeing some pretty significant wave heights up to 20 feet right now off the coast of monterey. And heres what happened. That storm that has moved past is leaving behind it some strong winds. We are also seeing that chance of drizzle in our forecast through about 9 00 today. By noon, you may see very, very light rain. If it does happen, it will be most likely along the coast possibly across the south bay but most of the day will be cloudy and it will be cool. Temperatures will be where they should be for this time of year. So that means pretty chilly mid to upper 50s. So you should have a pretty decent drive out there today. But we are seeing a little bit forming in those lowlying areas. But the west winds making for a nice clear view of San Francisco. So it will be a bit cooler across the north bay and thats really on par for this time of year. So High Pressure is going to enter our area. For the weekend that means sunshine. There will be plenty of storms across the Pacific Northwest. Those may drop south into our area but not until next week. So monday night into tuesday, thats when were looking at the next chance of rain. But look at the weekend.
