A trailblazer in american politics. We look at the legacy of Diane Feinstein who died at the age of 90. A break in a nearly three decade old case. The arrest in connection with the murder of tupac shakur. Welcome to world news america. Time is running out for the government to avoid a shutdown in the u. S. By the end of saturday. House rejected a shortterm funding measure friday, with 21 republicans joining House Democrats to vote no, increasing the likelihood of a shutdown. That would have kept things going for several weeks while Congress Worked on longterm spending plans. The house is scheduled to meet saturday for more votes. After the failed attempt to pass a bill, Kevin Mccarthy said it is not the end yet. Joining us now is republican Congressman Ken Buck from colorado. Great to have you back on bbc news. House republicans just held a conference. What came out of that . Rep. Buck there are a few different possibilities. The one that is most likely to happen is we will start working tomorrow passing Appropriations Bills, with regular order. And then make sure that the next paycheck that is due to federal workers on october 13 is made. In the meantime, we will be at work, we will pass bills, we will send news to the senate, we will keep the government open and funded the way it is supposed to be funded, bill by bill by bill. Sumi what does that mean . That a shutdown would be averted or we would head toward a shutdown and we will take up individual bills . Rep. Buck all federal workers were paid today. Their next direct deposit would be october 13. Next week, we would take up individual bills. Then before october 13, we would make we would have a continuing resolution, and make sure those paychecks hit the workers Bank Accounts on october 13. Sumi there was a shortterm funding bill that was presented by the House Speaker today, and you were one of 21 republicans who voted against it. Why is that . Rep. Buck the bipartisan rejection of this spending bill has many good reasons. We knew we needed a continuing resolution back in june. The speaker did not put a continuing resolution on the floor. The majority leader in the senate did not put a continuing resolution on the floor, until the day before a possible shutdown, trying to force members into a corner to pass bad legislation. Democrats and republicans voted against that idea. I think we will move Forward Together and make sure we pass a good funding bill at a very responsible spending level. Sumi that being said, many of your fellow republicans are not happy with the fact that bill was shut down today. Representative john james called the holdouts the clown caucus. Representative dusty johnson said their opposition to a bill that cuts spending and secures the border will make it harder for any of us to view them as partners in the future. What do you think of that . Rep. Buck i think it is unfortunate the namecalling has started. What we need to do is move forward and make sure federal workers get their paychecks on october 13. We need to make sure we dont go down this path of constant increases in spending, more federal deficit, in more National Debt. That we cannot afford anymore. We already have 36 trillion of National Debt that will soon be on the books. We cannot sustain the kind of spending we have now. To start the namecalling at this point is irresponsible. Republicans and democrats joined together to reject this very bad bill. Sumi you say joined together and work together. At the same time, it has appeared in the last few days it does not seem possible to get republicans together on a party line measure. Rep. Buck thats not true. Last night, we passed three of the four Appropriations Bills that were put on the floor. It was moderates, the john james group, that voted against these bills. The conservatives joined with moderates to pass three out of the four Appropriations Bills. We have funded with those three Appropriations Bills more than 50 of our discretionary spending. In other words, the nonsocial security, nonmedicare spending, we will be passing. I think we have acted responsibly. I think this is a Good Opportunity for us to pass more Appropriations Bills, and work with the senate to find the kind of bicameral compromise we need to move forward. Sumi what about the future of the House Speaker, Kevin Mccarthy . We spoke to a representative who voted no on that resolution. And he said he does not see the speakership secured. Do you . Rep. Buck i dont see it at risk. We will see how Speaker Mccarthy works with others to find a way to fund the government by october 13. I dont think there is a risk right now. But clearly this is a noconfidence vote for Speaker Mccarthy. And he has to be concerned about how he moves forward. Sumi last question for you. You said how he works with others. Does that mean if Speaker Mccarthy decided to work with democrats, that you would support a motion to remove him from his position . Rep. Buck like i said, im not going to make any decision about that right now. I think what we need to do is make sure we reduce spending. And as we bring democrats into the fold to do that, i think Speaker Mccarthy will be in a stronger position. Sumi a shutdown would leave hundreds of thousands of workers for load and without pay. Very Sterile Services and programs would be impacted. This includes a federal workforce of 2. 2 million working with pay working without pay and not being petted all, in one 3 million activeduty Service Members who would continue to work but would not get a paycheck. Access to food would be at risk for over 41 Million People through these snap Food Assistance programs. More than 420 National Parks across the country will be offlimits to the public, starting monday. We just heard the republican perspective. Echo we will hear from democratic representative who is joining us. Great to have you back on bbc news. We just to Congressman Ken Buck earlier. He said he believes there is a bipartisan way forward to avert a government shutdown. Do you true do you think thats true . There is an easy way forward to avoid a shutdown, which is the House Republicans should live up to the agreement they made in may with the House Democrats. We anticipated just this crossroads, and we had an agreement that both sides participated in. That is essentially what the senate democrats, senate republicans, and the white house are all for. They have to live up to their agreement. Instant, they are instead, they are throwing a bunch of extremist ideas into the air, knowing that nobody is going to go with them. Not the senate, not the House Democrats, and the president. They are throwing all kinds of extremist nonsense in there. We are not going to be engaging in billions of dollars of cuts to the domestic programs at this point. Look, a have proven themselves completely unable to govern. Republicans have calling republicans lunatics, extremists the,. Last minute of pretending that there is some sort of sumi one of the solutions being posited that we heard about is the possibility of a shortterm continuing resolution. Shortterm bill for seven days. Is that something you would support . Absolutely on exactly the terms that drew overwhelming support in the senate, both from republicans and democrats. I think the vote was Something Like 7911. The senate sent as a clean resolution that has only changed two things in the existing budget allocations. To add Disaster Relief from the multiple disasters piling up. And then to send aid to our friends in ukraine resisting putinss bloody aggression against the people there. All we have to do is pass that. And that is easy enough. Sumi we have spoken to a few of the hardliner republicans who are the holdouts on a continuing resolution. They have told us a few things. It has happened at the last minute, that there should not have been a recess in august. They have also said it is time for congress to be able to pass a budget and stop spending more than the government is taking in. What is your response to that . They did not care about any of that when donald trump was president when they had record deficits and added trillions of dollars to debt. That is all completely phony. In any event, it is not what the Republican Caucus agreed to. We have an agreement with an inmate to avoid just these kinds of extremist madcap antics that they are engaged in. It is an embarrassment. Dont take my word for it. Listen to what the republicans are calling them. They are calling them lunatics and maniacs and the dysfunction caucus. That is what has happened. We have multiple parts of our government, everybody together, the senate democrats, the president , House Democrats, are altogether. Sumi if i can jump in. Sorry to interrupt, but you mentioned the president. He has to sign off and any deal on any deal. Do think he should play a bigger role in negotiations here . I dont know what to say, other than we have already negotiated the agreement. They just have to abide by it. Instead, they are letting a tiny group of people beholden to donald trump to try to shut the government down. If you read Donald Trumps social media postings, what he is saying is shut the government down in order to shut down these political prosecutions against me. He really believes that first of all, it is worth it to throw millions of people off of their paychecks and shut down the government of the United States, and create all of this dysfunction and confusion, if it would delay his cases, so he might be able to make it to the election without having to face a jury of his peers. He believes that is worth it, which is shocking in itself. It is at least revealing in itself. And any and, it is wrong because criminal cases have proceeded in passed republican government shutdowns. That is what is driving this whole maniacal train here. Lets call it for what it is. Donald trump dictates to matt gaetz and then they go out and do it. Sumi while we have you here, we want to ask you about the passing of senator Dianne Feinstein. Can you tell us about your thoughts on her legacy . Also has the first female judiciary chair. Well, you know, she got a lot of great stuff done over the course of her career. She was a strong civil rights, civil liberties, prochoice advocate. I did not agree with everything she did, but she was a smart, tough politician. And she will be missed on capitol hill. Sumi one of the 18 codefendants in former president Donald Trumpss Georgia Election interference case pled guilty to multiple criminal charges on friday. Scott hall, a bill barr eastman, pled guilty to five misdemeanor counts. He will serve five years of probation, pay 5,000, and do 200 hours of community service. He was originally charged with seven counts in the case for allegedly interfering with the 2020 president ial Election Results in georgia. The other codefendants in the case have pled not guilty. Need of elements in a nearly three decadesyearold murder. 60yearold Duane Keffe D Davis was arrested on friday and is facing one murder charge for the death of rapper tupac shakur in 1996. Davis previously claimed in several interviews and a book that he was in the car with the person who allegedly shot tupac. Homicide homicide attacked of say he was behind the murder, even if he did not pull the trigger. Tupac was gunned down in a car following a fight earlier in the night. He died six days later. Until now, no one had ever been charged over the death. Tributes are pouring in for the long longestserving female senator, Diane Feinstein. She died overnight at the age of 90 after passing her last vote in congress on thursday. Her passing comes after months of alleged memory and health issues. A reporter from our partner cbs takes a look at her career. Reporter Dianne Feinstein served in the u. S. Senate longer than any woman in american history. Along the way, the california democrat took up wideranging causes, including lgbtq rights, the environment, and gun laws. We have to come to grips in america with our love affair with weapons. Reporter joe biden, who was center judiciary chairman at the time, credited feinsteins leadership and sponsoring the 1994 federal assault weapons ban. She went out and did something that was a product of an incredible amount of work. Reporter in the aftermath of the september 11 attacks, she spearheaded a sixyear review at the cias controversial detention and interrogation program. If you were ordered by the president to restart the cias use of enhanced interrogation techniques that fall outside of the army field manual, would you comply . Reporter the San Francisco native was elected to the citys board of supervisors in 1969, and ran unsuccessfully for mayor twice. Feinstein became the citys acting mayor under tragic circumstances after the 1978 assassination of mayor George Moscone he, and supervisor harvey milk. Following a failed run for california governor, she won a special election for a senate seat in 1982. Five additional terms followed. In 2018, feinstein came under criticism during hearings on the Supreme Court nomination of brett kavanaugh. It was revealed the senator initially had not disclosed a letter she received detailing sexual allegations against kavanaugh. I did what i believe was right. Reporter feinstein later embraced president bidenss nomination of Ketanji Brown jackson, who became the first africanamerican Supreme Court justice female Supreme Court justice. At age 89, feinstein announced she would retire at the end of her term in 2024. She is a legend. She was able to convince people on both sides of the aisle to go along with her on issue after issue. House Speaker Nancy Pelosi led the moment in the house. In this chamber, senator feinsteins vacant desk was adorned with flowers to memorialize her. Her passing has triggered an outpouring of heartfelt messages across washington. President biden shared his condolences. Pres. Biden i want to say a brief word about senator Dianne Feinstein, passed away this morning. What an historic figure. A trail blazer for women. And a great friend. The environment, gun safety, protecting civil liberties. Congress will miss her dearly. So will jill and i. Sumi for more on Dianne Feinsteins legacy, u. S. Senator chris coons reflected on his time serving with her on the Senate Judiciary committee. She was someone who was at the forefront of fighting for gun safety in the United States. Partly because of the tragedy in San Francisco that catapulted her to being mayor. In part because of the impact of gun violence on so many communities across the country. She led the assault weapons ban legislation in 1994, when she was just in her first term in the United States senate. No one thought it was possible. And with her determined and capable leadership, it became law for quite a few years, and she was persistent, even this year, in trying to pass it again. After it had expired. Gun safety was a key piece of her legacy. So too was protecting americas women against violence. She, along with then senator joe biden, helped write and pass the violence against womens act, which has been reauthorized many times, and laid the foundation for modern efforts across our country to prevent and respond appropriately to domestic violence. Sumi earlier, my colleague spoke with former congresswoman jane harman, a longtime friend and supporter of senator Dianne Feinstein. Thank you so much for joining us, and our sincere condolences to you on the loss of your friend. Thanks for your time. I know these things are not easy to do. You were such close friends, you actually saw senator feinstein yesterday and took a fabulous photograph of both of you. How was she then . She was wonderful. The predictions of her demise were way premature until she actually left us. Yesterday, she was vibrant, beautiful. In that picture, we are standing together. Our hourlong conversation in her study was about what she wanted to accomplish, what additional she wanted to accomplish in the senate. And how she saw the world, what friendship means, especially friendship among women. Im just so lucky that i may have been the last person to have hugged her and told her i loved her. Sumi she really was such a leader for women. So many of the tributes today have been about the doors she broke down. But the doors she held open as well. Well said. Yes. She broke them down, she was a pioneer in so many respects. She embraced women. And she wanted other women to succeed. She did not hog all the credit. Even yesterday, she was taking me to rate she was begging me to reconsider a run for United States congress. I rarely ever turned her down in our friendship, but i said, no, diane, no thank you. The point is she was thinking about me. Not just her. And she was thinking about what could she do . She asked me this. What can i do to bring the country together . She still was very active in her office, she was meeting her daily schedule while i was there for what she was going to do today. And in the future. One of the things she fought for was appropriations for california. As im sure everyone in the world now knows, our government may close because we cant fund our budget. And those appropriations are in the budget. Im hoping, if something impressive passes, i would love it to be passed in her honor. I think it would be so fitting. Speaking of her legacy and things happening in her honor in california, she did so much there, becoming mayor of San Francisco at a time when the city was in a very bad place. Yes. She did. She was the chairman of the board of supervisors of San Francisco when there were two major assassinations. Of the mayor and one other person on the city council. She relayed the fact that she was the one who put her finger through the bullet hole on one of their next to try to stanch the bleeding to save their lives. She became mayor because of that. And that horrible nightmare of a day. One of her passions was to restrict the use of assault weapons, and she was successful in her first term as senator in congress. She also had a bill that passed in San Francisco. To her credit, nobody was as fierce as diane on that subject. She had total credibility. And she got it done. She was the first mayor there in San Francisco, the first female Committee Chair of the Judiciary Committee on the Intel Committee as well. What you think her legacy was more broadly in the United States in that intelligence field and Foreign Policy field . She would say, dont think about her as first woman. Think about her as a confident human being, occupying those positions. I love that. When im often asked, what do you have to do as a woman in politics . My answer is, be excellent. Diane ever used those words to me, that diane was excellent. What is her legacy in intelligence . I was the ranking democrats on the House Intelligence Committee when she was appointed to the Senate Intelligence committee. I left that committee in 2006. She continued and became chair of the Senate Intelligence committee. What he did there was not only what she did there was not only accomplish more for the intelligence community, but point out the big mistakes that were made in the bush administration, after 9 11. That administration went rogue. It did not consult congress. I know this because i was there when it designed Guantanamo Bay prison, and when it designed the intention the detention and interrogation techniques that were used on some of the prisoners. She did an investigation in the senate committee, a bipartisan investigation. When the report was ready, the republicans are fused to release it. But she did, on behalf of the committee. And the democrats supported that. It was searing and appropriate to tell the real story. The good news is it has made a huge difference. America has not repeated that chapter, and i hope we never will.
