CANTON — Stark County Recorder Jamie Walters accused his predecessor Rick Campbell of failing to make a required third-quarter $500,000 payment to the state's housing trust fund by the required deadline, costing the county about $5,000. Walters' remarks came Tuesday during an update to the county commissioners about his first few months since he was sworn in on Jan. 4. Commissioner Janet Weir Creighton, a Republican, asked whether the missed payment was due to the election in November, change of staff when Walters took over the office or incompetence. “Commissioner, your guess is as good as mine," said Walters. "Why the third quarter got missed I can’t tell you. ... I’m surprised the state didn’t call and say, “Can we have $500,000, please?'"
