Under an ordinance approved Friday by the San Mateo County Express Lanes Joint Powers Authority, 22 miles of express lanes on Highway 101 will be under toll enforcement by the end of 2022. The express lanes run between the Santa Clara County line and Interstate 380 near San Francisco International Airport.
