Well, this is not a legal question, the way the Obama Administration has drawn it, which is that if you criticise the poll circumstances the nature of their policies, the funding, then you are considered to be a leaker as opposed to a whistleblower. This is contented in the courts. Whistleblowers have protection that leakers do not have. Its an important distinction to make, no one is making it well. They have limited it so much.
