Day 26. This just in. The fop republican in the the house is is calling Speaker Nancy Pelosi, quote, unquote, unbecoming, after she urged President Trump to push back the state of the union or even deliver it by written statement skipping the public speech altogether and deliver it out of the oval office. Thats because pelosi says the shutdown is is getting in the way of security preps. Hundreds of people are working on the security of it. Most of those people were f furloughed or victims of the shutdown. The point is security. This is a special. The request shows shes playing politics adding that the president should, quote, come here, give the speech and tell pelosi to act like a speaker. Also breaking, Homeland Security and secret service just came out with their own statement saying agents and officers are fully prepared to support the state of the union. Lets discuss with dana bash. So dana, first on mccarthys words. To change courses unbecoming of the speaker. What did you make of that choice of words . Interesting. I genuinely dont know he meant it this way, but i dont think he would use unbecoming of john boehner or so forth, which is where you were going with that. But having said that, i i really do think his comment in general the spirit of it and whats going on here is very much gender neutral. This is about a genuine standoff, very deep policy differences between the president and the democrats who now control the house of representatives. It is just a fact that it is up to the speaker of the house to do the inviting when it comes to a state of the Union Address. Thats the protocol, thats the way it is. Hes dock icoming to their hous literally. Its her prerogative. She gave the reason was probably an excuse. So maybe thats what he was trying to get. At there. And its a power play. Theres other real reasons. Just when us first read about this, this to me seems like shes not asking the president to change the date. Shes telling the president to change the date. She has the power to do so. She does. It doesnt officially happen, the state of the the yawnon doesnt. Happen formally until the speaker of the house makes the formal request and there has to be, i believe, a resolution, which is con puck ri to have the president come. It is by modern standards tradition for a president to come and deliver state of the Union Address after a president is inaugurated. They usually just deliver an address to congress, because they dont know the state of the union yet. Then every year after they deliver a state of the union. But before modern times, certainly thats when you started to see president s physically go up to capitol hill and give addresses. It wasnt unusual just to give a written report. This is because of the shutdown. We have news from lindsey graham, who said he now has ten signatures o on this bipartisan let hadar to end the shutdown. Do you see that as progress . Sure. Absolutely, its progress. What they want to do is reopen the government and then negotiate while the government is open. Have a threeweek window to do so. Thats better than not talking. The person who hasnt agreed to this is a president of the United States. And all of this hinges on him and, to be fair, on the House Speaker to find a way out of this. But really mostly when it comes to the president because remember go back now to the end of december, the senate led by the republican Majority Leader Mitch Mcconnell did pass a bill that funded the government. It didnt have the wall money, but they did pass it. It was because the president. Basically blind side d the republican leader Mitch Mcconnell that we are in the situation to begin with. To be continued. Dana bash, thank you very much. I want to get to syria now. American Service Members have been killed. Today in a blast carried out by a suicide bomber. I istist has claimed responsibility. Some of the video of the explosion youre about to see is graphic. But this is the first major attack inside syria since President Trump shocked the world less than a month ago when highway he announced plans to withdraw troops from there. The turkish president says todays attack will not change trumps decision. I talked to the chief International ResponsibilityClarissa Ward who visited the front lines two days ago. Here she was. Reporter we were down right by the front lines of the war against. Isis today. This is near the iraqi boarder. The caliphate has not crumbled. Its nearing collapse. But there are several towns, theres fierce resistance and everyday fighting. Theres still casualties on all sides happening every single day. There are a lot of sectarian and ethnic tensions bubbling beneath the surface here. And the minute you have a power vacuum, you can be sure that isis will be back. With me now is Global Affairs analyst susan glasser. Good to see you. This is the worst attack we have seen in quite some time. This was a significant military presence in the city. Can you tell me about the region and the role of the u. S. Military there. This is essentially one of the enclaves that the u. S. Had effectively been in charge of security. Not a massive u. S. Military presence on the ground overall, were only talking about 2,000 u. S. Troops that trump said will be pulled out of the country. Although the timetable, as you pointed out, remains unclear in this area of northern iraq. Its where the u. S. Along with kurdish allies almost every side in the war has occupied the town at one point or another. This was apparently part of a routine patrol by the Service Members caught up in the attack. Were waiting to hear the detalgs, but it appears to be a significant escalation. Theres only been two u. S. Soldiers who have been killed in syria since the u. S. Deployment there. This is a significant moment. It comes exactly four weeks since President Trump tweeted that u. S. Ist was defeated. And pence repeat ed that even a the first reports were coming out today. Let me get to that. Because you are exactly right. So we learned today when the president was over in iraq he was warned isis was not defeated. What the Vice President said today, here he was. We are bringing our troops home. The caliphate has crumbled and isis has been defeated. So let me update that. We have a statement from the Vice President on the attack thank iing the courage of our armed forces and. Condemning the terrorist attack. We will never allow the remnant s to reestablish their evil caliphate, not now, not ever. But how do you reconcile if the message out of the white house versus whats happening on the ground . First of all, it underscores the peril of any politician of any party having a Mission Accomplished moment. And Vice President pence and President Trump have stumbled into that over the last few weeks. They should have gotten george w. Bushs advice about whether thats advised or not. Barack obama also claimed that al qaeda in iraq has been defeated not long before it war back in the form of the islamic state. So its a risk for any politician. The danger now is the vacuum and the uncertainty and the fact that we have no idea what americas policy in syria is. They were in the middle east last week and talking about a policy that bares little resemblance by the announcement of President Trump and the strong statement of departure reiterated by the Vice President today. I follow foreign policy, and i cant tell you what o our policy in syria or in the mae middle east today is. That and just lastly from clarissa, you can take isis, you can liberate a city of isis, but you cannot take isis from the the hearts and minds of so many villagers who have been living under isis rule for so long. Susan, thank you very much. Thank you. Britains Prime Minister theresa may survives this vote of no confidence. She remains in charge of her troubled government for now. But the future of brexit that nearly cost her her job remains unresolved. The house has put its confidence in this government. I stand ready to work with any member of this house to deliver on brexit and ensure that this house retains the confidence of the british people. Before there can be any positive discussions about the way forward, the government must remove clearly once and for all the prospect of the disaster of a no deal brexit and all the chaos that would come as a result of that. I invite the Prime Minister to confirm now that the government will not a no deal brexit from the european union. So the Prime Minister says she will immediately begin holding crossparty talks there. But Party Leaders say they will not meet with her until she takes the possibility of a second referendum off the table. So we have britains government in disarray, the u. S. Government barely functioning and when two of the greatest democracies are in chaos, its a mess for everyone. Except perhaps for this guy. Vladimir putin. A piece was wrote talking about why this is such a great week for russia. Why is all of this music to putins ears . I think if you accept the idea that Vladimir Putins core policy goal is it russias influence at the expense of the west, this has been a good week. The two principle adversaries of russia, the United States and britain, are embroiled in polarization and dysfunction and basically ungovernmentable. The u. S. We have the shutdown. It locks like were not even going to be able to have a state of the Union Address, which is an ultimate symbol of a functioning government. In the uk, the government and. Parliament cant even come together to decide the most crucial issue in britain regarding the relations with the rest of the world since the second world war. So any time you have these two great powers in such disarray, its much more difficult for them to project their power and influence throughout europe and the rest of the world. And that rebounds towards russias advantage. So putin is pumped. The Russian Foreign minister alleged that the congress illegally tried to prevent trump from pursuing his foreign po policy. And big picture just how surreal is it that russia is defending a u. S. President . Its very surreal. Although its not that unusual. During the trump presidency, you have often seen a coincidence. Hes a past injecting a remark of the exact right time to cause maximum political discord. Its no more surreal than what we saw this week when the president was forced to say he wasnt working for russia or more surreal that the debate were having about whether President Trump wants to leave nato. Which if it took place, would bring the whole structure of the post cold war and post world war ii relations world crash canning down. Thats one of the reasons all of this is why its important to get to the end of the Mueller Probe whether it ab solves the president or condemns the president because this question of how much did russia influence the 2016 election and the brexit referendum in 2016 are going to fester in politics for so long. They are going to infect the political systems of the United States and the uk unless there can be some kind of consensus into what exactly happened and people can begin to move on in the future. Whether Mueller Probe needs to run its course and why a hot of the members on these committees on capitol hill want to subpoena that interpreter. Thank you so much. Coming up next, more on this fastmoving story out of washington. Both sides dig in on this escalating shutdown. A new fight over the fate of the president s state of the Union Address. As the Government Shutdown enters its 26 day, its not only stalling paychecks for federal workers, but newly elected members of congress eager to get to work are seeing initiatives placed on the back burner. Members like congresswoman lucy mcbath. She introduced her first bill advocating for universal background checks on gun sales. And become in 2012 just some history on her, mcbaths son jordan was shot and killed in an incident that came to be known as the loud music trial. I interviewed lucy a couple years ago. She participated in this town hall i hosted for cnn full of family members touched by gun violence. Heres what she shared then. I was visiting with my family for thanksgiving in chicago. And i had just talked to jordan and he was really excited about going to the mall the next day and shopping with his friends and he made phone calls to his friends to tell him he loved him and he was so thankful to god that they were his friends. And the next day i received the phone call that jordan had been murdered simply for playing loud music in his car and every fear that you have as a parent that they will be hurt while driving, be in an accident, it all comes crashing down on you at one time. I remember i was completely numb. She has since turned her pain into advocacy. Congresswoman lucy mcbath from georgia is with me now. Congresswoman, nice to have you on. Thank you. So lets first start just with this Government Shutdown. Day 26, Speaker Pelosi is suggesting that the white house work with her object finding an entirely new date for the state of the union
