That is a constitutional requirement that our federal government for years has ailed to do. Failed to do. I am critical of the president for his lack of engagement. I asked him to come down to the Rio Grande Valley to see what was going on. He needed to see that so he would understand it. He turned me down. He was on an Important Mission in dallas to raise money for needy democrats. Interesting. He turned me down, and he said i dont do photo ops. I thought that was an interesting response. He chose not to come. At that time, i knew that not going to get assistance from the federal government. That is when i made the decision working with our legislature that we would deploy the Texas National guard. That National Guard, working with our texas rangers, parks and wildlife wardens, who were not at the border but literally in the river. They are making a difference. The visual presence it is just like in a community. If you have an issue of crime or if you have an issue of individual break in the law, if you put a Law Enforcement presence there it has a powerful impact are you know it will work. I knew it would work. In may and june, we were having 10,000 plus apprehensions a week in that 150 plus region in that southern part of the border. 10,000 plus a week. In november, after we put those individuals on the border, we saw apprehensions drop by 74 . You knew it would work, i knew it would work, my instinct is that the president knew it would work. But they abrogated their responsibility to do what the constitution tells us. After those clearly defined duties, Everything Else is reserved for the state. Or to the individual. It makes so much sense. We are diverse country. We are a diverse state. Our what may work in New Hampshire may not work in oklahoma. I respect that. But washington doesnt. Washington has a one size fits all mentality. They want to tell you how to educate your children. Here is the curriculum you are going to use to teach her children. I do not believe in that. I think the governor of New Hampshire, and they legislature in New Hampshire working with the schools, administrators teachers and parents will come up with the right curriculum to make the students in New Hampshire as competitive as they need to be. Not a onesizefitsall curriculum that comes out of washington, d. C. That is bad Public Policy. I think the same thing can be said about health care transportation infrastructure, a host of things. If the e by dish the epa, the jobs have been killed, but they want to see how to really make a difference. Come to taxes and look at what we did. The incentive programs we put in place to move these old diesel engines out of our fleet and replace them. Give him giving incentives to companies. Replacing power plants with natural gas. Someone said one time on a debate stage its easy to be the governor of texas, thats like drawing four aces in poker. Its not true. They were making reference to the fact that we have oil and gas in texas and we do. But we are a very diverse state now. The texas of 1985 is not the tech as of 2015. The jobs that have been created in the last 15 years has been extraordinary. When you look at that diversification, whether may manufacturing every toyota truck manufactured in texas we created regulatory that were incentivize. Today, the number one high tech sporting exporting is in texas. What are the results of these policies . We talk about what happens on the exporting side, the creation of wealth, the manufacturing side. One more thing. I happen to think this is a powerful result of policies that let people like you keep more of what you work for. That is the explosion in the Cultural Arts. In the last 14 years, we have seen texas become let me go city by city. Ft. Worth, now the home of the new museum of modern art. One of the finest symphony halls in the world. One of the worlds great museums, the kimball, has aches banded its footprint. Dallas and forward have worldclass zoos. Dallas is home to two performing facilities. I make the argument that the recent those happened is because government is not because government did it but policies were made and often tax texas. Regulatory policy that is predictable and smart. Legal policies that dont allow for Public Policy that makes schools accountable for a skilled workforce. When that was put in place men and women knew they could risk their capital and that happened. But you have not destroyed the republic. That is the beauty of that concept of allowing this country the federal government needs to do those few things, and do them well. Like a Strong Military and have Foreign Policy that is cogent, that is stable, that sends a clear message to our allies. When i look at the Foreign Policy that is going on today, i am greatly concerned for the future. As an individual who has multiple deployments of our National Guard to iraq and afghanistan, traveling to those places from time to time with those you and men and women seeing the extraordinary cost. Talking to the mothers and the fathers of texans who have lost their lives in the war on terror. Having Foreign Policy that matters. Seeing isis come back into cities that our young men and women died to defend and to free. Extraordinary, powerful impact. We look in libya and egypt and we look at how we treated israel. We look at it ran and syria, in ukraine and crimea. Policies send a powerful message, that america will be there for their allies. And just watching this kerfuffle if you will, watching Prime Minister netanyahu, who needs to come and have a conversation about what is going on between the United States and iran, with israel in between. We need to hear him talk. This is our largest ally, in that region. The longest democracy in that part of the world. There should not be any space between the United States and israel. If this administrations feckless Foreign Policy has put those relationships in jeopardy, and i think the worlds safety in jeopardy as well. We need Foreign Policy that clearly States America has intentions and role that our allies should not question. Isis is on everyones mind right now. There will be another crisis sometime in the future, but today is rightfully on everyones mind. When we see an ally young pilot in sin rate it by these individuals, when today when we pick up the paper and find american aid workers have lost their lives, when we see the tragic events of people being beheaded in front of cameras, we know we are looking into the face of evil. They must be stopped, they must be eradicated. We cannot do it halfway. We have to spend the time, the effort with our allies, with the jordanians, the sought eyes, the saudis and the other allies in the region. Thats what this is no less about. As i started this conversation with you tonight i want to end with that. The best a of america is ahead. I feel great and amazing faith in the resiliency of this country. When you think about what we have the potential to do, i am proud to be an american. I am proud of american industry and what it has brought to the world. I am proud to have worn to have worn the uniform of the air force. I know for a fact, with the right leadership in this country we can make washington functional again. I know that. The idea that we cannot Work Together on issues that are important to both of us whether you are democrat or republican, when i look at all the Business Issues that we met with i was the governor of texas, whether tort reformer education policies are economic. Whether it was issues like ebola. When ebola came on the shores of america, it came to texas. We show the rest of the country how this state would deal with that. When the Space Shuttle fell out of the sky in the early 2000s in east texas when tens of thousands on accompanied miners showed up on our border, people got to see that leadership does matter. And there are functional places in this country. It wasnt just republicans who did those things. What it worked with our friends on the other side of the aisle. One of the issues we dont with we dealt with i happen to thanks think thats what we should do in washington. Spend the time and the effort. I had to spend time asking my democratic colleagues to come and help us on the issues. That is what we are about as a country. The best days are ahead for us. When i think about the opportunity for us, and the renaissance at can occur here, we think about opening up think about what can happen on the energy front. I am a big believer that we needed Energy Policy that we need to be working on it as a country. We happen to be the number one wind up producing state in the u. S. We have a vast portfolio of energy we produce more wind than all the five other countries. We have an oil and gas industry that is strong and powerful, we put policies into place for those people to use Natural Resources and to safely produce those, so we can continue to drive down the cost of energy. From 2001 through 2013, electricity prices went down 14 in our home state. To be able to bring this abundant north American Energy resource that we have, that is why i suggest to you, open the xl pipeline. North American Energy, i would rather buy my energy from canada than from venezuela or a middle Eastern Countries that dont have our best interests in mind. When we are able to do that, to drive down the cost of energy, you put policies lays, Corporate Tax policies that gives incentives for companies to come back to america , thats the revival that can happen in america. I am bullish about the future of this country. We are only a couple of decisions away from being able to see this extraordinary thing happened. Ivc, a change in leadership in washington dc, but i think ready for that. I think this country is ready for that. I think we saw that in the november elections. I dont think its going to be a little change. I think we jobs. That is the revival that will happen, obviously a change in leadership in washington is needed. I think we saw that are ready for a change. We coached we took a chance with a young, articulate, United States senator who did not have a record. I happen to think we are paying a price for it. I think america will make a substantial shift come they will be looking for a tested, results oriented leader. America is only a few decisions away from having the greatest, most exciting, economically powerful years we have ever had in this countrys history. Starting today lets make that happen. I put forward an amendment that said that we should not send taxpayer money to countries that persecute christians. To countries that would have the Death Penalty or life imprisonment for blasphemy apostasy, or god for bid interfaith marriage. Theres about 25 countries that will put you in prison for the rest of your life or execute you so i propose an amendment, and i ask people at home i am still trying to find someone at home who would not
