As the president and the team he assembled to fight coronavirus were holding their News Conference of the white house we got word from the cdc that a person in Northern California has tested positive for the virus. The patient who is being treated in sacramento is also the first person in the u. S. Who did not have a relevant travel history or exposure to another coronavirus patient. Its always possible this person did come in contact with somebody else who came back from china but for now, Health Officials are investigating this as an instance of community spread. They are in the process of tracing the patients recent history. San diego and San Francisco have already declared states of emergency because of coronavirus and today, Orange County followed suit. Watch. In general it expands our ability to respond in a nimble and flexible way. That being said, its in preparation for what we might need to do. President trump tried to ease fears, saying his administration as the situation under control and is ready to adapt if the virus spreads. The president did directly contradict his Health Officials by saying he does not think the spread of the disease is inevitable. Despite democrats unsurprising criticism of the administrations efforts to control the virus, the president , cdc and the National Institutes of health all agree that so far the virus has been well contained. Now the president has put Vice President mike pence in charge of the administration response. In recent days, the white house met with over 40 state county and city Health Officials from over 30 states and territories discuss how to respond to this, to the potential threat of the coronavirus. Coronavirus has not yet been declared a pandemic, though it certainly fits most of the criteria. Heres where we stand. Worldwide there are more than 81,000 cases in 39 countries and more than 2700 people have died. France has now reported the first coronavirus death of a french citizen. The largest european outbreak is still in northern italy. The first latin american case has now been reported in brazil. The number of cases continue to rise in south korea but new cases in china, the epicenter of the virus, are reportedly on the decline. Shannon. Shannon all right. Some skeptics about those numbers. The federal governments mantra when it comes to protecting americans from a coronavirus outbreak in the homelands preparation. So far the cdc alone has deployed nearly 1400 staff nationwide. Scientists, doctors, nurses and researchers. The immediate risk to the American Public has been and continues to be low. The degree of risk has the potential to change quickly and we can expect to see more cases in the United States. Preparation measures already in place nationwide include identifying communities most susceptible to outbreak. Given the high volume of travel between San Francisco and mainland china, and the spread of the virus to other countries, there is a growing likelihood that we will see cases in San Francisco. Cdc teams are working hand in glove with Homeland Security at 11 airports to screen travelers returning to the u. S. From china. Cdc is also working with multiple agencies, including the pentagon, state department, and hhs to be five medical labs across the country. Racing a dense the clock to develop a vaccine. There is more the government should do say officials. Conducting preparedness drills in hospitals and design makeshift care facilities. Global circumstances have just as likely this virus will cause a pandemic. In that case, Risk Assessment would be different and new strategies tailored to local circumstances would need to be implemented. Public Health Sources say keeping americans safe during an outbreak at home will require transparency. Ten you tell us anything about this case now in california where we hear that they do not know the connection doubt this person who apparently tested positive for the virus got the virus. I can tell you very, very little. I was on a Conference Call with the office of emergency services, california offense as well as the department of health and theres very little information. Basically weve already said. We do know that we have a case of Community Infection. They are trying to run down where and how and who this person may have been talking to our been around. Dont know yet. However, it is very, very clear that we are in a situation where there will be more infections. Travel continues in and out of the United States, even including asian countries. And this illness is found no in 80 Different Countries around the world. So yes, they are going going to be more opportunities for infection. The front line of defense is the individual. Take care of yourself, dont sneeze. Dont let people sneeze on you. Practice good hygiene and the rest. The second line of defense is the Public Health system. Thats where the president s proposal i think is lacking. Two and a half billion dollars has a good shot. A billion of that for a vaccine which will come months from now if at all. And the other is for equipment. The Public Health sector however has to be beefed up. People are going to have to be hired. Its going to have to be put into high gear immediately because that is the second line of defense. And frankly the president we need to fund that and im quite sure congress will do so. Shannon the president said its where the Congress Wants to give me more money that im asking for but he said he would leave it to you to figure it out. I know there are estimates as high as 7 billion, 8 billion. He is leaving that to you. But he said he worried people are exploiting it for a political advantage. Heres what he said today in his press conference about House Speaker nancy pelosi. We should all be working together. She is trying to create a panic and theres no reason to panic. She knows its not true. All they are trying to do is get a political advantage. Shannon what do you make of that, congressman . Do you think that theres a way to be nonpartisan or bipartisan . Of virus does not respect party. Is not a democrat or republican virus. The backandforth might be considered to be a virus. The reality is that for the congress to do anything, its going to have to be bipartisan. Your next guest is a leader in the senate on the republican side. He and i and other democrats and republicans will have to work together. I do believe that what the president asked for, apparently he now understands its not going to be sufficient now that we know that we have a Community Infection situation and we have more and more people coming into the United States. So yes we are going to need to do more. Also one of the things that was noted in the california Conference Call is that the testing kits are really not available. Thats going to be an immediate need. Why that situation exists is something that really needs to be addressed immediately. Otherwise there will be illnesses and whatnot. Whether its the common floor common cold or covid19. A number of years ago we put in place a infections disease Rapid Response team to do that. There is deployment of those resources. Thats why we are so prepared. This thing could turn on us quickly, so we have to be ever vigilant. We have had a number of briefings from all of the officials that you saw there with the president and Vice President today, as recently as yesterday, went through all this. Secure briefing for the senate. Most members were there, spent over an hour on ways to treat, identify, the ways to test, what vaccination may be available. What we are doing now with quarantine. And there is bipartisan agreement this has to be adequately funded. Every meeting weve had weve said do you have what you need . Up until this point they said yes, from a financial standpoint they do but now we need to do more. Shannon i want to reference what i discussed with congressman garamendi about House Speaker nancy pelosi. After the president s press Conference Today which went on and on. He answered a lot of questions. I think he enjoys those. He wasnt ready to go. He spent a lot of time directly taking questions and answering. This is what she said the Trump Administration has mounted an opaque and chaotic response to this outbreak. The Trump Administration is left critical positions in charge of managing pandemics of the National Security council and the department of Homeland Security vacant. Thats a criticism of this administration gets a lot, there are key positions that arent filled. Does she have a point . I think she doesnt. She and Chuck Schumer have been playing politics. I think its wrong as a doctor and as a senator. We ought to be focused on Public Health. I think both chuck and nancy wake up every day saying what can we blame on President Trump today . Its really too bad to see that happening. I havent seen Chuck Schumer at any of the briefings that weve had, and none of them. I think hes very distressed that Bernie Sanders continues to be the lead voice of their party at a time when Chuck Schumer is trying to become the majority leader of the senate and its not going the way hed like. Shannon comments from senator sanders on the bloomberg campaign. Bloomberg says the president slashed funding on the cdc, eliminated the white house chain of command coordinating the response to pandemic and waged war on science from the moment he took the oafs office. So the 2020 contenders are coming hard after the president. They did yesterday. They didnt get to coronavirus until 80 minutes in the debate but then they all piled on. We are to be focused on the health of the nation. This virus started in china and we talked about the fact that the young doctor died. He was the one that was reprimanded by china by trying to spread the word about the disease. This could go worldwide. We have more and more countries involved right now. We are prepared, more prepared than anyone else. We have to be ever vigilant. The America Hospital associatiog with the center that oversees all ebola training. Authorities have yet to identify a motive in a shooting at the molson coors complex where a gunman killed five coworkers before killing himself. Matt finn is on the scene for an update. Shannon, a total of six people are dead here at the molson coors campus in tonight Police Confirmed they have notified all the family of the victims. They are not going to release the victims names for a full 24 hours in order to allow outoftown family time to get here to milwaukee. Police say that it roughly 1,000 people that work here on the campus of molson coors and as oe were finally able to systematically identify each worker and release them. Police responded to the shooting around 2 00 p. M. Local time to discover the 51 male shooter died of selfinflicted wounds. The five victims were all employees. The president is offering his condolences. Before i begin, i would like to extend my deepest condolences to the victims and families in the walkie wisconsin in milwaukee, wisconsin. Earlier today a wicked murderer open fire at a mos Molson Coors Brewing company plant, taking the lives of five people. A number of people were wounded. Some badly wounded. Our hearts break for them and their loved ones. We send our condolences. We will be with them. Its a terrible thing. Milwaukee police say the shooter was a molson coors employee but they have not indicated whether he was disgruntled or the motive might be. Some gain or side deals done in secret without the concurrence of the committees of jurisdiction that somehow binding on the members of the committee. Republicans also have issues with the fisa process. Doj Inspector General report found serious errors in the fisa warrant and process for which the trumprussia investigation began and then ended with the mueller report. We are going to push for the kind of reforms necessary to make sure that this important National Security tool maintains the ability and the integrity that it deserves with criminal penalties on the other side if somebody abuses the process like weve already seen. In a testament to how important the administration views the compromise and reauthorization, yesterday attorney general bill barr came to the capital and personally lobbied senate republicans. Barrs visit came when it looked like there was a deal within the house, hence the visit to the senate. Now theyre only ten working days to come up with a bipartisan deal that both chambers, shannon, can live with. As we have seen with each time the fisa renewal comes up, it becomes a lot more complicated politically. Shannon it sure does. Thank you so much. The recent doj Inspector General report exposed to numerous laws and potential abuses with the fisa Surveillance System and how it was used against former trump associate carter page. Now its time to react or a specific portions of the law and there is as leland talked about bipartisan push back to doing that without serious reforms. Why now . Lets ask senate Judiciary Committee member mike lee of utah who joins us. Good to have you back. I want to play something that your buddy senator Lindsey Graham said about the chat with the attorney general. Heres what he said. He made a pretty strong case that the tools that are about to expire are important to our National Security and he made a commitment to make sure that what happened in 2016, that internally hes going to clean up that mess and whether or not we need statutory changes i think is subject to debate. Shannon you dont think he doesnt seem you are convinced by your conversations with the attorney general. Not at all. I appreciate what he wants to do and hes doing his job to say lets clean it up but thats not his job. Our job is to make the law and if we believe that this law is subject to abuse, if we believe that this law has been abused, including has been abused by a previous democratic administration, against then candidate donald trump, then we have to be concerned about its potential for abuse moving forward. We should not leave this law which was recklessly devised and has been badly abused in place. We need to fix it. Its not enough for the attorney general something to sam going to manage it better. Is not always going to be the attorney general. This president wont always be the president. Weve got a major that we do our jobs and we need to fix this law because its bad. Shannon some of these portions, they expire march 15, if you dont work out a deal they go back to being what they were before. They dont go away completely. The provision that i am most concerned about, section 215 which allows the government to go after business records, under a broad standard its looseygoosey. That would something go back to its earlier version which was a little narrower and therefore less subject to abuse. Thats a risk im willing to take. In fact we would be better off without language or other reforms. Shannon republican senators and the aclu dont often find themselves on the same side. Occasionally on these issues you do. They wrote a letter to you in december and said the ig report, the horowitz report that talked about 17 instances of people making mistakes, whether they were intentional or not, they were significant. They say the ig report should serve as a wakeup call and prompt urgent action from congress to reform or intelligence laws and practices. Thats what youre trying to do. We continue to hear from the other side. The government needs to be able to go after bad guys. They need these tools. Always the argument. Shannon its true. The whole point of having a constitution is to limit the power of government. They are always going to say give us more power. Or let us reform it. We just need the right people in charge. Thats what they been telling us for more than ten years, for the better part of two decades. We shouldnt accept that anymore. We should say this law has been used, used by the president , by the president s political enemies against the president before he became president and after. We shouldnt allow it to continue. We shouldnt allow the provisions to be reauthorized without substantial reforms. Shannon carter page was a subject of a lot of this troub trouble. Saying theres a lot of bad actors that deserve accountability. The number one question that i get when you come on, will there be accountability . There will be accountability but where it starts is with us changing the law. The best way to ensure there is no true accountability on the government is to leave intact to leave those provisions of law that have been badly abused. We have to fix it. The Democratic Party is looking at the math. We are a long ways off from milwaukee and the dnc but i think theres a consensus that theres at least a good shot that Bernie Sanders will have a plurality of the delegates if not a majority of the delegates. This is a hedge from the speaker. She cant saying put her thumb on the scales saying im not comfortable. It would be unacceptable. Then the voters defied the sentiment. And then hes the standardbearer for the party. That will be used against her. She has to Say Something along the lines of yes, im comfortable with anyone that the democrats puts up. Anyone would be better than donald trump, thats what they have to say for unity. Behind closed doors, if shes looking at the map of the congressional seats that flipped the majority into her favor, i bet you shes a little bit more concerned about some of the potential nominees versus others. If tuesday nights dynamic holds democrats are on their way to opposing trump with a 78yearold socialist who recently suffered a heart attack who has had nice things to say about nasty regimes around the world and who has a 60 trillion spending plan without the means to pay for it. Goes on to say that the winner of tuesday nights debate was trump. I couldnt agree more with Dana Milbanks piece and with guys take on the state of the primary. We are in total agreement. I think Bernie Sanders would be a disaster at the top Democratic Party ticket. Weve got to protect our majority in the house of representatives. The vast majority of those members of congress who flip those trump districts from 2016 to 2018 have endorsed joe biden because they want him at the top of the ticket. When they are running for reelection in colorado, north carolina, texas. The five states, the five districts that we flipped in california for example. I think the strength is with joe biden coming out of the crucial endorsement. Nancy pelosi cant tip the scales as speaker but jim clyburn is not just a member of congress from South Carolina, the leading black official in the state. Hes also a member of congresswoman and Speaker Pelosis leadership team. I think thats an indication where the speaker may very well be. Shannon yes, jim clyburn, that endorsement is huge in South Carolina. It looked like he was waiting to get past the debate but it was bidens to lose and hes not on it. In South Carolina theres been an antibiden ad using a bit of former president. It turns out its him reading from his book that is 25 years old and he is imitating another character, portraying someone else. He feels like its been out of context. He stayed out but now he and his spokesperson have said youve got to stop using this audio. Jennifer rubin at the Washington Post says fabulous scoop. Trump still deathly afraid of joe biden and wants bernie as an opponent. When do dems get off the sidelines to make clear its whats going on. Do you think they will . Former president obama has stayed out of it. Do you think hes going to feel a sense of duty to come in and support his former Vice President . As usual, hes leading from behind on this and im not sure hes going to get off the sidelines. I think he is nervous and cognizant about the same factor in the same phenomenon that i mentioned with Speaker Pelosi. He doesnt necessarily want to get involved and feel like the establishment is coalescing around someone because that could actually help a Bernie Sanders. The ad that you mentioned is absolutely dishonest and it does not portray joe biden and wachtel barack obama said honestly. Im also not sure its going to matter. I think joe biden has found his footing in South Carolina. He had a pretty good debate, a sliding scale for him, grading on a curve. I think probably his best debate. The gym clyburn endorsement, the polling seems to have gotten better. I would be surprised if he does anything other than win South Carolina by double digits. The question becomes what happens next, super tuesday, strong State College delegate rich states for Bernie Sanders. A good showing from joe biden could get him back in the race, up from the dead but not necessarily in the clear. I think bernie is still in the drivers seat.
