We agreed today, first of all, to Work Together towards zero tariffs, zero nontariff barriers and zero subsidies on nonauto industrial goods. Steel tariffs, aluminum tariffs and tariffs imposed as retaliation are now set to be resolved. I had the intention to make a deal today, and we made a deal today. The president s posture going into this meeting was clear last week at a Cabinet Meeting when he indicated punishing tariffs would be possible if talks with the e. U. Werent productive. If we dont negotiate something fair, then we have tremendous retribution, which we dont want to use, but we have tremendous powers. We have to. Including cars. Cars is the big one. In todays deal, European Partners also agree to import more American Natural Gas and soybeans. Thats good news for an industry where prior to this afternoons announcement farmers like wisconsins Michael Slattery have been planning for the worst. I will attempt to reduce my acreage of corn and soybeans. I will look to plant more small grains. Until the burden of the trade war shifts away from farmers, the president has approved 12 billion in emergency aid for the industry. Relief democrats disagree with. The president s bailout is like a soviet Style Program for the government props up an entire sector of the economy. The Trump Administration seems more hopeful that a new nafta deal can smooth things over with americas neighbors soon. We hope that the mexican deal can be done very quickly, possibly by the end of august. Or before september. Then canada will hopefully follow suit. I think the president is right and kind of pushing the envelope like he did with nato investment but we need to settle it down and get back to the growth message. No requirement that would drop any of the 2 30 two tariffs just to get the talks going. As you know that has been an original e. U. Request. They came very prepared to do business, we came prepared to do business, and i think this really breaks the ground because it has now set the parameters. Everything is on the table. Bret im talking zero tariffs possibly. Rate. The president made clear at the g7, although as you remember, nobody paid any attention, that his end game is zero tariffs, zero nontariff trade barriers, zero subsidies in zero barriers to our market access. Four big zeros. Bret he also specifically talked about soybeans and also industrial products. Right. Its more than soybeans. All Agricultural Products are something that will be discussed. Soybeans were simply a very timely example of those. Bret as you know, farmers are concerned and a lot of farmers in the midwest in different areas. Here is one form or we talk to who is just not sure. Take a listen. What concerns me is they have made this announcement in the details are not yet clear. If they probably wont be clear until a month before the election, so this is an election ploy. And we as farmers are playing the dupes again in this whole process. Thats what concerns me. Bret they are feeling it. So does this kind of relieved that a little bit . What you tell farmers tonight . First of all, the announcement of yesterday that we are going to spend up to 12 billion to help the farmers is a pretty tangible announcement and a very strong one. Second, we are very keenly aware that they have a harvest coming in september and october. Thats a very critical time period for them. We are also aware that china apparently loaded up on soybeans some months earlier deliberately to go out of the market for a little while to depress the prices prior to the midterm elections, trying to put political pressure on the president. Bret youve got these folks speaking out in their states, republican lawmakers who are supportive of your administration for really feeling the pinch back home. Some of them saying its not just soybeans, its corn, other Agricultural Products, that there have to be other things to do. Are you thinking of other things while you are in this battle with china . Surely. At one very good example is the arrangements we started today with the e. U. Its not only china that has put in retaliatory tariffs, its also the e. U. In addition, mexico. Mexico is a very big importer of agricultural goods. Bret so is the nafta deal almost wrapped up . I wouldnt say almost wrapped up, but its coming along very, very well. We hope that could be within the next couple of months. The new president is engaging. He has picked his team, theres an overlap with the former administration team. Hes indicated hes on board with what has been done thus far and is looking forward to closing the last few gaps. Bret the president asked for patients the other day and there are lawmakers up there who are getting a little impatient and they are not sure of the strategy here. If you were to lay it out in a blueprint for people sitting at home, what is it . The strategy is this. It took us since world war ii to get to the current unfortunate trade deficit. Right after world war ii American Public policy was rebuild europe, rebuild asia, things like that but also partly with the unilateral trade concessions. Those were good then but should have been timelimited. Concessions that we made that were appropriate to germany, to japan, to china in 1950 are no longer appropriate because they are no longer small struggling economies, they are now a world power houses, particularly in export. Its a lot of history that we have to deal with. What we now need is to lower the barriers that they were permitted to erect relative to us, yet market access, which is really what the farmers want and what are manufacturers warned. Get market access, get rid of these artificial trade barriers and get rid of the tariffs. E. U. Tariffs average over 10 on Farm Products and they have a lot of nonsciencebased standards that preclude our products coming in. Bret i had a corn farmer the other day saying what about increase the ethanol mandate a few Percentage Points while you are doing this battle . Right, thats not a trade issue. Thats really a policy issue for the congressional leaders to deal with as well. Bret china it seems that deals a different calendar. Are you going to be able to wait them out and pressure them enough while feeling some of this pain and some of the states and many of them are targeted because they are republican swing states that could mean the difference to control of congress. The chinese have done a very, very good job figuring out the political map and how to targeted. But you look at their recent announcements, infusions of capital into the banks, lowering the reserve requirements, letting their currency drift downward. They are feeling pain themselves. They are also finding it not so easy to substitute for all of our Farm Products. You are going to see once they run out of the soybeans that they artificially built up, they cant just get all the beans from brazil, and heres why. Brazil is 55 of the beams they buy. We are 33 . For brazil to replace us they would have to increase their exports to china by 60 . Guess what . If brazil could have done it that much and inquiries at an economical price they already would have done it. They didnt have to wait for this conflict. So they are finding it not so simple to deal with their own retaliation. Bret you are calling today a win. I think today is a win both for the e. U. And for the United States because our objective is zero tariffs, zero trade barriers, zero subsidies, zero restrictions on market access. We think the e. U. When it makes clear is this is at most an attempt to do something. I dont know of any attempt in this category of climate. In any event, i dont think anyone can suggest that this represents anything where the president did anything wrong. Thanks for being here. Are your thoughts on this release and what it means . First, the big question nobody seems to know the answer to is who leaked the tape . At a time when a judge, a former judge had already held that it was lawyerclient privileged confidential material. Someone leaked its content and it was only then that Rudy Giuliani waived the privilege, but at the time it was leaked, it was privileged. This is a very serious matter. Its as if somebody would leak your conversation with your psychiatrist, your doctor, your rabbi, your priest, your spouse. All of these or privileged material. We are not supposed to know what lawyers and clients talk about. This is a typical conversation the matter what the tape says. It shows a client asking some advice, should i do it this way, should i do it that way, the lawyer saying pay it by check. Thats the kind of conversation none of us should ever hear. Its the kind of conversation i had with my clients all the time, i just cant imagine taping a conversation with a client and then the question is who released it . Why arent we asking that question . We can find that out. Its not hard. There were only a limited number of people who had ask assess tt date. Bret does he face retribution for all of that . Its not davis. Hes an extraordinarily ethical and competent lawyer. He would have never leaked the material and was it was until it was waived. We know that cohen ran into Michael Avenatti at a restaurant and they had a talk. Maybe cohen just gossiping said we have this tape and heres what it says on the tape. Thats a possibility. I dont think its likely that the former judge leaked it, no way. Her fingerprints would be all over it. She had access to it. The cost would be too high for a prosecutor. So the question is, did someone in the white house leak at that would constitute perhaps a waiver. Did someone on the cohen team org cohen himself leak it . That would constitute a very serious violation of ethics and lawyer client privilege. Bret could it be disbarred . If cohen willfully and deliberately leaked its content, there could be serious consequences, but i dont want to get there. I dont want to go there because i dont know the answer and i dont believe in accusing people until we know the facts. Bret what about the substance of what is talked about and what it indicates, that perhaps Michael Cohen has gotten to a place where hes going to cooperate with federal authorities . I think we dont have to listen to the tape for that, listen to lanny davis. He says basically that the loyalty is gone and that Michael Cohen is up for grabs. The president might want to put him on his team by pardoning him the way bush pardoned weinberger, or the prosecutor may want to put him on their team by giving him immunity, but hes no longer loyal and hes going to get the best deal he possibly can. As to the substance of the tape, its ambiguous. The context, getting a law firm involved, getting a corporation set up sounds like they wanted to do with the right way by having paper records. The word cash does apparently come out of trumps mouth but its not completely clear in what context. In the end they say do it by check and they dont do anythin anything. So theres no crime here, theres no evidence of a crime, but lanny davis is right, it does raise questions of credibility depending on what the tape says. Next step is given to a forensic expert, havent really sweet and so we can hear precisely by stretching the words who said what and then find out why it was cut off so abruptly. Forensics experts can determine whether it was artificially cut off, whether it was part of a call that was cut off. We have a lot to learn about this tape, but the most important question is who leaked it . Bret last thing very quickly. Only a few seconds. If you look this russia investigation, where do you see this going . Do you see it coming to a head and wrapping up, or do you see a continuing for a long time . I think he has one more month. If he doesnt wrap it up by september 1st its too close to the elections, hes going to have to put it off until after the elections. I dont think we will see any indictments in the oval office or around the oval office or impeachment efforts, although once the democrats regain the house if they do, my book will become much more relevant as there are going to be people who are running on that and trying to impeach him. But right now i dont see anything other than a report coming out of the Mueller Investigation and the report will either probably come out soon or it wont come until after the election. If the findings are confirmed, this is the discovery so many scientists have been waiting for, a specific place to target in their search for microbial alien life. It has highvalue jobs, high cost jobs so there isnt that perspective lost at the same time in terms of various industries where its the flow from both sides of the atlantic, there it is the idea that you could have an alignment so i also think china will be very concerned with this kind of rhetoric because what china really does not want to have is an alignment between the European Union and the United States with them both going to beijing saying stop taking our ip.
