Two are dead and police are looking for clues this morning. The shooting happened on 24th and Market Street. Shots rang out around 10 45 last night. Police have few leads at this point. Its unclear if the victims are adults or teens. There is no information about possible suspects either. Police in napa are investigating murder of a 4 Year Old Girl and theyre looking for this couple. Sarah krueger is the victims mother and Ryan Scott Warner is kruegers boyfriend. They were last seen leaving an apartment on wilkins avenue yesterday while carrying luggage. Three Hours Later Police found the girl dead in a bed inside the same apartment. They say there are signs of foul play at this point. Krueger and warner are wanted for questioning. Call napa police if you know where they are. New this morning, there appears to be plenty blame to go around in the death of lynn spaulding. The 57 year old went missing at San FranciscoGeneral Hospital last september and was found dead in his stairwell two weeks later. A federal report says both hospital staff and Sheriffs Department made mistakes. The San Francisco chronicle which got the report says nurses failed to carry out written orders to watch spaulding around the clock and sheriffs deputies did not check all the hospitals stairwells as ordered. Autopsy found spaulding died of dehydration and liver problems. The reverend al sharpton will be in oakland to open a chapter of his civil rights organization. The National Action network aims to address social and economic injustices experienced by african americans. He will be speaking on telegraph avenue at 10 00 am today. Agriculture is taking a big financial hit from the drought. The lack of rain could cause california farmers and ranchers 5 billion in revenue. It looks like the tri valley will be among the hardest hit in california. 80 of the districts water normally comes from the state and thats cut to 0. It is drastic. It will be a severe hardship to the communities that we serve. A special Water District that contracts with the state to bring sierra water here. Luckily they have been saving water but there is concern that the water in the district back up reservoir will end up too salty to drink. This news is capping off a week of concerning drought revelations. We are projecting no water to be delivered if these conditions persist. That means Water Districts tapping into the state Water Project need to come up with other ways to keep faucets running. The states largest reservoirs are at 36 capacity and with 750,000 acres of farm land depending at least partially on reservoirs like these its going to be one of the toughest years on record for agriculture. We got a problem. As governor i am responsible for the whole state so i am going do my best to unite the state. 17 communities statewide could run out of water in the next few months. Southern California Water officials met with the governor to talk about how extra reserves in the south could help communities in the north and president obama personally called the governor offering federal assistance. He pledged his support to help california. Several local water agencies are calling for cut backs in use. The marin district, mandatory 25 . Santa clara, voluntary 10, two more, a 20 voluntary cut. This will host all kinds of events from entertainment, business and provide all sorts of ways for the city to interact. Its such a massive undertaking. You just said it, 13 acres, not next to the water, on the water, on crumbling piers. You are finding out that the cost of rehabbing the piers is double. People are saying do they have the money . And are they nuts . Well we do have the money and no were not nuts. All right. This is about what the current warriors Ownership Group wants to accomplish in creating something great for the bay area in terms of warriors franchise. If you look at everything we said we would do every single one of the things has happened. Finance is the last of the problems. We are comfortable with the project as it stands today, even as expensive as it is today. Well get it done. One of the reasons for delay had been redesign, trying to accommodate various coastal commissions and such. Are we going to see more redesigns . We have committed to take all the public input available. We have had over 100 public meetings. We have cac, Community AdvisoryCommittee Meeting monday. That continues. We have regulatory input. Well create a project San Francisco is proud of but it requires taking time to incorporate suggestions into our design which is what we have done. Tomorrow a group of San Francisco ans is going down with 15,000 signatures to go on the ballot saying if you want to build the water front arena you will have go to the voters on height limits and say we will exceed height limits. Where do you stand on that idea of this proposition mandating that you have to go to the voter in his. We dont have position on that yet. First things first, we want to see if it qualifies, how it affects the project. This is not a warriors focused initiative. This affects all developments on the water front, whether its pier 70, the giants project, it would affect all those. We will take a look at that. We have fully embraced the process from day one. If the rules are going to change we will embrace the process as rules change. Some people have suggested as it stands now for you to finance the deal without public money you are asking for permission to build a condo tower across the street and a hotel and use that money to help pay for the arena and the work. Some people have suggested knocking those off the project in order to pass easier. Are you thinking about eliminating the hotel and condos . We are looking at everything we are talking about. Again this is across the street. They are not on the piers. So you are taking a look at getting rid of the hotel and condo. We will certainly listen to any ideas. Remember this is the path the city gave us to have the ability to invest 180 million of warriors money in City Infrastructure and rehabbing the piers. There has to be some value derived from that. What thats going to be we are not 100 committed to. We want to listen to what people have to say is the best use. Its very interesting. It is tough to peg you down.
