pressure on this and whether it's possible to make changes to the filibuster that would potentially allow this to move forward, at least creep forward. what is your sense of where his thinking is, when this all might come to a head and whether it's a conversation we should be having? is there any chance that there's movement here? >> listen, manchin is not going to agree to the big change on the filibuster, which is 60 votes. it's not going to happen. he's not going to do that. i talked to him, actually, this week about this issue. and then there's other senators, kyrsten sinema, and others, who also feel the same way. so the filibuster is not going to change. the 60-vote requirement is not going to change. i don't think there's going to be any movement on that issue. i think right now i just don't see how democrats are able to move a voting rights or election
