Then nbc has learned the president will take 3. 5 billion from a construction budget, 2. 5 billion from a drug program, and 600 million from confiscated drug money. The president will open up a huge can of worms. The first thing that will happen is theyll show a disapproval and overturn the president s declaration. If that happens the house will certainly pass it and it will go to the senate where it could pass with a simple majority vote. And heres the thing. Even though the republicans control the senate theres a good chance a handful will oppose the president and support the resolution. If it passes the senate, President Trump might have to use his very first veto to strike down the resolution and keep his Emergency Declaration in place. And then theres a legal issue. The white house koicounsels ofe warns this carries a high risk. Its warning that the president is violating the constitution. Plenty of republicans are also warning the president is walking a very fine line. I do not see the grounds for declare i declaring a National Emergency. I think thats dubious. At the end of the day, the justice didnt told the white house that the declaration is likely to be blocked in court. Its not clear if it can even work the way the president wants it to. And then theres the precedent it sets, something typically problematic for many republicans including governor mike pence back in 2014. Lets look at this.
