he was being attended to by paramedics. he was transported to a local hospital. it is under investigation. >> tonight, an independent report spreads plenty of blame for the january shooting outside a baltimore club that left two men dead, one of them a baltimore city police officer killed by friendly fire. a report said the officer himself is partly responsible. jayne miller has the field -- details. >> the state attorney decided no criminal charges will be filed. the report looked at how police responded to the accident. it raised a lot of questions. >> the net has a report on the shooting outside the select lounge -- the independent report on the shooting outside the select lounge finds fault in many places. >> i was not interested in sugarcoating the chaotic incident. >> it was captioned -- captured by a security camera. it shows a plainclothes officer inside the middle of a crowd. he likely use his weapon to fire at the other officers from inside the crowd. the four others like we responded -- likely responded. officer torbit took action without backup, which contributed to the life- threatening situation. after the shooting, police failed to do accurate ballistics tests, making it impossible to know exactly who fired the shots that killed torbit and gamble. none of the officers who fired their guns cooperated. >> all of them discharge their weapons and at that. they declined to answer on the basis of legal led by spirit -- and at that point, they declined to answer on the basis of legal advice. >> despite the widespread criticism, the mayor says she stands by her commissioner. >> do you have confidence in the leadership of this department in light of this report? >> yes. >> the report makes 33 recommendations. the mayor says all will be followed. one involves simple courtesy. the report finds that the officers treated some of the victims -- witnesses ruby after the incident. one report says that the brother of the victim was tasered anonymous caller tipped police off that someone had killed his grandmother and taken her car. officials are now performing an autopsy on both the victim and the suspect and who appears to have killed himself. >> we are told yon kim had been working at scissors sound hair salon along plum tree drive. his alleged victim is 13 years old and one of his clients. the boys said it on several occasions he made is that -- inappropriate comments at him at it -- and it turned physical. police think there may be other victims involved and they want them to come forward. if you have information, call police in howard county. a 7-year-old anne arundel county boy had to have both of his legs amputated because the family says a doctor missed the diagnosis of strep throat. they are now suing the baltimore washington medical center. >> it is unclear if the doctor in his lawsuit had any other previous accusations of malpractice. the boy's family says they are going public because they want other families to learn from their tragedy. >> this is america. never in a million years would you think this would happen to your child. >> last december, at the age of six, he became a double amputee. he is still in high spirits and it has not stopped him from goofing around. he was admitted to baltimore washington medical center with a high fever and extremely high heart rate. despite it being standard per call at all hospitals to do a rapid strep test, none was done. >> his tonsils were swollen. they could have done a simple swap and he would not have been in this situation today. >> he was diagnosed with nasal congestion and a hip strain. the next morning he was back. the struck infection entered his bloodstream. doctors had to educate both his legs -- amputate both his legs. his family is lucky for compensation to help care for him. attorneys would not give is at leastt say it ha $30,000. >> never once does he wake up complaining. never once does he we got angry. he wakes up with a smile on his face every morning. >> i am extremely proud of him. extremely. >> in a statement, baltimore washington medical center said they sympathized with eric's family. they also said that all of the providers that cared for him believed it to be thorough and appropriate. his symptoms were not consistent with or indicative of this aggressive infection. >> new details were released today about the murder of -- murderer of a 11-rolled maclaine. curtis lopez, the boy's stepfather was held without bond today. he appeared in court through video hookup from the county jail. he was returned to maryland after being arrested last month in charlotte, north carolina. prosecutors say that the boy's mother was killed in her sleep with a 30-pound weight, which was also found in her apartment. a jury convicted it norwood wednesday in the first to greet death of her co-worker. prosecutors say she attacked her co-worker after luring her back to the new pastor. -- to the yoga store. prosecutors a woman dead in her basement, and her grandson dead in his car later of -- in her car later. no word on what the motive might be. and one family says their son was not properly diagnosed with strep
