officer. where a second victim is being treated. kelly mcpherson speaks to witnesses. those witnesses were so upset to learn the circumstances that killed that man and put another woman in trauma. police believe it was all because drug dealers war trying to get away with heroin. i heard this loud boom and it shook my house. everything was totaled. reporter: a knocked over fire hydrant is all that is left between a crash and an elderly couple. he was trying to hold his head and his head was bleeding. i was telling him to hold on, help was coming. reporter: but that man died at the hospital. it s a very sad situation. the suspect fled the scene and killed somebody over drugs is what it boils down to. reporter: wednesday afternoon plain clothes cops spotted suspected drug dealers, had records of drug and handgun charges. they happened to come across individuals that were selling drugs. they tried to approach these individuals. reporter: they got into their rental car and started to follow the two suspects. by the time they got to this intersection the crash had already happened. that s when the cops started to run after the two men. a teacher across the street even had her students take cover. seeing an officer with guns drawn i told hem to come and lie down, put their heads down. reporter: while investigating the crash, cops found 38 grams of heroin in the suspect s car. that s a sign of the times. reporter: they were an elderly couple, just an elderly couple and had someone just, they need to be off the streets. we don t know the identity of the woman who is still here at shock trauma but we do know she went through surgeriy earlier. the two suspects will face drug charges and possibly vehicular. the police department is not identifying the patrol officer who lost her father. murder mystery of 4 years a body of a woman is identified. left her apartment in may of 2006 to buy some cigarettes and never returned. a few weeks later some children discovered a body. only recently were they able to identify they her remains. investigators are trying to determine the two people who were killed. we first reported the story last night. today investigators found the remains on the plane. it took off from frederick before crashing in a remote part of kentucky. it was registered to island trading. the federal government is facing a multimillion dollars lawsuit tonight. 4 people died and tonight the family of a maryland paramedic says the government is to blame. reporter: you re looking at the wreckage of maryland s deadliest medevac crash. already determined there were several mistakes. now the family of trooper lippy is suing the federal government saying air traffic controllers were ill quipped as the plane headed towards andrews air force base. it s about a young mother and an infant who no longer have a husband and a father. the controllers made a number of critical mistakes. reporter: among those mistakes says air traffic control provided the pilot with old information and if the pilot knew how bad the weather was he may never have flown. the suit also says the controller was not able to guide the pilot using radar to a safe landing. that was necessary because the pilot reported a navigational on the plane was not working. the whole point in this lawsuit is to hold those people accountable who didn t protect the people that protect us. reporter: air traffic control made no attempt to locate the chopper once it lost contact. lippy has been horn honored as a hero. everyone in this business knows this could happen at any time and it s a dangerous business. but when it hits so close to home, it s shocking. reporter: the lawsuit seeks $15 million for his family. this lawsuit does not name maryland government including state police. the faa has not yet responded to the lawsuit. new developments tonight in that oil leak from the rig that exploded in the gulf of mexico. just a short time ago we heard the situation is much worse than first thought as there is now a new leak. 5000-barrels of day are leaking. trying to get a handle on it by sitting it on fire. the oil is covering an area about 100 miles long and 45 miles wide. the president makes history today approving a wind farm off cape cod. the similar plan is in the works for right here in maryland. kai jackson reports. what s happening in massachusetts is any indication wind power here will be both clone clean and controversial. you can t see it but the effects of wind are all around us. the obama administration has approved the first off shore wind farm in massachusetts. cape wind will be the united states first off shore wind farm farm. supplying clean power to homes and businesses in massachusetts. reporter: it will be part of maryland s energy future. reporter: says wind pow power would provide the state with clean energy. i think it s going to be a boost to clean energy in the nation and off shore wind on the east coast. reporter: yet the obama administration s plan has its critics. a native american tribe says it will desecrate long observed burial sites. it s in the right for them to do that. reporter: officials with the maryland energy administration say what s happening in massachusetts is helping lay the ground work. we may have a project in the next two or three years, but in terms of commercial scale development it s probably further down the road. i think the real question is how you deliver the energy from where you get it from to the source. reporter: state wind power expects to start generating electricity by late 2012, vic. all right, thank you. the cape wind project will cost an estimated $2 billion. well, everybody is doing it at baltimore county, recycling has spiked by 33% in just the last two months. thanks to the single stream recycling plan that kicked off in february. bottles, cans and plastic are all collected together every week. less trash means the county
