And the talks about the Government Shutdown just nine days away. Lets end this shutdown now. Lets put people back to work. Reporter the president called House Speaker john boehner, reiterating, hes willing to talk about the budget once they push this through. The members of the house of congress dont get to do this. Speaker john boehner wants the president to sit down and negotiate. Theres never been a president in our history that did not negotiate over the debt limit. Never. Not once. Reporter republicans argue the debt limit is the only leverage they have to get democrats to reign in government spending. What theyre learning is the no obligation loan. They want no strings attached. Reporter if the debt ceiling isnt raised by october 17th, the u. S. Will run out of money to pay its bill. And economists say it could throw the country back into a recession. In washington, danielle nottingham, wjz Eyewitness News. Senate democrats are planning a vote this week to provide new borrowing, without new spending cuts republicans want. Reporter the identity of the man who set himself on fire on the National Mall is released. 64yearold constantino of new jersey poured gasoline on himself and then lit a match friday afternoon. Constantinos family says his suicide was the result of a long battle with Mental Illness and not at all a political statement. Reporter four sailors are facing criminal charges in connection with an accident that killed two men in the super pond at aberdeen proving ground. Denise is live in the newsroom with details on this for us. Denise . Reporter well, mary, the accidents happened during a Training Exercise since february. Navy diver, james rier and ryan harris drowned, after their tethers got caught on something inside the super pond trapping them at the bottom. There were questions over whether proper protocol was exercised. And four now face a Court Martial for their alleged role in the divers death. They refused to accept punishment rather than face trial. A fifth trailer did accept administrative punishment to avoid a courtmartial. An Anne Arundel County woman is charged with manslaughter for a crash, which prosecutors say she caused by texting and driving. She hit and killed a motorcyclist back in march. Prosecutors say she was on the phone and ran into the man while crossing route 3. Myers is charged with negligent manslaughter and a number of other charges. Baltimore police are trying to figure out the cause of death of a man found floating in the harbor this morning. Homicide detectives were called to the 800 block of south caroline street. They found a man floating near the water. Right now, its unclear how he died or how long he had been in the water. A couple from arkansas is telling their story of survival after a oneday hike turns into a brutal, fiveday ordeal. Vinita nair has the story for wjz. Reporter kathy fry and her husband, rick macfarland, wanted to walk at Big Bend Park in texas. But they were told to leave because of the Government Shutdown. Instead, they decided to go to a state park they had never hiked. By nightfall, they were lost. We discovered that there had been quite a bit of rain and what looked to be flash flooding that had knocked a lot of the trail markers out of the way. Reporter the experienced hikers spent three days wandering in the blistering heat. Kathy could barely walk. So they decided to separate. Because i didnt have what it took to push on. And we were in pretty dire straits at that point. We said our i love us, you yous to each other. Reporter after Walking Around for a few hours, macfarland, a news photographer, saw something through his camera lens. It was a reflection from a car windshield. Using his zoom lens, macfarland followed this and reached rescuers. It took two more days to find kathy. She was only about a mile from where the couple had started their hike. We stopped and listened and heard the faintest help. And we looked down and there was kathy. Reporter incoherent from the lack of heat food and water. She had taken all of her clothes off. She was sun burned and bruised, but no serious injuries. Just incredible. Fry is an awardwinning reporter with the arkansas democrat gazette. Macfarland is a photographer at the same newspaper. Its feeling more like august temperatures now. Were finally getting some sun at times after a dreary start to this week. Wjz is live with first warning weather coverage. Meteorologist Chelsea Ingram is live at the mobile weather lab in canton. We begin with bob turk. Yes. Back to normal temperatures this afternoon. We have sun. However, if you look southeast of the city, a lot of clouds are starting to move in. Well talk about that in a minute. Take a look now. Were at 67 degrees. Only 59 in oakland. And 70 in cumberland. D. C. At 68. Dew points way down again to 43. Got a lot dryer since we had the rain yesterday. Temperatures right now in baltimore, exactly where they were yesterday. Because we had the front coming through the area. We had rain. But east of us, thats where the warm air stuck in there. Easton, 20 degrees colder now. Ocean city, 13 degrees cooler. Looks like, at least in the next day or so, looking to see temperatures at or slightly below normal. This morning, we leveled off at 47. Only 39 in oakland. And 55 in ocean city. One thing we had this week was some rain. Did we cap our deficit . Lets take a look at our numbers. Yes. We had the mobile weather lab with a few numbers. Chelsea . Hey, thanks, bob. I am live now at Canton Crossing with the wjz mobile weather lab. Ask thats right. Though temperatures seem to be closer to normal, rainfallwise, lets take a look at this graphic. Okay . Were actually above normal for the month, rainfallwise. Only about 5 100ths of an inch above normal. At that, we received about. 08 inches of rainfall. But we are still sitting over four inches below normal, which is pretty much a 30year average for this time of year. And we do have more rainfall in the forecast. Weve got a coastal low that is going to be forming right off the coast of the carolinas. Thats going to be providing us with a chance of rainfall for the next couple of days, starting with wednesday night. And bob will have more of those details coming up in your exclusive first warning forecast. For now, im live at the wjz mobile weather lab at Canton Crossing. Back to you on tv hill. Lets check on our roads now. Heres kristy at wjz traffic control. Not a good start out there for 175. In the westbound direction, we have that closed off. We had an earlier accident, involving an overturned tractor trailer at route 1. Cleanup is continuing. Also, southbound route 1, at 75 are had has the right lane turned. Shucks road at east wheel and calvary. A water main break has putty hill avenue closed between perring parkway and old harford. Take tailor avenue to get around. Edmondson avenue at wheeler avenue. Waterloo at old annapolis road. And were dealing with a couple of delays at this hour. Traveling on the top side inner loop. Very slow traffic from the jones falls expressway to harford road. And northbound, slow at 70, followed by slowing, northbound 95. Approaching the fort mchenry tunnel. Lets go ahead and take a live look. You can see, plenty of volume there. And the folks here at Mission Barbecue, wonderful. Absolutely wonderful. And ill be taking that big check right to the bank when i leave here. Just a half mile from i95, an expected retail game changer. I think its going to be very busy. And it will bring people back to the city. And i think its a great spot for us. We are following breaking news out of Baltimore County, where crews are on the scene of a water main break. Looks like a big one. Lets go live to captain jeff long. Water just gushing out of this water main break. This is on putty hill avenue in the putty hill area, about a block to the east of perring hill parkway. Or perring parkway, correction. And theyre working on Baltimore County is working on getting this thing stopped. But right now, its flooding the street. So putty hill avenue is completely shut down. And its actually torn out the dirt from underneath that sidewalk you can see there. So this is going to be take a while for them to get them to shut off. But consumers are being urged to cook their chicken thoroughly. But the contaminated meat is still on store shelves. Reporter raw chicken, packaged in california, has been traced to the salmonella outbreak that has made about 300 people sick in 18 different states. The u. S. Department of agriculture believes the chicken came from three different plants foster farms runs in california. Advantaged chicken purchased just outside of san sphran and was about to San Francisco and was about to serve for dinner, when he realized it was tagged with one of the serial numbers tagged with the outbreak. Why can they put stuff out that has salmonella . It . If they could check it closer twouldnt happen. Reporter skate Health Officials have state Health Officials have not issued a recall. So stores are still handling the meat. Foster farms says its chicken is safe and say its is important to cook chicken to 165 degrees to kill salmonella. The cdc is monitoring the outbreak with reduced staffing because of the Government Shutdown. But the usda says it is maintaining inspections of meat, poultry and eggs. Looks like a nice afternoon, evening for a nice cup of coffee maybe, outside or inside down there. We have damp weather headed our way. Well show you whats going to happen. We had rain this monday. 67 now. Northeast winds at 9. Thats going to be the issue. Northeast and east winds are going to start pumping in the moisture off the Atlantic Ocean for about three or four days. Well be stuck with a lot of clouds and good chances of rain and drizzle from tomorrow afternoon, into probably saturday. Maybe even longer in some spots. Barometer, right now, has been rising. 30. 24 inches. Big area of High Pressure north of us. 64, ocean city. Cloudy down there. The rain will get this area first. And then spread northward, later tomorrow afternoon, tomorrow night. 59 in oakland. Locally, mid to upper 60s around the region. Normal high today is around 69. So very, very close to our average. Northeast winds, and along the beaches, the winds by thursday, friday, could get up to 35, 45 miles an hour. For a tight Pressure Gradient. There will be quite a bit of onshore flow. Rough surf could eerchg see beach erosion in some spots by the end of the week. Well keep watching that for you. Definitely looks like a rough couple of days for the ocean. Front that came through yesterday. Stalled out. Low pressure developing on the carolina coast is going to move very slowly, we think up along that front. Already seeing some rain into eastern north carolina. Its going to slowly, slowly advance. See the cloud line . If you look north of baltimore, you see sunshine. South, its going to cloud up. And thats the picture here, looks like for the next several days. Clump yeah south carolina. Off the coast. Slowly moving toward our region. Along the beaches, yes, moderate to heavy rain. As you head up toward our region, lighter amounts of rain. But looks like it will be consistent for several days. Off the east coast, gets into our region. And gets stuck there because of the big High Pressure north of us and the tight Pressure Gradient in between. Bay temp around 71. Tonight, then, rather cloudy. Already clouding up a little bit. 48 by morning. Shower activity in the afternoon. Lighter rain, drizzle tomorrow night. May not even get to 68. Probably in the 50s most of the next several days, with these winds off the ocean. Cool, damp weather. We still need the rain. So its not a horrible thing. All right. Thank you.
