it thanked lindsey for being smart. the mother she was supposed to get was being cut. $3000 a year for four years. word got out and late today, she and others got their money back. >> i got dropped off on the bus and my mom was on her cell phone and she was standing by the car and she said, they want to talk to you on the radio now. i'm like, okay and she said, you got your scholarship back. >> reporter: the governor's office apologized. they said it was not their intention to impact prior awards. that's a good thing, too. she's smart, scary smart. with ap credits in a ton of classes, she turned down offers for cornell and yell and -- yale and hopkins to go to maryland. she's the kind of person you want to stay in the state. >> i feel like it's great for her and for the other kids. freshmen in college weren't going to get it and they were counting on it. so many were impacted. we're glad they gave it back. they have a chemistry college. i got into an accelerating learning program. i have friends going there, too. that kind of helps. >> reporter: what a great kid. the thing is, the governor didn't say how he would put the money back, but he said he would. the money will be there for everyone when they go to school in august and september and wherever they go. reporting live, abc2 news. and then, the governor gets a nice little letter. and they're supposed to be down focusing on redistricting. they want to solve the transportation funding aened budget problems. --- funding and budget problems. they said that the timing was right. a local lock smith is in trouble with the attorney general's office. joe horton and his company was offered to fork over a lot of cash after overcharging customers. kelly swoope has more. >> reporter: he's been ordered to pay back his customers over a hundred thousand dollars. he's been slapped with $270,000 in damaged after he overcharged customers and broke the law. the civil case has gone in for about a year. consumers complained he wouldn't offer estimates and only gave low ball estimates. some claim he would jack up the price by hundreds and thousands of dollars. the office got a cease and desist order last spring. they say he refused to do the business right away. now, when it comes to the civil case, he lost the biggest fight. now, he's ordered to pay $400,000 in restitution and damages for violating maryland's consumer protection act. unfortunately, this is not just a moral victory for the consumers, that's because the attorney general's office isn't sure they'll be able to make him to pay up. commons after the businesses moved out one by one. the building was sold for half of the price and the new owners charge less for rent. and everyone's excited about the future of commerce in towson. >> it's not just businesses coming into towson. it's the people living and moving into the core. it will make it more vibrant. it supports the local restaurants and the shops. the business community is the front door of the community. the people need to come in and support the business community. that's what makes the whole area strong. >> she does a great job. it takes you three years to get out pieces of mail. nothing could prepare him for this. >> this was no postage. i thought it could be world war ii related. i didn't know if gi mail had postage on it or not. >> reporter: the parcel sent in 1944. it was addressed to his wife. after searching her name online, he discovered her in florida. still reeling from the recent death of her husband in 1981, she finally received the parcel containing his naval training postal. >> the reason it took me so long to advise me was we were dealing with my mother's decline. this was one of the last pictures that my mother saw. she smiled and said keep it safe. after 67 year, grandpa's message was faithfully delivered. we're far apart and we're okay. we're where we're supposed to be. we'll be together soon. >> reporter: he also found a surprise of his own. >> a little thing else -- she died on the same day that my dad died. i didn't know that either. >> reporter: he lived a few walks away in essex. one when joined the army and one the navy to fight for their country. >> knowing he was one who went through the same thing as my dad. i know if it was a picture of my dad out there, i would love to get it. >> well, it goes on, bill showers firing up tomorrow well west towards west virginia and southern ohio, that will be the case again friday. on friday, the whole system begins to shift closer. i think by the weekend, we'll have scattered showers saturday and sunday. overnight, 50 and increasing clouds. it will be cooler out there. 76 is the two degree guarantee. tomorrow night, we'll go down to 55 degrees and cloudy skies
