Norwich — Volunteer fire chiefs, members of the five volunteer fire departments and a few resident taxpayers blasted the proposal to create a fire services director position during the City Council Public Safety Committee meeting Wednesday, calling it unnecessary, expensive and “totally ludicrous.”
The three aldermen on the committee, led by 12-year veteran alderman and former police officer William Nash, shot back, rejecting accusations that the proposed fire services director is political and would undermine the volunteer departments. They said city leaders have tried for years to get the volunteers and paid fire department to cooperate to find cost savings, to no avail.

Norwich — The City Council late Monday approved a new lease for the Thomas J. Dodd Stadium with the Norwich Sea Unicorns, which will start their new life as a summer wooden-bat collegiate team with their first home game May 31.
The aldermen expressed hesitancy at the turn of events that cost the city its minor league baseball team with a Major League Baseball affiliation but said approving a two-year lease with a third-year option “by mutual agreement” was the best option for the city. They questioned the financial viability of the summer collegiate team status and said the short-term agreement would allow the city to keep options open, including the possibility of selling the city-owned property in the Norwich business park for development.

The Democrats request came shortly after they proposed adding $72,000 to the budget.
The tenor of the discussion abruptly reversed, however, when freshman Democratic Alderwoman Ella Myles proposed a compromise by simply asking the city manager to seek possible cuts or alternate revenue sources to offset the proposed 1.5% tax increase in the proposed budget.
Democrats called the request to ask City Manager John Salomone to find $4 million in cuts to his proposed budget “hypocritical” and “political theater,” saying it’s the council’s duty to deliberate on the budget after the city manager presents it. Republicans countered that they were just looking out for the taxpayers, who have faced job losses and personal losses during the pandemic.

Norwich — The City Council Public Safety Committee started work on a plan to upgrade antiquated fire radio and dispatch system, a top priority in the new fire services study, and voiced support for a controversial idea to create a fire commissioner to oversee all fire departments.
The committee on Wednesday discussed the 194-page report by McGrath Consulting Group, released Feb. 16, for the first time Wednesday and started the process to obtain cost estimates for fire radios and upgrades to the dispatch system.
Committee Chairman Alderman Joseph DeLucia said much of the report will be reviewed methodically rather than as “a snowball running downhill,” noting the fire communications system is an immediate need.

Norwich — Over the years, critics of the combined paid and volunteer Norwich fire system have cited anecdotes or statistics that the city has more firetrucks than — fill in the blank — larger city.
A new in-depth study of the city’s fire services, released Feb. 16 filled in some of the blanks and added “a heck of a lot more” on one comparison.
The 194-page study by McGrath Consulting Group analyzed the city's 49 pieces of apparatus at the two paid fire stations and five volunteer companies, including firetrucks, other vehicles, boats and trailers.
CEO Tim McGrath said his company had done fire services studies in 37 states before Norwich. He pulled out the studies in the past two years in other cities with six fire stations. Norwich has 28 square miles and a population of about 40,000.
