(Photo courtesy of Zamboanga CIO) ZAMBOANGA CITY - The City Health Office (CHO) Wednesday kicked off massive misting operations in areas with recorded high number of dengue cases to contain the further spread of the disease. CHO data showed that cases of dengue here continue to climb to 2,886 with 19 mortalities since January this year. Engr. Jose Carl Rubio, the Guiwan district sanitary inspector, said the misting operations are complemented with the release of larvicide in areas with stagnant bodies of water that serve as the breeding ground of Aedes aegypti, the dengue-carrying mosquito. "We also conducted an entomology survey to determine whether the larvae belong to the Aedes aegypti type," Rubio said. On Tuesday, Rubio's group conducted a massive misting operation in Sitio Lumiyap, Barangay Divisoria, one of the barangays with high dengue cases. Meanwhile, Dr. Dulce Amor Miravite, city health officer, said the most affected age group remains to be the zero to 9-year-olds with 1,487 cases and the 10 to 19-year-olds with 911 cases. Miravite said the barangays of Pasonanca and San Roque are currently being closely monitored after having been identified to be hotspot areas. Hotspot areas are defined as areas with a clustering of cases with increasing numbers in two consecutive weeks. On the other hand, Barangays Calarian, Tumaga, and Putik currently have a clustering of cases, which is defined as three or more cases in a barangay for four consecutive weeks. Miravite said other villages under monitoring for increasing dengue cases are Limpapa, Calabasa, Boalan, La Paz, Tolosa, and Mangusu. (PNA) }

Omar Bin Harun, alias Airola-Adjustable(Photo courtesy of SPD) MANILA -Operatives of the Southern Police District (SPD) have arrested an Abu Sayyaf Group (ASG) member involved in the 2001 Lamitan siege at the Ninoy Aquino International Airport (NAIA) Terminal 2 in Pasay City. In a statement sent to reporters on Friday, SPD Director, Brig. Gen. Jimili Macaraeg, said the suspect, Omar Bin Harun, alias Airola-Adjustable, 52, currently residing at Barangay Kasanyangan, Zamboanga City, arrived Tuesday afternoon from Malaysia using a Malaysian passport under the name of Omar Bin Harun. Airola-Adjustable was held up upon arrival for verification at the Office of the Bureau of Immigration (BI) Port Operation Center. During the custodial debriefing, it was revealed that the accused is a Filipino citizen and is using a Malaysian passport as a way to hide his real identity. According to the records of BI, Omar Bin Harun aka Ariola-Adjustable is listed in the Terrorism Screening Center (TSC) of the Federal Bureau of Investigation (FBI), thus the service of a warrant of arrest has been delayed, needing the lifting of exclusion from the Office of the BI Commissioner. The SPD requested the Department of Justice (DOJ) through Senior Deputy State Prosecutor Peter Ong, the identification of Airola-Adjustable by one of his victims who is under the custody of the Witness Protection Program. Macaraeg said the victim-witness positively identified Airola-Adjustable through a photograph and issued a sworn statement that indeed he is one of her abductors when they were with other Jehovah's Witness in August 2002. Harun was the fourth member of the ASG under the leadership of Radullan Sahiron arrested by SPD aside from Taupik Galbun alias Pa Wahid, Saik Galbun alias Pa Tanda, and Dumayag Alih alias Abu Cola, who were all arrested in Taguig City in July 2021 and February of this year. "SPD, in coordination with other law enforcement agencies, is conducting a thorough investigation and intelligence gathering to determine the reason for his (Harun) return to the country considering he is a fugitive wanted by law", Macaraeg said. (Photo courtesy of BRP-Malamawi) ZAMBOANGA CITY - Personnel of the Philippine Coast Guard (PCG) on Thursday rescued six people aboard an inoperative motorboat in the waters off Basilan province. Commodore Luisito Sibayan, Coast Guard District Southwestern Mindanao (CGDSWM) commander, said the victims were rescued in the vicinity waters off Little Coco Island, Akbar, Basilan. Sibayan did not release the identities of those rescued, except that they comprised three adults and three minors who were rescued by the crew of BRP-Malamawi (FPB-2403). He said BRP-Malamawi was traversing the vicinity waters off Sibago Island, Basilan when its crew saw a motorboat that was stalled for approximately two hours with six people aboard. "Immediately, they (BRP-Malamawi crew) rescued the passengers and provided them with necessary assistance," Sibayan said in a statement. He said the motorboat operator disclosed that they departed Basilan and were on their way to Sacol Island, Zamboanga City, when they encountered engine trouble, causing the motorboat to be "dead in the water." He said the BRP Malamawi towed the distressed motorboat to the port of Zamboanga City for repairs. The rescued passengers were turned over to the CGDSWM for a medical checkup. (PNA) }

Comelec eyes review of campaign rules amid eased restrictions

(Photo courtesy of Comelec) MANILA - The Commission on Elections (Comelec) is looking to review the poll campaign rules to coincide with the government's alert level classifications being implemented in the country. Comelec acting chairperson Socorro Inting made the remark in response to complaints of some candidates, particularly on the prohibition in taking selfies and giving handshakes. "Yes, we are aware of these complaints of some candidates. Maybe we will review our rules. Now there is a possibility that we will be downgraded to alert level 1, so maybe we will review our rules soon for the campaign to be consistent with the alert level," Inting said in a press briefing after the signing of a memorandum of agreement (MOA) between the poll body and Vote Pilipinas in Manila on Wednesday. Comelec Resolution 10732, issued in November last year, sets rules and regulations on the poll campaign under the new normal due to the Covid-19 pandemic. The resolution added that in-person campaigning is allowed in areas under Alert 1, 2, and 3 but candidates or their campaign leaders must be accompanied only by a maximum of five staff members under Alert Level 2 and three staff members under Alert Level 3. No limit on the number of accompanying staff members for candidates is implemented under Alert Level 1. In-person campaigning is not allowed in areas under Alert Levels 4 and 5. The resolution also prohibits handshakes, hugs, kisses, going arm-in-arm, or any action that involves physical contact among the candidate, their companions, and the public under all alert levels. It has also prohibited taking selfies, photographs, and other similar activities that require close proximity between the candidate and their companions, and the public. The distribution of food and drink and anything of value is also prohibited. Meanwhile, Comelec spokesperson James Jimenez said there is a process in dealing with campaign violations. "But when it comes to enforcing it and of course the violations we have a due process there and that will be handled," he added. Except for Iloilo City, Iloilo Province, Guimaras, Zamboanga City, Davao De Oro, Davao Occidental, and South Cotabato which have been placed under Alert Level 3, Metro Manila and the rest of the country are under Alert Level 2 until the end of February. Meanwhile, Inting said the partnership between the Comelec and Vote Pilipinas aims to entice more people to vote in the May polls. "On the behalf of the Comelec, I would like to extend my special gratitude to vote Pilipinas for being the official voter information campaign partner of the Commission on Elections. The new numerous support and initiative extended by your organization to the Comelec in various preparatory stages of the election are truly commendable," she said. Granular lockdown areas down to 319: DILG

DILG Secretary Eduardo Ano (Presidential photo) MANILA - The number of areas placed under granular lockdown has decreased to 319 as the country continues to improve its coronavirus disease 2019 (Covid-19) situation. Speaking to President Rodrigo R. Duterte during the Talk to the People briefing Monday night, Department of the Interior and Local Government (DILG) Secretary Eduardo Ano reported that the number decreased by almost half from 605 areas last week. "From 210 barangays last week, the number of barangays affected by granular lockdowns has dropped to 153. From 744 affected households, we only have 355. Only 499 individuals have so far been affected," Ano said. He added that the number of places under granular lockdown is expected to drop as the government is intensifying its vaccination drive. The Cordillera Administrative Region (CAR) still has the highest number of areas under granular lockdown with 176, followed by Ilocos Region with 97; National Capital Region, 22; Cagayan Valley, 19, Mimaropa, four and the Zamboanga Peninsula, one. Meanwhile, the Philippine National Police (PNP) on Tuesday backed the Inter-Agency Task Force for the Management of Emerging Infectious Diseases' (IATF) decision to retain Alert Level 2 in Metro Manila from February 16 to 28. In a statement, PNP chief, Gen. Dionardo Carlos said the decision will help sustain the momentum of the improving Covid-19 situation in the region. "Downgrading to the most lenient, Alert Level 1, can lead to complacency. It is practical to impose enough restrictions so the public will still be bound to adhere to stricter health protocol," he added. Carlos said the move is also appropriate to control gatherings that have been observed in the past days following the start of the campaign period for national candidates in the May 9 elections. (Photo courtesy of NFWM) ZAMBOANGA CITY - Operatives of the Naval Forces Western Mindanao (NFWM) have seized some PHP9.7 million worth of smuggled cigarettes off Sulade Island in Parang, Sulu province, a top NFWM official disclosed Monday. In a statement, Rear Adm. Toribio Adaci Jr., NFWM commander, said the smuggled cigarettes were intercepted and seized Saturday some 8.4 nautical miles northwest of Sulade Island of Parang municipality. Adaci said navy men aboard Multi-Purpose Attack Craft (BA489) were conducting maritime patrol while en route to Tawi-Tawi when they chanced upon the two "jungkong-type" watercraft - MB Fatima Shaina and MB Ameera - carrying the contraband. MB Fatima Shaina was skippered by Abdulhain Abdurahim, with crewmen Sharif Jinnol; Ajal Frede Sali; and, Mudjasam Salahuddin. On the other hand, MB Ameera was skippered by Rasul Kulayan with three crewmen identified as Eddie Mustala Albasir, Alkam Abdurajik Lajid, and Ridzmar Tapdi Kalim. Adaci said the two watercraft were loaded with 278 master cases of smuggled cigarettes with an estimated market value of PHP9.7 million. He said the watercraft, together with its cargoes, were escorted to the Majini pier of Naval Station Romulo Espaldon, home of the NFWM headquarters in this city for proper disposition. "Upon arrival at Naval Station Romulo Espaldon, NFWM, Zamboanga City, the apprehended personalities were given medical attention by personnel from Camp Navarro General Hospital," Adaci said. A K9 unit of the Philippine Drug Enforcement Agency was invited to check for the possible presence of illegal drugs among the boxes of smuggled cigarettes in the presence of officials from the Bureau of Customs (BOC), and the Philippine Coast Guard. Adaci said the apprehended personalities and the contraband along with their boats were turned over to the BOC for appropriate legal action. (PNA) }
