SALEM When is a driveway no longer a driveway and why can’t a resident still park there if there’s no longer a garage and no street parking available?
Those are some of the questions the Rules and Ordinances Committee grappled with Wednesday night in a discussion about residential parking.
No decisions were made, but the committee plans to reconvene on the issue at 6 p.m. April 14 after researching how many neighborhoods in the city may be affected by any action.
Councilwoman Cyndi Baronzzi Dickey, who chairs the committee, said the issue came up after someone complained about a building project on Southeast Boulevard. When the zoning officer checked the residence, he found that the homeowner was enclosing the garage to create additional living space in the house and never got a permit. ....

Committee backs honorary name for section of West Second St. | News, Sports, Jobs

SALEM A council committee is recommending the additional honorary name of Howard Tibbs Way for West Second Street from North Ellsworth to Jennings Avenue.
West Second Street will remain West Second Street, but Councilman Steve Faber said signs will designate that section of street as Howard Tibbs Way to honor the late Salem native who was a member of the Tuskegee Airmen during World War II. “He was quite accomplished and served his country well,” Faber said.
The Streets, Alleys and Sidewalks Committee of city council agreed Tuesday to forward the proposal to all of city council for consideration, with the source of funding for the three double-sided signs needed at the intersections and the style to be determined. ....

SALEM Mayor John Berlin said Salem’s outlook for 2021 looks hopeful, with the release of the COVID-19 vaccine, businesses reopened and the unemployment rate going down.
Berlin delivered the message of hope during his annual State of the City address Tuesday night, reading from a 12-page document outlining the activities of the various city departments, city finances and economic development in 2020.
Throughout the report, the presence of the pandemic was evident as he talked about events cancelled, a drop in city income tax receipts, the increased activity of the city health department and purchases made courtesy of the Coronavirus Aid, Relief and Economic Security (CARES) Act. ....

Only two levy renewals and one liquor option will appear on the ballot.
Voters in Unity Township will vote on the renewals of a five-year 1.5-mill levy for the fire department and a five-year 2-mill levy for the road department.
Voters in the Salem 2-A precinct will vote on whether or not the Sunday sale of alcohol will be permitted at the Suburban Market on New Garden Avenue.
Also, only 14 partisan candidates, most of them incumbents, filed for candidacy by the Wednesday deadline, meaning the majority of the Nov. 2 general election ballot spots will be filled by candidates who identify as independents or will remain empty on election day. ....

Utilities board goes over sewer rate hike proposals | News, Sports, Jobs

SALEM City Utilities Commission members said they’ll review recommended sewer rate increases over the next few months before taking any action.
Whatever they decide, Salem City Council members will have final say on whether to increase the sewer rates.
The sewer rates have not been touched since 1995 that’s 25 years while the cost of doing business and complying with state mandates have continued to rise every year.
A study by the Rural Community Assistance Partnership (RCAP) said the city should enact a $13 per customer increase on the monthly minimum sewer bill and a 2.10 percent increase to the monthly sewer usage rate this year. The study also recommended a $5 per customer increase to the monthly minimum sewer bill and 2.10 percent increase to the monthly sewer usage rate for each additional year through 2025. ....
