AS HAS been the custom over the past few years, President Cyril Ramaphosa addressed the ever-increasing corruption in South Africa in his State of the Nation Address on February 11 and labelled it as one of the greatest impediments to South Africa’s growth and development.
Although he stressed the importance of giving urgent attention to this problem and believed that South Africa has made significant progress in fighting corruption, most efforts, such as the investigations by the Special Investigating Unit, the Special Tribunal and the Judicial Commission of Inquiry into Allegations of State Capture, are post-hoc and occur after the corruption has taken place and the money has been spent.

If you haven’t been looking, you might have missed the utter shock and perhaps trepidation with which Deputy Chief Justice Raymond Zondo uttered the words, “it’s almost as if there is no government”. He was leafing through a damning affidavit, drafted, but ultimately not signed, by the former Auditor-General Kimi Makwetu in which he spelt out how irregular expenditure at the Passenger Rail Agency of South Africa had skyrocketed from less than a billion to more than R23-billion in a few short years.
The evidence from Makwetu, delivered posthumously and in the cold-hard accuracy we came to associate with his annual reports, is that not only is the executive arm of the government in a shambles, parliamentary oversight is all but dead and buried. The reality of two arms of state limping, captured, a joke.

It was the year Covid-19 upended our lives. But 2020 was also characterised by public anger over corruption around the procurement of personal protective equipment (PPE) and the massive waste of scarce public funds meant for Covid-19 care. 
Yet, despite the furore surrounding the Gauteng Health Department’s abuse of money, it seems that officials from other departments were undeterred. We now know that the Gauteng Education Department spent vast amounts on “sanitising schools”, using deep cleaning and decontamination services that were not warranted or recommended. This was done with no executive oversight of the levels or suitability of the spending and no apparent trepidation on the part of officials involved. For several months at least they kept ratcheting up the bills like a chronic gambler – until someone pointed out they had spent more than R400-million.

JOHANNESBURG – The State Capture Commission said that the deaths of former Auditor-General Kimi Makwetu and Minister in the Presidency Jackson Mthembu were tragic for the inquiry as they were both key witnesses.
Evidence leader Advocate Alec Freund said that they had cooperated with the commission extensively on parliamentary oversight but Makwetu passed before he could sign his affidavit.
