Lincoln University police academy works to prepare Black candidates


At a time when police departments are in need of more diversity, a historically Black college is stepping up to funnel more Black people into the pool of candidates.West Baltimore-native Tyrese Davis, 22, is part of the inaugural class of the new Lincoln University of Missouri's Law Enforcement Training Academy. He said he wants to be a police officer who brings change."I just want to help people," Davis said.Davis said he wants to change the way people see police."I know a lot of people in America, a lot of young Black males think that if they get pulled over, they're automatically going to get locked up, or are automatically going to get a ticket, or automatically going to die. That's how America sees policing right now," Davis said.Gary Hill is the chief of police at Lincoln University of Missouri in Jefferson City, Missouri, and is the director of the Lincoln Academy, which he started. The program is the first of its kind at a one of the nation's historically Black colleges and universities. At first, he didn't think they would have much interest."We didn't think that we would because of the current atmosphere of the nation," Hill said.Of 11 recruits who signed up, there were students in majors of criminal justice, business and sociology, as well as a few non-traditional students who wanted to attend the academy. In most cases, an officer candidate has to be hired first to go to an academy. Graduates of Lincoln Academy can work at any department so long as they meet the requirements. Lincoln's graduates have been hired in places like in Arizona and Kansas. Hill wanted to provide a diverse pool of candidates for police departments."The need is not just diversity of skin color, but for the diversity of thought, so that getting other people that don't look like you in your agency kind of helps you with some of the people that we serve that live in your community because you see things from a different angle," Hill said.Hill uses recent incidents involving police as teachable moments, including the killing of George Floyd, the fatal shooting of Daunte Wright this week in Minnesota and the treatment of Army Lt. Caron Nazario during a traffic stop in Windsor, Virginia."We talked about this one just the other day that happened up in Minneapolis, where, once he was out of the car, get those handcuffs on him and control the situation, that would never have happened," Hill said.Davis said Hill is teaching him the best weapon an officer has is their brain to de-escalate situations and treat others with respect."What I learned in the academy is your best police work is handled while your gun is in your holster, her holster. Therefore, you can handle a situation a lot differently and have a whole different outcome if your gun is in your holster and you use your words," Davis said. "If you give off a professional view, they won't take it that far where they're either running or pulling a gun on you, if you just present yourself professionally."When asked a hypothetical question about making traffic stops, Davis said, "When I pull up to the car, I want them to realize that they're safe and I'm here to protect them and protect others ... I want them to think I'm here to help you. I'm not here to mean violence."
