The balance of government power. Tuesdays midterm elections put republicans in control of the senate for the first time in eight years and allowed the gop to expand its majority in the house. The republican takeover in congress has added president obama to the list of secondterm president s, including ronald reagan, bill clinton and george w. Bush who all spent their last two years in office with a congress in which both houses were dominated by the opposing party.
