Horses ach years to have fallen through. This picture shows why people are so concerned. The horses are in plain view in a pasture on a busy road. Their condition triggered many complaints. David louie is live in morgan hill. The owner of the horses says hes abiding by requests to take good care of the horses. However, neighbors complain this has been going on for months the horses are thin, appear to be craving good feed. Several horses have ribs showing. Some could be 100 pounds under weight.
