Arrest records indicate 32-year-old Justin Brown, a resident of the Iowa Lodge on The Coralville Strip, was having trouble driving out of the Iowa Memorial Union parking ramp just after 11:45 Saturday night. Passersby on the Ped Mall alerted Iowa City Police that a man appeared to be passed out in a pile of vomit at the bottom of the stairs just inside the locked Hall Mall entrance just before 10:15 Friday night.
