Reached a conclusion. He should have reached a conclusion. The opinion says you cannot indict a president while in office. But he could have reached a decision as to whether it was criminal activity. But he had his reasons for not doing it. By saying mueller could have reached a decision on criminal activity barr is misleading. He is leading people to believe that if mueller had found criminal activity he would have said so. But theres explicitly not the case.
