Look at the flag in center city. Thats going to be the case for most of the day. The northwesterly winds bringing some cold air. Its a steady wind at 10 miles an hour in northeast philly and trenton. A bit stronger in redding a 20mileanhour wind there. 20 degrees in philadelphia but factor in the wind and it feels like 9 degrees in the city. 0 in lancaster. 10 degrees below 0 in the pocono mountains.
