“โรม” ชวนจับตา “ไพบูลย์” ตั้งคณะทำงานย่อยสอดไส้ร่างรัฐธรรมนูญ ลักหลับดันฉบับกลายพันธุ์ตกวาระ 1 ไปแล้วกลับมาใหม่ "ก้าวไกล" ขอค้านรับไม่ได้แก้ตามใจชอบคนบางกลุ่ม
เมื่อวันที่ 3 ส.ค. นายรังสิมันต์ โรม ส.ส.บัญชีรายชื่อ พรรคก้าวไกล โพสต์เฟซบุ๊กระบุว่า จับตา กมธ. รัฐธรรมนูญ เมื่อประธานไพบูลย์ ปิ๊งไอเดียตั้งคณะย่อยรวบรัดงาน หวังลักหลับสอดไส้ร่างที่ตกไปแล้วเร่งส่งสภาใน 10 วัน โดยระบุว่า วันพรุ่งนี้ 4 ส.ค. คณะกรรมาธิการแก้รัฐธรรมนูญเรื่องระบบการเลือกตั้งจะกลับมาประชุมกันอีกครั้ง แต่ก่อนอื่นตนต้องแจ้งให้กับพี่น้องประชาชนทราบว่าขณะนี้มีความพยายามที่จะตั้ง “คณะทำงาน” ชุดย่อยขึ้นมาอีกชุดหนึ่งเพื่อรวบรัดกระบวนการพิจารณา โดยเป็นความริเริ่มจากประธานกรรมาธิการนายไพบูลย์ นิติตะวัน จากพรรคพลังประชารัฐ
นายรังสิมันต์ ระบุว่า ในการประชุมครั้งล่าสุดก่อนหน้านี้ วันที่ 6 ก.ค. ที่ประชุมยังคุยค้างกันอยู่เลยว่าแนวทางการทำงานจะเป็นอย่างไร อำนาจหน้าที่ในการพิจารณาของกรรมาธิการมีมากน้อยเพียงใด การแก้ไขเพิ่มเติมให้เป็นไปตามหลักการของร่างฉบับประชาธิปัตย์ที่ผ่านวาระแรกเข้ามาจะแก้ได้มากน้อยแค่ไหน ซึ่งภายในคณะกรรมาธิการเองก็ยังเห็นไม่ตรงกัน ยังหาข้อสรุปในคราวนั้นไม่ได้
นายรังสิมันต์ ระบุต่อว่า แต่นายไพบูลย์กลับตัดบทเสนอจะให้ตั้งคณะย่อยขึ้นมายกร่างข้อเสนอแก้รัฐธรรมนูญให้เสร็จกันภายใน 5 วัน แล้วเอามาให้กรรมาธิการลงมติในวันที่ 10 ส.ค. ให้เสร็จภายในวันเดียว เพื่อที่จะส่งสภาใหญ่ให้ได้ในวันที่ 13 ส.ค. เรื่องระบบการเลือกตั้งนั้นเป็นเรื่องที่สำคัญอย่างยิ่ง เพราะเกี่ยวข้องกับการใช้สิทธิออกเสียงของประชาชนผู้มีสิทธิเลือกตั้งกว่า 51 ล้านคนทั่วประเทศ อันที่จริงสมควรให้ประชาชนได้มีส่วนร่วมแสดงความคิดเห็นด้วยซ้ำว่าควรแก้ระบบเลือกตั้งเป็นอย่างไรจึงจะสะท้อนเจตนารมณ์ของพวกเขาได้ดีที่สุด (ซึ่งคณะกรรมาธิการชุดนี้ก็ไม่ได้ทำ) หรืออย่างน้อยตามที่นายธีรัจชัย พันธุมาศ ส.ส.บัญชีรายชื่อ กรรมาธิการ จากพรรคก้าวไกลอีกท่านหนึ่งได้กล่าวไว้ว่าการแก้รัฐธรรมนูญรอบนี้มีเพียง 2 มาตราเท่านั้น ก็ควรให้กรรมาธิการทั้งคณะได้ทำหน้าที่แสดงความเห็นในรายละเอียดให้รอบด้านโดยไม่ต้องไปตั้งคณะย่อยเพิ่มอีก
“แต่ปรากฏว่าคุณไพบูลย์ตัดสินใจมาเรียบร้อยเรื่องจะตั้งคณะย่อย โดยที่กรรมาธิการหลายท่านรวมถึงจากพรรคก้าวไกลทั้ง 3 คนไม่เคยร่วมรับรู้และเห็นชอบมาก่อน แสดงอาการลุกลี้ลุกลนขนาดนี้ย่อมเกิดข้อกังขาถึงความมีลับลมคมใน ย่อมเกิดความเคลือบแคลงสงสัยว่า นี่คือการลักหลับเพื่อฉวยโอกาสสอดไส้เนื้อหาบางอย่างเข้ามาผ่านช่องทางคณะย่อยหรือไม่ ตนสังหรณ์ใจว่าเมื่อเปิดให้มีการตั้งคณะย่อยไปทำงานกันเองแล้ว สิ่งที่ได้กลับมาจะเป็นร่างแก้รัฐธรรมนูญแบบกลายพันธุ์ที่ไปเอาเนื้อหาแบบเดียวกับร่างฉบับที่ตกไปแล้วในวาระที่ 1 กลับเข้ามาอีกครั้ง ซึ่งหากเป็นเช่นนั้นก็เท่ากับไม่เคารพในกระบวนการสภา ทำให้ที่เคยพิจารณารับหลักการกันมาไม่มีความหมายอะไรเลย” นายรังสิมันต์ ระบุ
นายรังสิมันต์ ระบุต่อว่า ด้วยเหตุนี้ทั้งตนและพรรคก้าวไกลจึงไม่อาจยอมรับได้ และขอคัดค้านทั้งความพยายามลักหลับตั้งคณะย่อยมารวบรัดการแก้รัฐธรรมนูญในเรื่องสำคัญ และความพยายามสอดไส้เนื้อหาการแก้รัฐธรรมนูญที่ตกไปแล้วกลับมา เราไม่สามารถยอมให้กระบวนการแก้กฎหมายสูงสุดของประเทศและแก้ระบบในการใช้สิทธิออกเสียงขั้นพื้นฐานที่สุดของระบอบประชาธิปไตยถูกกระทำตามใจชอบของใครบางคนบางกลุ่มได้.

INEC Fixes June 26 For LG Election In Jigawa

Jigawa State Independent Electoral Commission (JISIEC) has fixed 26th June for the 2021 local councils election across the state.
The Chairman of the Commission Mr. Adamu Ibrahim who confirmed this at the stakeholders meeting held on Tuesday, in Dutse the state capital.
According to him, the selling of the nomination forms would commence on 12th May, while the verification of candidates would be conducted from 13th to 27th May 2021.

“The Commission has concluded the necessary arrangements to conduct the 2021 Local Government Councils elections by its mandates under sections 10 (1) and 64 (1) of JISIEC law Cap.” Mr. Adamu said.
