Fairfield City Council Recap from 3/14

The Fairfield City Council met last night for their first March meeting. Alderman unanimously passed an ordinance raising the monthly yard waste fee to $10.00. The raise will result in the Street & Bridge Dept. picking up couches, mattresses, chairs, etc. that would previously not be picked up and may sit by the street for an extended period of time. The matter was discussed at length and in the end it was determined that this would be the best avenue to clean up the city. No electronics, paint or building materials will be picked up. During the Public Comment portion of the meeting, Fairfield resident Sheryl Eckleberry voiced her opposition to the fee increase. The council unanimously approved a $10,000 expenditure for the annual Fireworks Display. The Recreation Fund will provide an additional $5,000 for the display. A tentative date for the fireworks was set for July 1, with a final date to be approved at a later meeting. Aldermen approved entering into an Engineering Agreement with Conner & Conner for a proposed sidewalk project for Frontier Community College. The sidewalk would run from the Bobcat Crossing Student Housing to the Bobcat Den and would be located on the south side of the street. The college will be providing assistance with the cost of the project. Fairfield Resident Mariann Brownson addressed the council regarding sidewalk deterioration in her area, She provided each alderman with a piece of one of the deteriorated sidewalks along with photos. No council action was taken. Street closings were approved for the following: Feed My Sheep for the 100 block of SW 3rd St. from 5pm to 9pm on May 12 Not Your Ordinary Church for the 100 block SE 2nd St. from 1pm to 11pm on June 3 The city's financial picture did not improve in February with February Expenses at $1,780,092,00 while Revenues were at $1,684,135.00 resulting in a monthly loss of $93,957.00. February Payroll was $308,499.00, Gaming Income was $13,444.00, and Sales Tax Income was $139,613.00. The meeting began with Mayor Gary Moore reading a proclamation designating this week as Girl Scout Week in Fairfield, Several Girl Scouts and Leaders were in attendance for the presentation.

Fairfield City Council Recap from 2/14

The Fairfield City Council met Tuesday evening, with newly appointed alderman Allen Marsh absent. The council unanimously approved a TIF Agreement with the Wayne County Fairgrounds in the amount of $27,500. The funds will be used to help pay for a major electrical project on the grounds that will result in parking spots for 63 campers. The TIF Committee had previously approved the expenditure. A bid of $379,041 was unanimously approved for Howell Paving to complete the connector roads project, which is associated with the upcoming resurfacing of Main and Delaware. The council earmarked TIF funds to pay for the project last year. Mayor Moore stated that he expects bid opening for the Main and Delaware project to occur around March 10. They are hopeful the work can be completed this summer. An Engineering Agreement with Conner & Conner was approved for several street projects in the city. Those streets to be addressed are: Airport Road East Court St. NW 6th St. College St. Motor Fuel Tax funds will be used to finance the street projects. The council unanimously authorized Mayor Moore to make purchases related to the upcoming Eclipse 2024. This will permit goods or services to be purchased in a timely fashion and not have to wait for a council meeting for approval. The purchases are limited to $1,000 and limited to $10,000 per vendor. Approval from the Recreation Committee will also be required. The mayor stated that he had received a letter from the USDA regarding the Lakeside Lake project. The letter stated that they were moving forward with seeking engineering input for the project. The mayor also updated attendees on the water tower construction taking place on NW 7th St. Mayor Moore provided a bleak summary of the city's financial picture, with cash flow last month at (-130,162.00). The city's payroll last month stood at $316,533, the city received $12,886 in gaming revenue and $132,624 in Sales Tax dollars. The mayor said that each city department will be examining their expenditures for the upcoming fiscal year in hopes of alleviating some of the financial pressure the city is experiencing.
