Outlook for This Week in the Nation’s Capital Congress.  The House and Senate are both in recess this week. When the Senate returns next week, it will hold a procedural vote on a bill to codify the right to same-sex marriage. The House’s legislative schedule for next week has not yet been announced but Congress will be focused on passing government funding, the National Defense Authorization Act, and a host of other lingering priorities in December.
