本次进一步完善分时电价机制的最大亮点，就是合理拉大了峰谷电价价差，这为引导电力用户削峰填谷、促进储能加快发展释放了清晰强烈的价格信号。
7月29日，国家发展改革委发布《关于进一步完善分时电价机制的通知》，对现行分时电价机制作了进一步完善，包括优化峰谷电价机制、建立尖峰电价机制、建立健全季节性电价机制和丰枯电价机制、明确分时电价机制执行范围、建立动态调整机制以及加强与电力市场的衔接等。
发改委有关负责人指出，近年来，我国能源消费结构快速变化，用电负荷对气温变化更加敏感，电力系统负荷夏、冬两季尖峰化特征日益突出。据统计，各地夏季最热、冬季最冷时段的全年累计时间普遍低于60个小时，但对应的尖峰电力需求可较平时高出1亿千瓦以上，保障电力系统安全稳定运行面临更大挑战，去年以来部分地方已不得不实施有序用电。
该负责人表示，进一步完善分时电价机制，特别是优化峰谷电价机制、出台尖峰电价机制，有利于充分发挥电价信号作用，引导用户错峰用电，尽可能少地启动有序用电，保障电力系统安全稳定运行，降低经济社会运行成本。
同时，进一步完善分时电价，特别是合理拉大峰谷电价价差，有利于引导用户在电力系统低谷时段多用电，并为抽水蓄能、新型储能发展创造更大空间，这对促进风电、光伏发电等新能源加快发展、有效消纳，着眼中长期实现碳达峰、碳中和目标具有积极意义。

六方面完善现行分时电价机制
《通知》主要从六个方面对现行分时电价机制作了进一步完善：
一是优化峰谷电价机制。要求各地结合当地情况积极优化峰谷电价机制，统筹考虑当地电力供需状况、新能源装机占比等因素，科学划分峰谷时段，合理确定峰谷电价价差，系统峰谷差率超过40%的地方，峰谷电价价差原则上不低于4:1；其他地方原则上不低于3:1。
二是建立尖峰电价机制。要求各地在峰谷电价的基础上推行尖峰电价机制，主要基于系统最高负荷情况合理确定尖峰时段，尖峰电价在峰段电价基础上上浮比例原则上不低于20%。可参照尖峰电价机制建立深谷电价机制。
三是建立健全季节性电价机制和丰枯电价机制。要求日内用电负荷或电力供需关系具有明显季节性差异的地方，健全季节性电价机制；水电等可再生能源比重大的地方，建立健全丰枯电价机制，合理确定时段划分、电价浮动比例。
四是明确分时电价机制执行范围。要求各地加快将分时电价机制执行范围，扩大到除国家有专门规定的电气化铁路牵引用电外的执行工商业电价的电力用户；对部分不适宜错峰用电的一般工商业电力用户，可研究制定平均电价，由用户自行选择执行。
五是建立动态调整机制。要求各地根据当地电力系统用电负荷或净负荷特性变化，参考电力现货市场分时电价信号，适时调整目录分时电价时段划分、浮动比例。
六是加强与电力市场的衔接。要求电力现货市场尚未运行的地方，电力中长期市场交易合同未申报用电曲线或未形成分时价格的，结算时购电价格应按目录分时电价机制规定的峰谷时段及浮动比例执行。
合理拉大峰谷电价价差
谈及现行分时电价机制存在的问题，发改委有关负责人指出，当前，我国新能源装机规模不断扩大，电力消费结构加快变化，用电负荷呈现冬夏“双高峰”特性，电力生产侧与消费侧双向大幅波动，保障电力安全经济运行面临更大挑战，对进一步完善分时电价机制提出了迫切要求。
各地现行分时电价机制已实施多年，在形势明显变化后，存在时段划分不够准确、峰谷电价价差仍有拉大空间、尖峰电价机制尚未全面建立，以及分时电价缺乏动态调整机制、与电力市场建设发展衔接不够等问题，需要适应形势变化进一步完善。
因此，该负责人指出，本次进一步完善分时电价机制的最大亮点就是合理拉大了峰谷电价价差，这为引导电力用户削峰填谷、促进储能加快发展释放了清晰强烈的价格信号。合理的峰谷电价价差，对发挥电价信号作用、引导电力用户削峰填谷非常关键。
该负责人表示，此次完善，对合理设定峰谷电价价差提出了优化峰谷电价机制、建立尖峰电价机制两方面的要求。既可确保电力系统峰谷差大、安全稳定运行保障难度大的地方，能够形成有效的峰谷电价价差，引导用户在高峰时段少用电、在低谷时段多用电，并为抽水蓄能、新型储能等系统调节能力加快发展提供更大空间，促进新能源的生产和消纳。同时，也兼顾到了系统峰谷差相对小的地方的实际情况，避免不必要的拉大峰谷电价价差影响用户正常用电。
完善分时电价对企业、居民影响几何？
今年6月，中国政府网曾公开国家发展改革委答网民关于“建议完善居民阶梯电价制度，鼓励城乡居民多用清洁的电力资源”的留言。
发改委在回复中指出，长期以来我国试行较低的居民用电价格，居民电价较大幅度低于供电成本，是因为工商用户承担了相应的交叉补贴。与国际上其他国家相比，我国居民电价偏低，工商业电价偏高。
而此次进一步完善分时电价机制，对企业、居民用电又有何影响呢？
发改委有关负责人介绍，由于合理拉大了峰谷电价价差，高峰时段的电价会有所上调，低谷时段的电价会有所下调，能够错峰用电、在低谷时段多用电的用户用电成本会下降，在高峰时段用电的用户用电成本会有所上升，即需要承担高峰时段增加的供电成本，这符合“谁受益、谁承担”的原则。考虑到部分商业用户错峰用电难度大，同时明确对部分不适宜错峰用电的一般工商业电力用户，各地可研究制定平均电价，由用户自行选择。
该负责人指出，分时电价机制的实施，可有效减少一些不必要的输配电、发电资源投入，提升电力系统运行效率和经济性，有利于从总体上降低全社会用电成本。
对于居民用电价格，该负责人还表示，目前，有14个省份出台了居民峰谷电价政策，峰谷电价价差相对较小，一些地方仅设定平段电价和谷段电价，未设定高峰电价，且多数地方允许居民用户自行选择是否执行峰谷电价。总的看，此次进一步完善分时电价机制，对居民用电价格的影响较小。
值得注意的是，今年发改委已明确发文提出，“十四五”时期将持续深化电价改革。平稳推进销售电价改革，有序推动经营性电力用户进入电力市场，完善居民阶梯电价制度。
