It came about, the president looked at what the challenges were and things that had been addressed in the first seven years of his term and determined that there were a number of challenges that continued. Essentially what this was was a preparation of a transition memo for the next president. Jim clapper, the directorer of National Intelligence, has the last three or four years in each of his presentations to the congress, on what the major threats are facing the United States, has ranked cybersecurity number one. Its just not the case that the country has treated it as the number one threat. We have far more resources and emphasis and mind share and attention to counterterrorism, which is appropriate.
