The face and the shooter remains on the loose. Seth kelly was shot and wounded in a traffic stop on tuesday, hes scheduled to have more surgery. State police say kelly had to fight off the suspect in the right lane of 23. Trooper tried to tase the suspect and shoot at the trooper and hitting trooper kelly three times. Kellys quick thinking likely saved his life. He was able to pull it off his belt and applied it to one of his wounds, more than likely saved his own life.
