Expressway. There was water at this water main break gushing along 17th street. And the bridge there, water was gushing near 17th and callowhill, as well. Thats in the city Spring Garden neighborhood. The water department, they rush crews to the scene to make repairs, but the water has now turned to ice. Philadelphia police are now detouring traffic on the vine street expressway to the broad street exit. We will update the Road Conditions later this morning.
