Since 9/11, 23 terrorist plots against the U.S. have been foiled.Many of the individuals involved in these plots have been convicted and sentenced to time in prison for their participation. Americahas become a more difficult target for terrorists, but the threathas not diminished. Adjusting and strengthening U.S. securityefforts to conquer these changing threats will require Congress andDHS to work together.
