The outgoing President's possible reelection as Vice President may be questioned before the Supreme Court (SC) but there are limitations to do this, Integrated Bar of the Philippines (IBP) immediate past president Atty. Domingo Cayosa said Sunday.
Cayosa previously mentioned that there is no explicit provision in the 1987 Constitution that bars President Rodrigo Duterte from running as Vice President. Section 4, Article 7 of the Constitution says: "The President shall not be eligible for any re-election. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time."

President Rodrigo Duterte can run for vice president in the May 2022 elections since such a scenario is not expressly prohibited by the 1987 Constitution, the head of the Integrated Bar of the Philippines (IBP) said Friday.
“The Constitution does not explicitly prohibit a president from running for another office after his term as president. What it prohibits is a reelection,” IBP president Domingo Cayosa said.
“[There is] no express legal impediment.”
Former presidents Gloria Macapagal-Arroyo and Joseph Estrada were elected as Pampanga congresswoman and Manila mayor, respectively, after leaving Malacañang.
Cayosa’s statement comes after Duterte announced on Thursday that the public should consider him a candidate for vice president “at this time” amid calls from his party-mates in PDP-Laban to gun for the country’s second highest elective post.

The Integrated Bar of the Philippines (IBP) on Friday urged stakeholders to come up with a unified approach to protect the country’s interests in the West Philippine Sea.
In an interview on Balitanghali, IBP President Domingo Cayosa said government officials and other interested parties should “quietly talk behind the scenes” instead of highlighting their differences in a public debate.
“We believe it’s better to hold a dialogue rather than a public debate, which is just a clash of personalities,” he said.
“Instead of debating and promoting division, they should talk, exchange information and perspectives as well as help each other to come up with a unified approach.”

IBP: Community pantries should be replicated, not profiled

The Integrated Bar of the Philippines (IBP) on Wednesday backed the initiative of private citizens to distribute free food items and other essentials to the poor amid the COVID-19 pandemic.
In a statement, IBP president Domingo Cayosa said such an initiative should be praised and not be a subject of profiling by the authorities.
“No law is violated when one feeds the hungry and helps the needy survive in this pandemic. Community pantries should be praised, not profiled; replicated, not red-tagged; supported, not stopped,” he said.
Cayosa issued the statement following reports of alleged red tagging and profiling of some organizers by police officers in some parts of Metro Manila.

The Integrated Bar of the Philippines (IBP) has asked the government to include lawyers in the priority groups under the COVID-19 vaccination program.
In a letter to National Task Force Against COVID-19 chairman and Defense Secretary Delfin Lorenzana, IBP president Domingo Cayosa said lawyers should be part of the priority population group A4, which includes frontline personnel in essential sectors, uniformed personnel, and local officials.
“Courts and other tribunals as well as necessary physical contact between lawyers and their clients have been proven spreaders of the COVID-19 virus,” Cayosa said in a letter dated March 30.
