Senate reconstitutes panel to look into Marawi rehab progress

Kilala, Marawi City (Contributed photo) MANILA - The Senate has approved the reconstitution of a special committee that will manage the continuous rehabilitation of and compensation for Marawi that was destroyed by a five-month siege in 2017 when Islamic militants occupied the city. First constituted in the 17th Congress, the committee is tasked to provide full support, assistance, and cooperation to Task Force Bangon Marawi (TFBM). Senator Ronald dela Rosa will again lead the special committee, which he handled in the previous Congress. "Despite the time that has lapsed, the wounds are still fresh, and the memories of such destruction and chaos still haunt us today. Since then, pooled efforts from both the public and the private sector have been put together to rebuild the City of Marawi," Senate Majority Leader Senator Joel Villanueva said in his sponsorship speech on Monday. He also cited the accomplishments in the rehabilitation of Marawi City, referring to the July report of the Task Force Bangon Marawi, led by former Housing secretary Eduardo del Rosario, and the enactment of Republic Act No. 11696 or the Marawi Siege Victims Compensation Act of 2022. Senator Robinhood Padilla thanked Senate President Juan Miguel Zubiri for the assurance that he will bring it up at the first meeting of the Legislative-Executive Development Advisory Council (LEDAC). Padilla previously filed Senate Resolution No. 8 asking the Office of the Executive Secretary to conduct the vetting process for nominees who will compose the compensation board as provided by the law. "I will give my assurance bilang inyong Senate President na talagang ifa-follow up natin ito sa Executive. At sa unang LEDAC meeting po babanggitin ko po 'yan as part of our priority request sa Executive branch (I give my assurance as your Senate President to follow this up with the Executive Branch. At the first LEDAC meeting, I will mention this as part of our priority request to the executive branch)," Zubiri said in reply to Padilla. The Marawi rehabilitation efforts went full blast in July 2020, amid the onslaught of the Covid-19 pandemic, following the completion of the first phase of rehabilitation from November 2017 to October 2018. The first phase included emergency assistance such as the provision of water, food, clothing, and other basic necessities to displaced families in different evacuation centers, as well as the construction of temporary shelters for displaced families in the most affected area. The second phase includes debris management efforts and detonation of unexploded bombs within ground zero. Del Rosario said the rehabilitation in Marawi City is about 72 percent complete as of June. (Photo courtesy of BBM Facebook) MANILA - The appointment of entrepreneur Jose "Jerry" Acuzar as the new head of the Department of Human Settlements and Urban Development (DHSUD) will provide a "huge boost" to the housing sector. Assistant Secretary Melissa Aradanas, the Officer-in-Charge prior to Acuzar's appointment, said the DHSUD is optimistic that the secretary will improve further the human settlement policies and programs in the country. President Ferdinand "Bongbong" Marcos Jr. administered the oath of office to Acuzar at Malacanang on Friday. He succeeded Eduardo del Rosario, who las led the DHSUD since its inception in 2019. "With his long experience and successful background in the real estate industry, I am very optimistic that DHSUD is in good hands," Aradanas said in a text message on Sunday. Acuzar, who hails from Balanga, Bataan, is involved in several infrastructure projects in the country. He toiled as a cutter-welder in his older brother's iron workshop while completing a vocational course in drafting at the Bataan National School of Arts and Trades, now the Bataan Peninsula State University. He obtained his bachelor's degree in Architecture from the Technological Institute of the Philippines in Manila. Acuzar established the New San Jose Builders, Inc.,now one of the country's largest developers. "This success can undoubtedly be owed to the leadership and performance-based and hands-on management style of Secretary Acuzar," DHSUD said in a statement. Housing department assures unhampered operations

(Photo courtesy of DHSUD) MANILA - The Department of Human Settlements and Urban Development (DHSUD) assured unhampered operations in the housing sector despite impending personnel movement in the coming days. The DHSUD announced Friday that Assistant Secretary Melissa Aradanas would be the officer in charge under Memorandum Circular 1 from the Office of the President dated June 30, "Declaring Vacant Certain Positions in the Departments, Offices, Agencies and Bureaus in the Executive Department and Fixing Rules Therefore to Ensure Continuous and Effective Delivery of Service". Aradanas will perform and discharge the duties and responsibilities of DHSUD chief until July 31, or until a replacement has been appointed or designated, whichever comes first. To ensure the continuity of the DHSUD's services, she has convened the agency's management commitment to discuss all the existing programs and plans of the agency. Members of the committee were directed to craft a briefer on the housing sector's services and existing policies, which will be presented to President Ferdinand Marcos Jr. in the next Cabinet meeting. The briefer will be used to guide the next appointed heads and set a direction for the various programs and plans for the housing sector. Former DHSUD secretary Eduardo del Rosario previously expressed confidence that the agency's hard work would not go to waste and would be continued by the incoming leadership. Marawi rehab 'template for good governance': del Rosario

(File photo) MANILA - Outgoing Task Force Bangon Marawi (TFBM) chairperson Eduardo del Rosario on Wednesday said he will step down from his post with a sense of fulfillment over the rehabilitation process of the war-torn city which he described as a "template for good governance.". Del Rosario, also Secretary of the Department of Human Settlements and Urban Development (DHSUD), described his role as "challenging but fulfilling." "Spearheading Marawi's rehabilitation after the 2017 siege was truly challenging. However, it brought me a sense of fulfillment having accomplished such a Herculean task," he said in a statement. Del Rosario cited that the massive rehabilitation of Marawi City may have not succeeded without the support of TFBM's 56-implementing agencies and other partners. "Thank you for all your support, patience, and cooperation. The TFBM would not have done it without the support of the local government, the implementing agencies, partner organizations, and other stakeholders, most especially our Maranaw brothers and sisters," he said. Del Rosario is confident that the next generation of Maranaws (natives of Marawi City) will be reaping the benefits of TFBM's rehabilitation efforts. "The first two years may have been the most challenging period. I had to learn how to muster all the patience I ever could and remain determined because, at the end of the day, the rehabilitation of Marawi City is not about me - it's about you and the next generation of Maranaws. Doon ko itinuon ang direksyon ng proyektong ito, maging ngayon na matatapos na ang aking termino bilang (That is where I focused the direction of the project, even until now as I am at the end of my term as) TFBM chairman," he said. Aside from physical infrastructure projects and livelihood opportunities for people, TFBM earlier vowed that Marawi City residents can now have a more peaceful environment following the neutralization of the remnants of Daesh-inspired terrorists in Lanao del Sur. Del Rosario has repeatedly said the TFBM's rehabilitation initiatives will serve as a "template for good governance and pursuit to lasting peace" "Marawi City is close to finally getting back, if not surpassing, its former glory as the massive government-led rehabilitation now heads into the home stretch," he said, citing the effective cooperation among implementing agencies, Marawi local government unit, as well as the private sector, non-governmental organizations, and civil society partners throughout the rebuilding processes.
