Martin Phipps (center) shown in a holiday photo released by his law firm. High-profile attorney Martin Phipps, who was arrested Monday, is accused of harassing his then-wife to the point that she fled the country in fear for her life, KSAT reports, citing police documents.
Phipps, 51, whose firm represents Bexar County in its billion-dollar opioid suit, faces misdemeanor charges for telephone harassment of a woman to whom he was briefly married, according to arrest documents obtained by the TV station.

The Equal Employment Opportunity Commission’s (EEOC)
Fiscal Year (FY) 2020 Annual Performance Report (APR) shows a substantial decrease in the number of lawsuits filed by the agency. However, the APR shows a dramatic increase in the amount of monetary recoveries by the EEOC in litigation compared to FY 2019.
The EEOC notes that it continues to focus on efficiently processing new inquiries and claims and reducing its backlog of pending private sector charges. The agency also stresses its ongoing prioritization of education and outreach in the private sector. The report covers the period October 1, 2019, through September 30, 2020.
In total, the EEOC recovered $333.2 million in pre-litigation relief for those who work in the private sector and state and local government (down 4% from 2019), and an additional $106 million through its litigation efforts, nearly tripling its 2019 litigation total of $39.1 million. Many employers have established wellness programs to promote employee health and, in doing so, help counter the ever increasing costs associated with employer-sponsored health benefit plans. Often employers want to establish programs that provide employees with incentives to achieve certain health outcomes, such as smoking cessation or weight loss. Employers must exercise caution in creating such health-contingent wellness programs, which necessarily require employees to disclose health information, because the Americans with Disabilities Act (“ADA”) and the Genetic Information Nondiscrimination Act (“GINA”) prohibit medical inquiries unless there is a demonstrated business necessity or responding to the health inquiry is voluntary. ....

Biden Proposes $1.9 Trillion Spending Package
Last week, President Biden released a wide-ranging plan for combating the next medical and economic stages of the COVID-19 pandemic. His “American Rescue Plan” includes $400 billion for testing and vaccines, direct payments of $1,400 per eligible individual, and a $400/week unemployment benefit supplement extended through September. Congress authorized direct stimulus payments of $600 in December 2020. Biden’s proposal would add to that and increase to $2,000 the total direct financial assistance for eligible individuals.
