This Surveillance Video shows the same dogs cornering the teenager earlier in the day. Neighbors say the animals have en terrorizing the neighborhood for months. Where crews are investigating a hazmat situation. They say nearly 2 dozen people may have been exposed to a chemical and its making some of those people sick tonight.
