And what was interesting about it, i had a list of quotes from lisa jackson in 2011, Gina Mccarthy 2011, 2013, 2014, said they were never going to consider and in fact it wasnt allowed under the law to do a cap and trade scheme and then im looking at something that is strict cap and trade deem.
