Over 10K Albay residents join church-led prayer rally for Rosal

(Photo by Emmanuel Solis) LEGAZPI CITY - At least 10,000 Albayanos converged here on Monday from different parts of the province to express their support for embattled Governor Noel Rosal, who was disqualified by the Commission on Elections (Comelec) from the 2022 elections last week. Rosal's supporters shouting "Laban mo, Laban Ko, Laban ng mga Albayanos" in unison also held placards and tarpaulins during the Catholic Church-led prayer rally held at the Penaranda Park. Some messages inscripted read: "Albayanos, protect our votes," "Governor Rosal, tunay na (true) leader," "Tapat, matulungin, Rosal ang nagbigay ng tunay na pagbabago sa Probinsya ng Albay (Honest, helpful, Rosal, the one who brought real change to the province of Albay)," and, "We are one for Governor Rosal." In his message, Monsignor Ramon Tronquid of the Diocese of Legazpi (Albay) said "the characteristics in a democratic country is that the interest of the people will be a priority," adding that "there are institutions and no authorities can go beyond the interest of the people." He debunked insinuations of the church meddling in political affairs, saying, "It is true that the Catholic Church is not involved in political color; there is no color pink nor blue, red or any other colors, but we are here as one Albayano." Tronquid added that the landslide victory of Rosal against his rivals in the gubernatorial race last May 9 "was the final judgment of the Albayano." Rosal, formerly the mayor of this city, won in all the 15 municipalities and three cities of Albay, garnering more than 230,000 votes against his rivals. "We are here today to show to the people that our leader here in Albay is Governor Noel Rosal," Tronquid said. Renato Miranda Paz, one of the governor's supporters here, said Rosal's political opponents have resorted to "tactical schemes" to destroy his good track record in governance. The Comelec First Division issued a resolution disqualifying the governor for violating the 45-day ban on the release of public funds by government agencies for social welfare projects. The cash aid given to the senior citizens and tricycle drivers in March and April was part of the stimulus package of the city government for Legazpi residents who were heavily affected by the Covid-19 pandemic. Albay guv can file appeal until Sept. 24: Comelec

MANILA - Albay Governor Noel Rosal has five days or until Sept. 24 to file a motion for reconsideration on the decision of the Commission on Elections (Comelec) First Division granting the disqualification case filed against him by Joseph San Juan Armogila. Acting Comelec spokesperson John Rex Laudiangco said Tuesday the respondent on the disqualification case has five days upon receipt of the resolution of the Division, promulgated on Sept. 19, to appeal the decision. "Under Section 2 of Rule 19, Part IV of the Comelec Rules of Procedure, a motion to reconsider a decision, resolution, order, or ruling of a Division may be filed within five days from the promulgation thereof," he said in a statement. "This considering, as of writing, the Resolution is not yet final and executory, subject to the Rules of Procedure," he added. Given this circumstance, Laudiangco said they cannot remove Rosal yet from his post. "Technically what we are saying is that with the decision not having yet attained the status of being final and executory, the Commission cannot, as of this time, the requisite Certificate of Finality which is required prior to the issuance of a Writ of Execution to implement the resolution. To put it otherwise, we cannot yet remove him from office and implement the disqualification without a Certificate of Finality and a corresponding Writ of Execution," he added. On Monday, the First Division granted the period of Armogila for violating Section 261 (v) of the Omnibus Election Code. This stemmed from Rosal's alleged distribution of cash assistance to tricycle drivers and senior citizens sometime in April, ahead of the May 9 elections. Under the law, the release, disbursement, or expenditure of public funds within 45 days before any elections is prohibited. (PNA) }

Rosal to continue serving as Albay guv after DQ decision

In a statement released through his social media account, Rosal said the resolution of the Commission on Election's (Comelec) First Division is not yet final and executory. "We have five days from receipt or up to 24 September, to file a motion for reconsideration to the Commission En Banc," he said. "The decision, final order or ruling of the Comelec En Banc may be brought to the Supreme Court on Petition for Certiorari under Rule 65 about Rule 64 of the Rules of Court but becomes executory after five days if no restraining order is issued by the Supreme Court." Meanwhile, in an interview with the Philippine Information Agency (PIA) in Albay, Comelec Provincial Election Supervisor, lawyer Maria Aurea C. Bo-Bunao, confirmed the disqualification case against the governor but also noted that the decision is not yet final and executory. "The Office of the Regional Election Director has confirmed with Comelec-Manila the veracity of the news on the disqualification case against Governor Noel Rosal," Bo-Bunao said. "For now, I cannot comment on the case because we haven't received the official copy of the resolution, and it's yet final and executory," she added. Bo-Bunao also said in a message sent to reporters that she cannot grantfurther interviews as she is attending the Senate plenary hearing on the barangay and Sangguniang Kabataan election postponement. Prov'l gov't to give P100-K subsidy each to Albay's 720 villages

In an interview on Wednesday, Lilibeth Dimaculangan, provincial information officer, said Memorandum Circular No. 13, series of 2022, issued by the Office of the Governor states that the program aims to augment barangay funds, finance and assist in community development projects. "Generally, the Barangay Assistance Program is in the form of an annual subsidy to different barangays. The subsidy is PHP100,000 per barangay which shall be used to cover the annual expenses or costs of their various community development projects," Dimaculangan said. She said to avail of the said grant, the barangay should comply with the requirements and submit the documents to the Office of the Governor. "Following requirements must be submitted: letter request addressed to the governor, barangay resolution stating therein the proposed community development project, certification from the City Planning Development Office or Municipal Planning Development Office that the project is included in the current year's Barangay Annual Investment plan, and a program of work. The barangay augmentation fund shall be treated as barangay subsidy," Dimaculangan said. The program fund of PHP72 million shall be charged against the Barangay Assistance Program under the Office of the Governor based on the approved project procurement management plan (PPMP) for the fiscal year 2022 onwards, she noted. The approved budget is part of an appropriation ordinance which allotted a supplemental budget of almost PHP258 million to be used for various programs that will benefit senior citizens, indigent Albayanos, employees, and the repair and delivery of supplies to various district hospitals. "This is in line with the thrusts of Governor Noel Rosal to improve government services and create all-inclusive programs for the Albayanos," Dimaculangan said. Board Member Raul Rosal said all the 720 villages of Albay will receive PHP100,000 each as part of the subsidies of the provincial government to further strengthen the implementation of social services at the barangay level. Board Member Dennise Misolania, Association of Barangay Captain-Albay Chapter president, said the PHP72-million subsidy to all the villages will serve as a trust fund that could be used to bankroll their social services programs and other priority projects. Albay regulates use of roads carrying quarry products

AlbayGovernor Noel Rosal (PNA file photo) LEGAZPI CITY -The provincial government of Albay imposes regulations that started on Thursday on the use of barangay, municipal, and provincial roads by trucks carrying quarry products. The order was posted Friday on Governor Noel Rosal's social media that requires only 10-wheeler trucks and below carrying quarry resources shall be allowed to use barangay, municipal and provincial roads in the province. Based on Rosal's Executive Order No.34 signed on Thursday, the capacity of barangay, municipal, city, and provincial roads depends on the purpose for which it was constructed. "Barangay, municipal, and city roads can be utilized only, with the prior recommendation from the Albay Provincial Engineer's Office (PEO), which load capacity can withstand the weight of the ten-wheeler trucks and its use shall only be limited to those trucks carrying cargo within the road's load capacity," the order added. The PEO shall release a recommendation to the local government units of the province after its assessment and evaluation of the road's load capacity to serve as a route and guide for the implementation of the provisions of the order. The order also said that heavily loaded trucks carrying quarry resources plying barangay, municipal, city, and provincial roads in the province resulted in irreparable damage to the roads that were not designed to handle heavy loads incurring the high cost of maintenance and rehabilitation. Violators of the order shall cause the cancellation and revocation of permits. Earlier, Rosal also issued EO No. 29 adjusting the fair market value (FMV) of ordinary stones, sand, gravel, earth, and other quarry resources in the province; and EO No. 30 that fixes the delivery rates of aggregates for ordinary stones including sand, gravel, earth and other quarry resources. The price of sand was reduced to PHP250 per cubic meter (CuM) based on the E0 29 when used inside the territorial jurisdiction of Albay compared to PHP500 per CuM collected during the previous administration. In an interview on Friday, Rosal said he decided to reduce the fair market value of quarry materials being hauled in the province so that Albayanos could benefit from lower costs of these aggregate sourced out from Mayon Volcano. "I am also allowing residents to haul for free quarry materials not exceeding two cubic meters at a given time," Rosal said. He added that all the quarry operators should comply first their necessary requirements before they can operate, such as the environmental compliance certificates that include location clearance, status clearance, business permits, and the certification from the Department of Public Works and Highways (DPWH) to make sure the quarry site is one-kilometer away from any government infrastructure. "I will not tolerate operating the quarry operators without a permit, expired permit, and exceeded the volume of quarried materials," Rosal added. (PNA) }

Albay to hire more health workers to boost services

Dr. Nataniel Rempillo, Albay Provincial Health Office (PHO) chief, said interested applicants can send their resumes and other credentials to the PHO or to government-run hospitals nearest to their residence. "We are very thankful to Governor Noel Rosal as one of his flagship programs is to improve health services not just the building but (also) the human resources, logistical services like medicine, supply and upgrade of equipment," he said in an interview on Friday. Rempillo said the province will hire more health workers as the public can expect increased availability of medicine, equipment, and human resources in the next three years. "We have eight state-run hospitals in the province and the health workers will be deployed in the said hospitals because of the increase of demand," he said. Governor Noel Rosal announced in an earlier statement that 17 new doctors and 87 registered nurses will be hired. He said the increase in the salary of nurses and nursing aides, and additional funds for medicine will be provided. Rosal said frontline medical workers --nurses, nurse attendants, and midwives-- who are on job order status will be promoted as casual workers of the provincial government and will receive a higher base pay. In a meeting with hospital chiefs in Albay on Monday, Rosal said that starting next month, nurses will receive PHP15,400 monthly wages and PHP13,002 for midwives and nurse attendants. Dr. Cedric Daep, head of the Albay Provincial Disaster Risk Management Office (APSEMO) and acting chief of the Provincial General Services Office (PGSO), has suggested that all medicines purchased by the provincial government be directly delivered to the hospitals. Danny Alano, 52, of Barangay Homapaon here, said it will be a "great help" for them to have access to free health care. "Free medicine, free (medical) check-up will be a big relief for our expenses. Health is wealth," he said in an interview. Nelia Brimon, also from this city, thanked the provincial government for its initiative to improve health services and boost health workforce. (PNA) }
