Recreation supervisor recognized for stepping in on shooting


A city employee who stepped in during a recent shooting was recognized for “actions above and beyond the normal call of duty” during the Hermiston City Council’s Monday, March 8, meeting.
Brandon Artz, the city’s recreation supervisor, was the previously unnamed city employee that Hermiston Police Department had praised for “quick thinking” on February 10 when police arrested Howard Califf, 46, of Hermiston on several charges, including attempted murder.
According to the initial news release from police, Califf arrived armed at a home in the 250 block of East Gladys Avenue that he had previously lived in and then been barred from by a court order. He allegedly fired several rounds inside the residence and at a male relative of the home’s owner, at one point shooting the victim’s dog as it attempted to defend its owner. The dog is expected to make a full recovery, police said. ....

Pendleton housing market hits extreme seller's market, while Hermiston invests in infrastructure to spur new housing


PENDLETON — When the Umatilla River floods hit Pendleton in 2020, hundreds of residents were rendered temporarily homeless.
The Oregon Legislature eventually stepped in to provide millions of dollars worth of rapid rehousing money to organizations like the Community Action Program of East Central Oregon to help displaced residents find a new place to live.
But the nonprofit struggled to find homes for the flood survivors in Pendleton’s existing housing market, according to CAPECO Chief Executive Officer Paula Hall. There were few housing options on the market, and even available homes were often unaffordable for the displaced residents, many of whom came from Riverview Mobile Home Estates. Kate Gonsalves, a senior communications coordinator with Oregon Housing & Community Services, said the rapid rehousing money was soon repurposed for a different Pendleton housing project. ....

A life of service: Hermiston residents honored at the Distinguished Citizens Awards


As a fifth generation Umatilla County resident, Cindy Middleton grew up in a family where serving the community is a way of life — a concept she and her husband have sought to pass along to their own children.
Middleton was one of several people recognized during the Hermiston Chamber of Commerce’s annual Distinguished Citizens Awards banquet, along with Ken Huber as Man of the Year. She followed in the steps of her mother, Judy Bracher, who accepted the same Woman of the Year award in 1992. She remembers her father calling while she was away at college to tell her about it. ....

City staff prepare to move into remodeled library


Knerr Construction is putting the final touches on a remodel of the Hermiston Public Library before city staff move into the library’s basement.
The city council and department heads toured the newly remodeled basement before the Monday, Feb. 22, city council meeting. The plan is for the space to be move-in ready in the next few days and for it to open as an interim city hall on Monday, Feb. 28.
City Councilor Roy Barron remarked that the old basement was a “labyrinth” of hallways, and he was pleased to see a much more usable space.
“The architects were surprised there was so much circulation space down here,” City Manager Byron Smith told the group, referring to the hallways that were taken out to create more open spaces. “They’ve made it much more efficient.” ....
